Abdullah Ahmadzai

Abdullah Ahmadzai is The Asia Foundation's county representative in Afghanistan. He oversees the Foundation's wide range of programs in the areas of Governance and Elections, Islam and Development, Women's Empowerment and Education, as well as the annual Survey of the Afghan People. Ahmadzai served as deputy country representative from 2012 to 2014. A seasoned development professional with expertise in national election administration, Ahmadzai was formerly chief electoral officer for the Independent Election Commission (IEC) of Afghanistan. As head of the IEC Secretariat, he oversaw the 2010 elections for the Lower House of the Afghan Parliament; the first fully "Afghanized" national election involving limited technical support from the international community. Prior to his position with the IEC, from June 2006 to October 2009, Abdullah Ahmadzai worked with the Foundation, serving under the Support to Center of Government project in Afghanistan, first as a senior national capacity building advisor and later as deputy chief of party and chief of party. In each of these roles with the Foundation, Ahmadzai served with distinction. Between 2004 and 2006, he held positions with the UN under the Joint Electoral Management Body Secretariat, first as an area manager and then as chief of Operations. From 2003-2004, Ahmadzai was actively involved with the Afghanistan Constitution Commission which was mandated by the 2001 Bonn Agreement to draft a new constitution for the country. Under the Commission, he assisted with the Emergency Loya Jirga and later the drafting of the constitution which was formally adopted in January 2004. Education: Bachelor's degree in Information Technology from Brains Degree College in Peshawar, Pakistan, in addition to several workshop certificates earned through Harvard and Georgetown Universities, and the International Foundation for Electoral Services.

Alexander D. Calhoun

Sandy Calhoun joined The Asia Foundation's Board of Trustees in 1984. He was an attorney at Squire, Sanders & Dempsey L.L.P., a leading global law firm. He was a partner of the firm from 1959-1992. Mr. Calhoun is chairman of the board of Give2Asia, a U.S. non-profit organization established by The Asia Foundation; a commissioner of the Asian Art Commission of San Francisco; a director of the 1990 Institute; a director of Wonders Info Corporation; chairman emeritus of the Japan Society of Northern California; chairman emeritus of the San Francisco-Osaka Sister City Committee; and a member of the San Francisco-Shanghai Sister City Committee. Mr. Calhoun has been a lecturer on international business transactions at the University of California School of Law in Berkeley, an adjunct professor of banking law at the University of San Francisco School of Law, and a visiting lecturer at the Beijing Institute of Foreign Trade. He is licensed to practice law in California, New York, the District of Columbia, and in Japan, where he has been involved for many years.

Alice Young

Alice Young served on The Asia Foundation's Board of Trustees from 2012 to 2016, having previously served from 2003-2011. She is the Founder of Alice Young Advisory, which advises multinationals and entrepreneurs on their Asia business strategies and investments. She retired from active law practice after 40 years, the last 20 years as Partner and Chair of the Asia Pacific Practice at Kaye Scholer LLP. Ms. Young has been based in New York, Hong Kong and Tokyo; she worked in Hong Kong in the pioneering early 1970s, did her first China deal in 1979, and in 1981 was the first woman, minority and the youngest partner to head a New York branch law office. Ms. Young served as Independent Director of AXIS Capital Holdings, Ltd., a NYSE-listed reinsurance and insurance company headquartered in Bermuda, and of Mizuho Trust & Banking Co. (USA), the U.S. custodial bank subsidiary of the Mizuho Financial Group of Japan, until her retirement. She is a Lifetime Trustee of the Aspen Institute and a Lifetime Member of the Council on Foreign Relations. She is also a member of the Committee of 100, Women Corporate Directors and New York Women's Forum and is a Fellow of Yale University's Davenport College. She has received numerous awards for her corporate, mentoring and civic achievements, including The Yale Medal, Boy Scouts of America (NY Councils) "Distinguished Woman of the Year" Award and the Asian American Legal Defense and Educational Fund "Justice in Action" Award, and she was selected by Harvard Law Record as one of the 50 outstanding alumnae of Harvard Law School. Ms. Young was in the first class of women graduates of Yale College and was one of the first Asian American women to graduate from Harvard Law School.

