Aaron Arnold is chief development officer at All Rise, where he works to develop new initiatives to support and strengthen treatment courts across the country and internationally. Prior to joining All Rise, Aaron spent 15 years at the Center for Justice Innovation, overseeing the Center's national work in the areas of treatment courts, community justice, alternatives to incarceration, tribal justice, and more. Aaron has served as a prosecutor with the Maricopa County Attorney's Office in Phoenix, Arizona, where he gained firsthand experience working in several treatment courts. Aaron is a graduate of Cornell University and the University of Arizona College of Law.

Carolyn Hardin is the chief of training and research for All Rise. She oversees the daily operations for All Rise's four divisions: the Treatment Court Institute, Impaired Driving Solutions, Justice for Vets, and the Center for Advancing Justice. She also oversees the development and implementation of training for the organization. Ms. Hardin currently travels nationally and internationally, assisting teams with planning and operating successful drug courts. She received her master's degree in public administration from the University of Akron in Ohio and her B.A. degree in public administration from Talladega College in Talladega, Alabama. Her work experience includes resource development and acquisition, program planning and evaluation, and MIS database management. Ms. Hardin has supervised probationers, parolees, and federal inmates and has supervised special caseloads, including sex offenders, dual-diagnosis offenders, and violent offenders.

CARSON L. FOX, JR., J.D., is the chief executive officer of All Rise, the nation's leading non-profit organization dedicated to justice innovation addressing substance use and mental health. For nearly 20 years, Mr. Fox has been a leader in the movement to expand alternatives to incarceration, including evidence-based programs such as treatment courts.
Prior to assuming the role of CEO, Mr. Fox served as All Rise chief counsel and chief operating officer. In his time at All Rise, his work has included developing curricula and expanding All Rise training and technical assistance, advancing policy at the state and federal level, serving as lead architect of the organization's annual conference, RISE, and leading the development of the Adult Treatment Court Best Practice Standard s. He has been a driving force in advancing the treatment court field from promising experiment to the most successful intervention in the history of the American justice system, and elevating new and promising interventions that enhance public health and public safety.
Before joining All Rise, Mr. Fox served as a prosecutor in the Eleventh Judicial Circuit of South Carolina. While there, he helped create the state's first drug court.

Clyde J. "Butch" Tate retired as a Major General from the U.S. Army Judge Advocate General's Corps in 2014. He last served as the Deputy Judge Advocate General, one of the top two military attorneys in the Army. He is now the chief counsel of All Rise and an advisor and advocate for national, state, and local initiatives addressing the legal needs of military personnel, veterans, and families. General Tate's Army career included service as liaison to Congress, ethics official, nearly a decade as legal advisor to special operations and airborne units, senior legal advisor for the Multinational Corps in Iraq, commandant of the army judge advocate general's legal center and school, and chief judge of the Army's Court of Criminal Appeals. In recognition of his proven commitment to diversity and inclusion, in 2013 General Tate was awarded the prestigious Hispanic National Bar Association's Presidential Award for leadership, advocacy, and service.

Jacqueline van Wormer, Ph.D. is the director of the Center for Advancing Justice, a division of All Rise, and holds an affiliate faculty position at Washington State University. Before this appointment, she was an associate professor of sociology at Whitworth University. Dr. van Wormer has held various positions in the justice field, including serving as the Spokane Regional Criminal Justice Administrator, MacArthur Foundation coordinator for the Benton/Franklin Counties Juvenile Treatment Court, intervention services manager, probation supervisor and coordinator for both the adult and juvenile treatment court programs in Benton/Franklin Counties. She has lectured and trained extensively across the country and internationally on issues related to courts, pretrial reform, and the treatment court model.
Dr. van Wormer has published 20 peer-reviewed articles, four book chapters, and dozens of technical reports focused on risk/need tool development, court model fidelity, detention alternatives, effective treatment options for individuals charged with criminal offenses, and collaboration among social service agencies. She has successfully secured, and served as principal or co-principal investigator on more than $13.5 million in grants and contracts, all focused on justice system improvements. Dr. van Wormer received her doctorate in 2010 from Washington State University. She was awarded the 2017 WSU Woman of Distinction (alumna category) for her work in adult and juvenile justice reform.

