Adam Schempp joined ELI as a Staff Attorney in 2007. He leads the Institute's work on water allocation and use in the U.S. Much of Mr. Schempp's research focuses on water resource management, specifically identifying opportunities to meet conservation and sustainability objectives through existing laws and potential legal developments. Mr. Schempp also has worked extensively on other topics, including TMDLs and CWA 303(d) listing under the Clean Water Act, marine spatial planning and ecosystem-based management of marine resources, and routine program changes under the Coastal Zone Management Act. Prior to joining ELI, Mr. Schempp clerked in the legal department of the Denver Water Board and for the Native American Rights Fund.

Albert Mancilla joined the Environmental Law Institute as an Administrative Associate in January 2023. Albert works on tasks related to the International Network for Environmental Compliance and Enforcement (INECE) and the Climate Judiciary Project. He also works on events such as the annual CWA 303(d) Training workshop and the National Wetlands Awards ceremony. Prior to joining ELI, Albert worked at the Texas Commission on Environmental Quality as a permit reviewer along with various community-based programs where he assisted with events and initiatives of varying sizes relating to local Hispanic communities and the environment. Albert is a graduate from Texas A&M University with a BS in Nuclear Engineering and a minor in Radiological Health Engineering.

Alex Wang is Professor of Law at UCLA School of Law. His research focuses on the interaction of environmental law and governance institutions in China and the United States. He is a member and former fellow of the National Committee on U.S.-China Relations, as well as a member of the Council on Foreign Relations. He is also a co-chair of the academic advisory committee for the California-China Climate Institute, a collaboration between the State of California and China on climate change law and policy. Prof. Wang was previously a senior attorney for the Natural Resources Defense Council (NRDC) based in Beijing and the founding director of NRDC's China Environmental Law & Governance Project. He was a Fulbright Fellow to China in 2004.
He is the author of numerous articles and monographs. Representative works include: The Search for Sustainable Legitimacy: Environmental Law and Bureaucracy in China, 37 Harv. Envtl. L. Rev. 365 (2013); Climate Change Law and Policy in China, in Oxford Handbook of International Climate Change Law (Kevin R. Gray, Richard Tarasofsky, & Cinnamon Carlarne eds.) Amy Reed first joined ELI as a law clerk in 2012, then returned as a Staff Attorney in 2016. In 2021 she was promoted to Senior Attorney. She works primarily on domestic law and policy topics, focusing on ocean and coastal protection and restoration, advancing natural infrastructure solutions, and cooperative federalism and intergovernmental coordination. Amy also works with the Institute's Indoor Environments and Green Buildings Program to strengthen policies and programs to reduce indoor air risks. Prior to joining ELI, Amy clerked for Ventura Coastkeeper in California and worked in Ecuador on a campaign to clean up oil pollution in the Amazon basin. Amy graduated magna cum laude from Duke University with a B.A. in Spanish and holds a J.D. from UCLA School of Law.

Beth Deane is the Chief Legal Officer for Electric Hydrogen, a manufacturer of electrolyzer systems that cost effectively take advantage of variable renewable energy resources to generate clean hydrogen for use as a storage mechanism or as a feedstock in multiple industries, including steel manufacturing, fertilizer production, chemical processing, refining, and long-distance heavy transportation.
Prior to that she was Vice President, Deputy General Counsel of Leeward Renewable Energy, a growth-oriented U.S. renewable energy company with 22 renewable energy facilities in operation across nine states and over 20 GW of projects under development. Before joining Leeward, Beth was Chief Counsel of Project Development at First Solar, a leading global provider of photovoltaic (PV) solar systems. In these roles, she has been involved in all aspects of renewable energy development, including real estate, permitting, interconnection, tax, and power procurement, as well as having responsibility for a wide variety of transactional, litigation, regulatory, and corporate matters.
Prior her work in the renewable energy industry, Ms. Deane was Of Counsel at Paul, Hastings, Janofsky & Walker, where her practice was focused on environmental law, including compliance with hazardous waste, water and air requirements, regulatory strategy, permitting, civil and criminal litigation, land use, and redevelopment of contaminated property. Prior to that, she was at Munger, Tolles & Olson, where she gained experience in litigation, employment and corporate law.
Ms. Deane attended the Yale Law School and the University of Cincinnati, which she earned a B.A. in Economics. After law school, she spent a year in Ecuador evaluating local deforestation and sustainability issues. She currently lives in Berkeley, California with her husband and enjoys following the evolution of her two daughters into adulthood.