Amala Rahmah

Amala Rahmah serves as deputy country representative in Indonesia. She is responsible for supporting management aspects of The Asia Foundation, including program design, implementation, M&E and reporting, and oversight of financial and grant management, administration, security, and human resources. Prior to her work at the Foundation, she served for more than 18 years in various senior and leadership positions at international nongovernment organizations (NGOs) and bilateral partnerships, working with donors on the issue of sexual gender-based violence and sexual reproductive health and rights, child and adolescent health, human rights and inclusive education, literacy, comprehensive sexuality education, child-friendly schools and cities. Education: Master's degree in Education Management from the Jakarta State University, where she specialized in education development programs, especially for students with disabilities, and a bachelor's degree in Public Health from the University of Indonesia.

Anthea Mulakala

Anthea Mulakala is an accomplished development leader, manager, and policy specialist with more than 25 years of experience living and working in Asia. She has led and managed diverse teams, directly and remotely, to deliver high-impact programs in reproductive health, conflict prevention and peacebuilding, governance, and regional cooperation. Over the last decade, she has honed her expertise on Asian development cooperation, particularly understanding how rising powers, such as China and India, are transforming the 21st-century aid and development landscape. In addition to developing and implementing programs, she also writes, publishes, and speaks extensively on these issues. Mulakala also co-leads The Asia Foundation's Future Skills Alliance, a broad coalition of public and private sector partners working together to deliver future skills at-scale to the region's most marginalized. Prior to the Asia Foundation, she worked for The World Bank, UK DFID, the City of Melbourne, and the South Asia Partnership. Behnaz Raufi

Behnaz Raufi serves as the chief of staff to the president and assistant secretary to the Board of Trustees. In this capacity, Behnaz is responsible for overseeing and coordinating administrative and strategic functions, playing a crucial role in supporting the president and assisting with board-related responsibilities. Before assuming her current role, Behnaz served as a program director at the Foundation. In this capacity, she offered vital support to the senior vice president of Programs for overseeing and managing the Foundation's programmatic initiatives. Her responsibilities included managing the Foundation's institutional partnership with Australia's Department of Foreign Affairs and Trade, supporting the Foundation's annual planning process, contributing to the development of country strategic plans, and assisting in institutional-level strategic planning and implementation. Before joining the Foundation, Behnaz worked at the World Bank and the Institute for South Asia Studies at UC Berkeley. Calvin Sims

Calvin Sims is a seasoned media and nonprofit executive with over three decades of experience in journalism, international affairs, education, and philanthropy. He is an award-winning director, producer, and reporter with a successful track record of developing high-impact content at CNN, The New York Times, Discovery Times Channel, International House, Ford Foundation, and Council on Foreign Relations. At CNN, Sims served as executive vice president for Standards and Practices, ensuring the network's content, business practices, editorial policies, and protocols adhered to the highest ethical standards across all platforms. At the Ford Foundation, Sims managed a $100 million portfolio of journalism and media grants to strengthen investigative and foreign reporting, public television and radio, traditional, new, and ethnic media, standards and ethics, and press freedoms. Before joining Ford, Sims was a reporter, foreign correspondent, and producer for The New York Times for two decades. His work has appeared in multimedia platforms, print, podcast, documentary, and web videos. He served as host of "The Conversation," a web video program featuring in-depth interviews with prominent personalities. He also anchored the website's World View podcast, a weekly discussion of foreign affairs with Times correspondents across the globe, and Page One, a nightly news program of the stories on the newspaper's front page, broadcast on the Discovery Times channel. Sims was senior producer for Struggle for the Soul of Islam, a critically acclaimed documentary for PBS on the rise of radical Islam in Indonesia, based on his reporting for The Times. Before joining the television division, Sims was a foreign correspondent based in Buenos Aires, Tokyo, and Jakarta. He has covered guerrilla insurgencies in South America, political developments on the Korean peninsula, and the advent of democracy in Indonesia. He has interviewed thirty heads of state. During a sabbatical from The Times, Sims was a senior fellow at the Council on Foreign Relations, where he led a research project that examined the rise of radical Islamic forces in Indonesia. Concurrently, he held the Ferris Professorship of Journalism at Princeton University, where he taught a course on the media and terrorism. He also conducted workshops and cultural exchange programs for journalists in Turkey, Armenia, and Azerbaijan as part of an effort to resolve historical conflicts. Calvin Sims is a graduate of Yale University and recipient of the Edward R. Murrow Press Fellowship of the Council on Foreign Relations. Cheng-Ling Chen