James (Jim) Eberspacher is the director of Impaired Driving Solutions, a division of All Rise providing training and targeted assistance to impaired driving treatment court (i.e., DWI court) professionals. In this role, he is responsible for the overall daily operations, training, curriculum development, outreach, and promoting the expansion of DWI courts. . Prior to his current position, for seven years, Jim was the Minnesota state treatment court coordinator, providing oversight in treatment court policy and strategic planning, state standards, and funding, assisting in research, and providing training and technical assistance to treatment court teams. Prior to his role at the state level, he served as the coordinator for three treatment court teams in rural Minnesota and also worked as a probation officer. Overall, Jim has more than two decades of combined experience in treatment courts, corrections, policy development, and training and technical assistance.

Janet McCuller serves as Chief Financial Officer for All Rise and has been in this position since January 2000. She supervises employees and manages an annual budget of approximately $20 million. As the Chief Financial Officer she is responsible for upholding strong financial management and accountability while providing timely, accurate, and reliable financial information and enhancing internal controls.
Janet McCuller has over thirty years' experience in budgeting, forecasting and strategic planning; preparation of financial statements, supervision of payments and collections; credit risk and treasury management; corporate taxation issues; working with external auditors, government agencies, and financial institutions. Since coming on board, she has successfully led All Rise in receiving Unqualified Audit Opinions since 2003.
Prior to joining All Rise, Janet served as a senior consultant at Langan & Associations, CPA, where she led consulting engagements in cost management, performance management, strategic planning, and organizational change on behalf of nonprofit clients.
Janet McCuller received a Bachelor of Business Administration from North Carolina Central University, and a Master of Science in Information System Management from Bowie State University.

Jen Brophy is the chief of public affairs for All Rise. For more than 30 years, she has worked on national policies, programs, and legislation at the intersection of public health and public safety. She leads the organization's communications, legislative, and strategic engagement departments. Before joining All Rise, Ms. Brophy worked at the U.S. Department of Justice, where she served as deputy director for the Drug Courts Program Office. From 1993 to 1996, she served as a public health advisor for the Center for Substance Abuse Treatment (CSAT) at the U.S. Department of Health and Human Services. After serving six years as a professional staff member of the U.S. House of Representatives Select Committee on Narcotics Abuse and Control, she joined CSAT. She is a certified curriculum developer with a bachelor's degree in justice from American University specializing in drug policy.

Scott Tirocchi, M.A., M.S., L.P.C. served in the U.S. Army Reserves and the Rhode Island Army National Guard for 21 years; his occupational specialty was a 31A (military police officer). While deployed to Afghanistan in 2003-2004, he served as commander for the training and doctrine component of Training Assistance Group II to the Afghan National Army. Scott is a licensed behavioral health clinician and has an employment background rooted in treatment and criminal justice. Before his current role, he was employed with the Rhode Island Judiciary, serving in a dual capacity as deputy director for their district court's pretrial services unit and program coordinator for their veterans treatment court. He has served as a behavioral health clinician in jail, prison, hospital settings, and various community behavioral health agencies located in Rhode Island, Massachusetts, and Connecticut. He has a Master of Arts in Human Development and a Master of Science in Human Services.

Vanessa Matthews is the director of the Treatment Court Institute, a division of All Rise. Prior to her current role, she was a police officer with Oklahoma City from 1990 to 2012, working with the Oklahoma County Drug Court from 1998 to 2009. She was instrumental in the development of the program, including policy manual development, budgeting, and staff training. Her training presentations and curriculum development include recognizing the signs of mental illness, identifying a subject under the influence of drugs, effectively communicating with consumers, strengths-based interviewing, team building, drug testing, program planning and development, grant writing, community supervision, cultural proficiency for consumers served, ethics and confidentiality in treatment programs, psychopharmacology of drugs for first responders, and community resource identification and development.
In 2014, Vanessa was appointed by the governor of Oklahoma to serve on the Oklahoma Pardon and Parole Board. In 2015, she was reappointed to a four-year term and elected chair of the organization. She joined the staff of All Rise in 2016. She has an associate degree from Oklahoma State University in applied police science and a bachelor's degree from the University of Central Oklahoma in criminal justice. In July 2020, she was elected to serve on the board of directors for the National Alliance on Mental Illness (NAMI). In 2023, she was selected to serve as part of the International Association of Chiefs of Police (IACP) mental health workgroup.
