As a project manager and senior engineer, Chad specializes in bridge design, bridge inspection, and project management. He as over 24 years of experience and has been responsible for designing bridges from single-span structures to multiple-span steel curved girder structures, and is proficient in PennDOT design software and the STAAD structural analysis program. Chad has performed fracture critical bridge inspections, field inspections, inspection report writing, and load ratings of numerous PennDOT single- to multi-span structures. He has overseen bridge projects with project management responsibilities, including serving as the client liaison and supervising internal staff. Chad also has been responsible for project scheduling, budgeting, and managing subconsultants. While completing his Master's degree at The Pennsylvania State University, Chad served as an instructor for both a surveying lab and a soil mechanics lab.

His background includes designing steel and concrete superstructures, substructures, and culverts, along with retaining walls and slope stabilization systems, and features complex analysis using STAAD, torsion analysis of pier caps, and 3D analysis of space frames. Mr. Miraglia has also performed shop drawing reviews, prepared cost estimates, and reviewed bridge designs, including Level 2 design reviews. In addition, he has completed building designs and damage inspections. For bridge inspection projects, Mr. Miraglia participates in field data collection, performs load ratings, and analyzes gusset plates. He has completed PennDOT's Instructor Certification Training.

Her background includes designing hydraulic structures, performing H&H analysis and modeling, performing bridge scour analysis, environmental agency coordination, and policy development. Donna has provided quality assurance (QA) and quality control (QC) checks of HEC-RAS analyses for projects in Maine, Maryland, New Jersey, New York, Pennsylvania, Virginia, and West Virginia. She has also instructed collegiate level courses and professional development seminars on water resources related topics. She works extensively with PennDOT as a water resources consultant and instructional course developer and instructor. Donna also served as a panel member for the National Cooperative Highway Research Program Scour at Wide Piers and Long Skewed Piers project. She has managed H&H studies and scour investigations and secured waterway permits for numerous transportation, including an H&H study in Clinton County that represented the first use of 2D modeling with the Surface Water Modeling System (SMS) software on a PennDOT project. He provides specialized expertise in hydrologic and hydraulic (H&H) design and waterway permitting of bridges and culverts, along with erosion and sediment pollution control design and highway geometric design. Jade is also skilled in developing non-structural construction plans, cost estimates, specifications, and schedules. His design background includes roadway drainage design, stormwater management design, traffic capacity analysis, traffic control design, traffic signal design, and signing/pavement marking design. Jade also has experience preparing right-of-way plans and performing bridge safety inspections. Jeff is the Principal-in-Charge of NTM's stormwater and highway group. He has over 20 years of engineering experience. His background features transportation and land development > Read more Jeff is the Principal-in-Charge of NTM's stormwater and highway group. He has over 20 years of engineering experience. His background features transportation and land development projects, with an emphasis on stormwater management, hydrologic and hydraulic (H&H) studies, and erosion and sediment (E&S) control. Jeff's water resources experience includes a combination of research, instruction, and engineering. He has completed H&H studies for Pennsylvania and New York transportation projects and provides PennDOT training on water resources topics within the context of design manual procedures. He is also the author of PennDOT's first comprehensive Stormwater Management Policy and assisted in developing PennDOT's Drainage Manual. At NTM, Jeff designs stormwater and drainage systems, conducts and reviews H&H studies, prepares and reviews erosion and sediment control plans, prepares NPDES and waterway permits, and advises PennDOT's Bureau of Project Delivery on related issues. Jeff is a member of the Transportation Research Board Hydrology, Hydraulics, and Water Quality Committee and is the lead developer/instructor for the School of Professional Engineering Exam Review Course on water resources/environmental. Jeff earned his BS and MS degrees in Civil Engineering from Drexel University. He holds professional engineering licenses in Pennsylvania, Maryland, and New York. He is also a Certified PennDOT Instructor and a Certified Professional in Erosion and Sediment Control.

John is the Principal-in-Charge of NTM's structure group. He has over 27 years of combined consulting engineering design, bridge inspection, and military design/build experience with > Read more John is the Principal-in-Charge of NTM's structure group. He has over 27 years of combined consulting engineering design, bridge inspection, and military design/build experience with 24 years on transportation and bridge replacement projects. His diverse background includes both civil and structural engineering designs for highway and bridge improvement projects. John also served as a structural research assistant and instructor at Penn State while completing his Master's degree. As a consulting engineer, John has served as project manager, highway design engineer, bridge design engineer, load rater, and bridge inspection team leader for a multitude of transportation projects. He has had numerous overseas engineering and construction management experiences with the U.S. Air Force and the Pennsylvania Air National Guard. As part of his final military overseas assignment, John was the Engineering Flight Commander in Camp Taji, Iraq, where he was responsible for squadron project designs and a base-wide construction QA program, which included K-span, masonry, and concrete building designs in addition to roadway and pavement designs for over $5 million in construction projects. John earned his BS and MEng degrees in Civil Engineering from The Pennsylvania State University, where he specialized in structural engineering and bridge design. John also has over 24 years of experience with the U.S. Army and Air Force through his services in Pennsylvania National Guard. As an Engineering Officer, he designed and managed construction projects in Alaska, Italy, Israel, Iraq, Qatar, and the United Arab Emirates. He received the Bronze Star in 2003 for his service in Operation Enduring Freedom. Lt. Col. Newell retired from the Pennsylvania Air National Guard in April 2012.

Scott has developed and instructed numerous short courses and seminars on water resources topics, including several courses in PennDOT's Drainage Design series. As an instructor in the Civil and Environmental Engineering Department at The Pennsylvania State University, University Park, he taught courses in fluid mechanics, hydrology, and sustainable subdivision design. Her water resource experience includes drainage, stormwater and E&S designs and permitting for both public and private sector projects. Her highway and site development background includes the development of roadway alignments, site grading, traffic control, and pavement marking design development. She has experience with railroad grade crossing involvement, submitting PUC applications and acquiring local municipal zoning/land development approvals. As part of stormwater management and project work, she has developed landscaping and planting layouts incorporating both functional and aesthetic considerations. Susan has developed numerous Americans with Disabilities Act (ADA)-compliant curb ramp designs following requirements for PennDOT and the City of Philadelphia, co-presenting on the topic at an American Society of Highway Engineers technical session with PennDOT staff. As part of her work here at NTM, she has developed and taught short courses on stormwater management BMP practices for PennDOT.