Cheng-Ling Chen is an angel investor, advisor, and creative writer. Cheng-Ling advises women-led startups and nonprofits that bring capital and opportunity to under-served, under-noticed communities. Growing up Taiwanese in South America, Cheng-Ling is fluent in English, Mandarin Chinese, Spanish, and Taiwanese. She is passionate about multilingual education and has served on the Board at Presidio Knolls School, a Mandarin immersion K-8 school, as well as on the Board of APA Family Support Services, a nonprofit that provides support services to AAPI families. Cheng-Ling believes in lifting women up so the work they do for their communities can be seen in the light. She created HERliograph.com, which profiles everyday heroines, showcasing their talents and fostering connections between women. Cheng-Ling has experience as a cross-border corporate attorney. Her legal practice began in California and has taken her to several parts of China, including Taiwan, Hong Kong, and Shanghai. In addition to her transactional practice, Cheng-Ling has served as a pro bono advocate for immigrant women and children under the Violence Against Women Act. Cheng-Ling is a graduate of Brown University. She holds a JD from UC Berkeley and an MFA from the University of San Francisco. She lives in Silicon Valley with her husband and sons.

Chien Lee

Chien Lee served on The Asia Foundation's Board of Trustees from 2005 to 2016. He is a private investor based in Hong Kong who devotes most of his time to not-for-profit work involving education and youth. Mr. Lee is a Vice Chairman of the Council of the Chinese University of Hong Kong, Supervisor of St. Paul's Co-educational College and a Trustee of Phillips Academy in Andover, Massachusetts. He has had a long involvement with Outward Bound and is currently chairman of the Outward Bound Center for Peacebuilding. Mr. Lee has served on the Board of Trustees of Stanford University, his alma mater, as well as on the advisory boards of many of its constituent parts such as School of Education and School of Engineering and is currently a Director of Stanford Health Care. Chong-Moon Lee

Chong-Moon Lee left the Board of Trustees in 2017. Chong-Moon Lee rejoined The Asia Foundation's Board of Trustees in 2013. Lee founded Diamond Multimedia Systems in 1982, which later achieved the No. 1 ranking in market share for PC graphics accelerator products in America. In 1996, he started another high technology venture company under the name of AmBex Venture Group. A native of South Korea, Lee has a diverse background involving not only business, but education, cultural as well as athletic activities. Lee served on the Board of Trustees at Center for Strategic and International Studies (CSIS) in Washington, DC. Currently, he serves as a trustee and commissioner of the Asian Art Museum of San Francisco, which is also known as Chong-Moon Lee Center for Asian Arts and Culture, a trustee of Asia Society, among many others. He is also a founding board member of The Tech Museum of Innovation of San Jose. He served as Consulting Professor at Stanford University's Asia Pacific Research Center, and currently serves as Chaired Professor Emeritus at Korea Advanced Institute of Science & Technology (KAIST). He has co-authored "Silicon Valley Edge" published by Stanford University Press. Lee also has been an active philanthropist in the local, national as well as international levels through The Chong-Moon Lee Foundation. He holds honorary doctoral degrees from the several leading universities including Seton Hall University and KAIST, a master's degree from Vanderbilt University, Nashville, and a law degree from Chung-Ang University, Seoul. Clare Lockhart

