In 1937 the U.S. Housing Act established the United States Housing Administration, which allowed for communities to develop public housing authorities that were responsible for building publicly subsidized housing. The Act left operational decisions to local authorities, while funding was provided by the federal government. The Housing Act of 1937 also changed the maximum rent housing authorities could charge public housing tenants, so the rents across the country were lowered. This change helped public housing residents but led to high concentrations of poverty within communities. Following the Housing Act of 1937, NWGHA was founded in 1937. NWGHA began providing housing for individuals in Rome, Georgia, who might not otherwise been able to afford housing. Under the direction of Mr. Justin Jones, NWGHA has sought to change the face and perception of public housing. There are currently 669 public housing units.