Clare Lockhart is the director of the Institute for State Effectiveness. Daniel F. Feldman

Former Ambassador Dan Feldman has served in senior national security positions in the Clinton, Obama, and Biden administrations and on Capitol Hill, including as the U.S. Special Representative for Afghanistan and Pakistan under President Obama. In that capacity, he created and led the International Contact Group, comprised of senior officials of more than 50 nations engaged in Afghanistan, which included frequent travel to Central, East, South, and Southeast Asia. He was also a Senior Advisor to the Congressionally mandated Afghanistan Study Group. He most recently served in government as Chief of Staff and Counselor to Secretary John Kerry when he was appointed the first Special Presidential Envoy for Climate by President Biden, where Dan helped drive the U.S. government's international climate agenda for the first year and a half of the Biden administration, and contributed to key bilateral and multilateral climate discussions, including the landmark UN Conference of Parties (COP26) in Glasgow. He previously served in government as the director of Multilateral and Humanitarian Affairs at the National Security Council in the Clinton Administration and as Counsel and communications adviser to the U.S. Senate Homeland Security and Governmental Affairs Committee. Dan has been awarded the State Department's two highest awards, the Secretary's Distinguished Service Award and the Secretary's Distinguished Honor Award. He also returned then to his legal practice, where he is currently a partner and Co-chair of the Environmental, Social, and Governance practice at the global law firm Covington & Burling. He also co-chairs the firm's unique Business and Human Rights practice, as well as its Global Problem Solving initiative. He served as a law clerk on the U.S. Court of Appeals for the Ninth Circuit and on the South African Constitutional Court. He holds a juris doctorate from Columbia University, a master's degree in Public Administration from Princeton University, and a bachelor's degree from Tufts University. Dan is a life member of the Council on Foreign Relations, as well as a former White House Fellow and a former Henry Luce Scholar when he worked at the Hong Kong Law Project in advance of the handover of Hong Kong to China in 1997. Dan previously served on The Asia Foundation's Board of Trustees from 2017 to 2021 and rejoined the board in 2023 after his most recent stint in government.

David D. Arnold

President and CEO David D. Arnold is a highly respected international development veteran with years of experience across the Asia-Pacific and the Middle East. After assuming presidency at The Asia Foundation in 2011, David Arnold pioneered two major strategic planning exercises for the organization and a significant fundraising campaign, Change Starts Here. Early in his tenure he oversaw the re-establishment of an Asia Foundation office in Myanmar and launched new initiatives focused on technology innovations and Asian leadership development. From 2003 to 2010, Arnold served as president of the American University in Cairo (AUC) where he oversaw the construction of a new, state-of-the-art $400 million campus, and spearheaded AUC's $125 million fundraising campaign, the largest in the university's history. Prior to that he served for six years as executive vice president of the Institute of International Education, the world's largest educational exchange organization. From 1984 to 1997, he worked for the Ford Foundation, serving as its first program officer in the field of governance and then for seven years as the organization's representative in India, Nepal, and Sri Lanka. David D. Arnold began his public service career in 1975 in his home state of Michigan as a program budget analyst with the Michigan Department of Labor. At Washington, D.C.'s National Governors Association, he handled intergovernmental relations in the areas of employment, housing, and economic development. He later served as executive director of the Coalition of Northeastern Governors, a regional think tank and policy institute. Arnold serves on the boards of Give2Asia, a philanthropic intermediary established by The Asia Foundation, and the World Affairs Council of Northern California. He is also a member of World Learning's Global Advisory Council and the International Advisory Council of the American University of Beirut. He is a frequent public speaker on issues of governance, international relations, and regional development in Asia. Education: Arnold holds a master's degree in Public Administration from Michigan State University and a bachelor's degree from the University of Michigan. He received an honorary doctorate of humanities from Michigan State University in 2011.

David L. Kim

David L. Kim is senior director for Leadership and Exchanges programs at The Asia Foundation. He was previously coordinator of the Luce Scholars program and director of the Asia Foundation Development Fellows: Emerging Leadership for Asia's Future program for the Foundation. Kim previously served as manager of international programming at the John F. Kennedy Center for the Performing Arts, responsible for coordinating and managing local, national, and international programming initiatives including the Center's major international festivals Arabesque: Arts of the Arab World (2009), and JAPAN! (2008). From 2002 to 2005 Kim was the director of The Asia Foundation's 50th anniversary project, an effort developed to recognize the distinctive history and impact of the Foundation's programming, increase the Foundation's visibility and profile, and position the Foundation for new opportunities and directions. In previous leadership positions he has served as senior director for communications and marketing at Special Olympics International; chief of staff of the Robert F. Kennedy Memorial; and executive director of the Korea Society's Washington office. He has worked with Save the Children in Korea, and as a VISTA Volunteer at the Western Massachusetts Food Bank. As a journalist, David Kim has published numerous articles in publications including Scholastic News, Asiam, Transpacific, and Current. He served as the Washington, D.C. correspondent of the Korea Daily, as well as assistant newsdesk editor at TIME magazine. His service and contribution to the leadership and governance of numerous community organizations have included: the Community and Friends Board of the John F. Deanne Weir

A media entrepreneur, company director and philanthropist, Deanne Weir has more than 25 years' experience in media, communications and the law. A former corporate lawyer, Deanne has a deep interest in how new forms of media affect business and society, and a passionate commitment to gender equality. Deanne leads the boards of three private companies in which her company WeirAnderson.com is an investor: Hoodlum, an Emmy and BAFTA award winning film and television production company; Ai-Media, a technology and social innovation company; and Seer Data & Analytics, a technology start-up that helps the social sector make better decisions through the use of data and insights. All 3 of these companies started life in Australia and are now expanding across the globe. WeirAnderson.com also has investments in music, publishing and technology companies. In 2012, Deanne and her husband Jules Anderson launched The WeirAnderson Foundation. The Foundation supports organizations and projects that improve the lives of women and girls. Organizations supported include the International Women's Development Agency, of which Deanne is a past board member and Global Sisters, an Australian not-for-profit assisting women entrepreneurs, where Deanne is a current board member. Deanne is a member of Women Moving Millions, and was previously chair of the Australian Women Donors Network, both philanthropic organizations seeking to increase the amount of social investment reaching women and girls. Deanne is a frequent guest speaker at media, corporate and philanthropic events, and advisor to business and philanthropic leaders. A board member of Screen Australia for eight years until 2016, Deanne was instrumental in the development of its Gender Matters program. She remains a member of its Gender Matters Taskforce, and is also chair of the Sydney Film Festival. Deanne is also chair of The Grata Fund, an organization that assists Australian citizens to bring important litigation to push back against unfair laws and policies in the areas of human rights, climate change and democracy. An investor in various screen projects, including documentary and feature films, Deanne was executive producer of Hoodlum's first feature film, Australia Day (2017), and also I Used to Be Normal (2018) an independent feature documentary that premiered at Toronto's 2018 Hot Docs Festival.

Diana Fernandez

Diana Fernandez is the deputy country representative for Sri Lanka, where she oversees civil society support programming in the areas of governance and social cohesion. She also provides support and oversight to the Foundation's programming and office in the Maldives. Fernandez previously served as the project director for the South Asia Governance Fund, which provides civil society capacity building and grant support to organizations in Sri Lanka, Maldives, Bangladesh, Nepal, and Bhutan. She was also the deputy country representative for The Asia Foundation's Myanmar and Mongolia offices. Where she oversaw and managed a wide range of programs and projects ranging from local governance to women's economic empowerment. Fernandez has been working with The Asia Foundation in different capacities since 2007 across offices and Foundation priority issue areas. Fernandez also provided substantive program support to the Afghanistan office to revise Afghanistan's Ministry of Women's Affairs communications strategy, as well as drafting a large public-sector proposal to enhance the capacity of subnational governments. Between 2009 and 2013, she was a program officer in the Foundation's Nepal office, where she had a diverse portfolio that included: managing a DFID-funded project to mobilize 50 international election observers and more than 8000 national election observers for Nepal's 2013 Constituent Assembly Elections, managing trafficking in persons projects, and managing a gender-based violence research project for the Office of the Prime Minister of Nepal. Dinesha de Silva

Dinesha de Silva is currently The Asia Foundation's country representative in Sri Lanka. Previously, she served as team leader for The Foundation's Sri Lanka Local Economic Governance program (2010 to 2012), as assistant director in the Foundation's Washington D.C. office, (2008 to 2010), and was formerly deputy country representative in the Foundation's Sri Lanka office. She has two decades of experience in the field of international development, with special interest and experience in economic governance, rule of law, access to justice, and conflict resolution. From 1995 to 1997, Dinesha de Silva was director of the Foundation's USAID-funded Citizen Participation (CIPART) Project in Colombo. She also previously served with the Foundation as a program officer for Sri Lanka and the Maldives from 1991 to 1992, focusing on English-language education, women's empowerment, media development, and economic liberalization. In between positions with the Foundation, she served as a project management specialist for USAID in Colombo in the private sector development office. She also previously served as an economist for the Environmental Foundation Ltd. and for six years as an economist for the Central Bank of Sri Lanka. The Honorable Douglas Bereuter retired as president and CEO of The Asia Foundation on December 31, 2010. David D. Arnold replaced him as president on January 1, 2011. Doug Bereuter became the president of The Asia Foundation on September 1, 2004, immediately upon his resignation from U.S. Congress after twenty-six years of service. During his congressional career, he was a leading member of the House International Relations Committee, where he served as vice chairman for six years, chaired the Asia-Pacific Subcommittee for the maximum limit of six years, chaired the Europe Subcommittee immediately before his departure, was ranking minority member of the Human Rights Subcommittee for six years, and had a long tenure on its Subcommittee on Economic Policy & Trade. He also served on the House Financial Services Committee for twenty-three years, and for sixteen years, chaired or served as ranking minority member of the Subcommittee on International Institutions, which has oversight jurisdiction for American participation in the Asian Development Bank, the World Bank, other regional development banks, the U.S. Export-Import Bank, and the IMF.

Dr. Adam Burke

Dr. Adam Burke is The Asia Foundation's director of Conflict and Fragility, effective October 2018. With almost 20 years of experience working across Southeast and South Asia, Burke is a distinguished specialist in conflict, peacebuilding, and development, having worked as researcher and practitioner on many aspects of conflict prevention across the region. As director, he leads the Conflict and Fragility program in addressing pressing conflict, fragility, violence, and security issues and programming opportunities. In addition, he oversees technical support to the Foundation's country programs in countries affected by conflict, violence, and fragility, including Afghanistan, Bangladesh, Myanmar, Nepal, Pakistan, the Philippines (Mindanao), Sri Lanka, and Timor-Leste. Prior to his appointment as the Foundation's director of the Conflict and Fragility program, Burke undertook a number of assignments with The Asia Foundation, including an independent evaluation of the Foundation's work in conflict-affected areas in southern Thailand and analysis of the development trajectory of Malaysia and Thailand as advanced middle-income countries. Most recently, he served as lead researcher and author of the Foundation's 2017 report Contested Areas of Myanmar: Subnational Conflict, Aid and Development. Burke has also undertaken a variety of projects for the United Kingdom, the United Nations, the World Bank and Asian Development Bank, and the Organization for Economic Cooperation and Development. His most recent assignments have been an assessment for the ADB on the risks associated with reconstruction following the 2017 siege of Marawi, Mindanao; and context analysis for the UN in support of efforts to counter communal violence in Sri Lanka. He researched approaches to political risk in East Asia for the World Bank; gave technical guidance on DFID's peacebuilding strategy in Nepal; and provided technical support to the UK Government for the development of a post-conflict reconstruction and stabilization strategy for Pakistan. Since 2014, Burke has focused significant attention on subnational conflicts in Myanmar, including as conflict adviser to the $400 million, multi-donor funded Livelihoods and Food Security Trust Fund (LIFT); conflict assessments of World Bank community-driven development initiatives; and scenario planning in Rakhine State for a coordinating group of UN heads of agency. His earlier formal development partner experience includes a three-year tenure as social development adviser with DFID. His geographic experience includes Indonesia, Laos, Malaysia, Nepal, Pakistan, Pakistan, Philippines, Sri Lanka, Thailand, Vietnam, and other countries. Burke's research, writing, technical guidance, evaluation, and broader work has underlined the importance of understanding, accounting for, and responding to specific political contexts in peacebuilding and development, with political economy analysis figuring prominently in all aspects of his work. Throughout his career, he has sought to engage at the policy level from a basis of solid research and an understanding of ground realities. Burke's academic and related experience includes lecturing on development practice and peacebuilding at universities in Asia and Europe; speaking roles in national, regional, and international policy forums; and publication of peer-reviewed papers and policy studies. He is also an associate of The Policy Practice and Oxford Policy Management. David M. Lampton joined The Asia Foundation's board of trustees in 2006 and served as chairman from 2014 to 2018. Dr. Lampton is Hyman Professor and director of Chinese Studies, Emeritus, School of Advanced International Studies at Johns Hopkins University and Oksenberg-Rholen Fellow at Stanford University's Asia Pacific Research Center. A specialist in Chinese domestic politics and foreign policy, his articles have appeared in numerous major publications. Dr. Lampton is past president of the National Committee on U.S.-China Relations (1988-1997) and currently is a member of its executive committee. He also is a member of the Council on Foreign Relations. Named the inaugural winner of the Scalapino Prize in 2010 by the Woodrow Wilson International Center for Scholars and the National Bureau of Asian Research, Dr. Lampton received his doctoral degree from Stanford University as well as an honorary doctorate from the Russian Academy of Sciences' Institute of Far Eastern Studies. He served in the enlisted and commissioned officer ranks of the U.S. Army Reserve.

Dr. Debra Knopman

Dr. Debra Knopman is an adjunct staff at the RAND Corporation and a professor at the Pardee RAND Graduate School. She served as vice president and director of RAND Infrastructure, Safety, and Environment, later called Justice, Infrastructure, and Environment, from 2004 to 2014. Knopman's expertise is in hydrology, environmental and natural resources policy, systems analysis and operations research, and public administration. Her project work at RAND spans a range of topics including the adaptation of urban regions in the United States and China to a changing climate, integrated water management, energy assurance for the U.S. Air Force, policy options for disposition of nuclear waste, and the design of a National Research Fund for Qatar. She is a member of the Henry Luce Foundation (and co-chair as of June 2022) and Asia Foundation boards. She served for six years (1997-2003) as a member of the Nuclear Waste Technical Review Board and chaired the board's Site Characterization Panel. She was director of the Progressive Policy Institute's Center for Innovation and the Environment from 1995 to 2000. From 1993 to 1995, Knopman was the deputy assistant secretary for Water and Science, U.S. Department of the Interior. She had previously been a research hydrologist at the U.S. Geological Survey (USGS) and later chief of the Branch of Systems Analysis in the USGS's Water Resources Division. From 1979 to 1983, she served first as a legislative assistant for energy and environmental issues to Senator Daniel P. Moynihan and then as a professional staff member of the U.S. Senate Committee on Environment and Public Works.

Ellen Laipson

Ellen Laipson served on the board of trustees of The Asia Foundation from 2003 to 2015, and was appointed Trustee Emerita in June 2015. Laipson is the Director of the International Security program at the Schar School of Government and Public Policy at George Mason University. She joins George Mason University after a distinguished 25 year career in government and as President and CEO of the Stimson Center (2002-2015). She serves on a number of academic and other non-governmental boards related to international security and diplomacy, and is a weekly columnist for worldpoliticsreview.com. Her last post in government was Vice Chair of the National Intelligence Council (1997-2002). She also served on the State Department's policy planning staff, the National Security Council staff, and the Congressional Research Service. A member of the Council on Foreign Relations, she serves on the Advisory Councils of the International Institute of Strategic Studies, the Chicago Council on Global Affairs, and Georgetown University's Institute for the Study of Diplomacy. Ethan Geary is the South Asia regional coordinator for The Asia Foundation. He previously served as deputy country representative for the Foundation in the Philippines. In this role he supported all programs, operations, and external relations in the Philippines, focused on supporting economic growth, strengthening justice and the rule of law, fostering peace and development, and improving governance. Geary began with the Foundation in 2010. In Afghanistan, Geary served as education program manager, managing a diverse portfolio of bilateral and private projects including USAID's Strengthening Education in Afghanistan II and the Carnegie Corporation scholarship for Afghan Women. He then led the Program Management Office, where he developed office-wide systems and tools for standardizing project management with a focus on program design, M&E, donor communications, capacity development, and implementing partner harmonization. From 2015 onward, Geary served the Foundation in acting country leadership roles in Vietnam and Laos and as a program and technical advisor across Southeast Asia. In addition to the Foundation, Geary has served in consulting and advising roles in the private sector and for organizations including GIZ, multiple UN agencies, and the Global Partnership for Education in education, policy development, project management, elections observation, and strategic consulting. An education expert, Geary most recently oversaw policy development for the Afghanistan Ministry of Education under the Global Partnership for Education and UNICEF, producing comprehensive national-level strategy and policy documents in coordination with international stakeholders. Key policies developed include community-based education policy and social mobilization strategy, among others. Education: Ethan Geary holds a master's degree in International Political Economy of Southeast Asia from UC San Diego's Graduate School of Global Policy and Strategy. Professor Eun Mee Kim is the 17th President of Ewha Womans University. She is a professor in the Graduate School of International Studies, director of the Ewha Global Health Institute for Girls and Women, former dean of the Graduate School, former dean of the Graduate School of International Studies, and former director of the Institute for Development and Human Security at Ewha Womans University. She was appointed by the UN Secretary-General in December 2016 to serve as one of fifteen Independent Group of Scientists to work on the Global Sustainable Development Report 2019, which was presented to the UN Secretary-General and heads of member states at the UN General Assembly in September 2019. She served as president of the Korea Association of International Development and Cooperation. She has served on the Committee for International Development Cooperation under the Prime Minister's Office, the Policy Advisory Committee for the Ministry of Foreign Affairs, and the Ministry of Gender Equality and Family. In 2012, she received the Service Merit Medal from the Republic of Korea for her contributions to the Fourth High-Level Forum on Aid Effectiveness in Busan. In 2013, she received the first research grant to a university in South Korea from the Bill & Melinda Gates Foundation on her research, "Advocacy for Korean Engagement in Global Health and Development." In 2016, and again in 2019, she received a research grant from the Bill & Melinda Gates Foundation for Korea Global Health Strategy. She received the Chang-Lin Tien Distinguished Leadership Award from The Asia Foundation in 2021. She was appointed as the vice-chairperson of the Korean National Commission for UNESCO in May 2021, and the chairperson of the 5th Science and Technology Basic Plan Committee of the Republic of Korea in December 2021.
