Jan Starr is the Founder and President of Chicago/Springfield Consultants LLC and has over twenty years of experience in working with businesses and non-profit organizations before legislative and administrative bodies at the state, local and federal levels of government. Jan provides direct lobbying, marketing and public relations services, as well as conducting workshops for health care associations, home health care workers association, hospital and professional organizations to assist with their strategic visions and planning. Prior to starting Chicago/Springfield Consultants Jan was the Director of Government Relations in a major law firm, Director of Governmental Affairs for the American Dental Hygienists' Association and Director of Governmental Affairs for the Office of the Attorney General for the State of Illinois.

Paula Riggins - VP

Paula Riggins acts as one of two Vice-Presidents of Chicago/Springfield Consultants and has over ten years of experience working with community groups, non-profit organizations and city agencies. She has a comprehensive understanding of the legislative process and has a proven track record in developing and implementing practical strategies for a number of groups. Paula provides lobbying assistance to clients and has expertise in the hospitality, non-profit and association management industries. Before joining Chicago/Springfield Consultants, Ms. Riggins was the Operations Manager for a large association where she oversaw day-to-day operations for their leading revenue-producing initiative. Prior to that, Paula was a Project Manager for the Metropolitan Pier and Exposition Authority, which operates McCormick Place Convention Center. She managed many procurement projects for the facility and developed new programs and services to build revenue development and customer service standards. She was the McCormick Place liaison for the City of Chicago's hospitality initiatives and business travel welcoming programs.

Robin Rowland-Brinkmeier - VP

Robin Rowland-Brinkmeier is a Vice-President with Chicago/Springfield Consultants specializing in issues that deal with health care, education and trade association. She serves the downstate areas, providing many professional societies and associations with representing their interests before the Illinois General Assembly and builds grassroots support for their policies and programs. Before joining Chicago/Springfield Consultants, Robin served as an Outreach Liaison for the Illinois Secretary of State's Office in the Department of Seniors and Community Service. She would travel the state and give speeches and presentation to senior and civic organizations to promote the Secretary of State's Office and the Services it provides to these groups. For 3 years Robin served as a contract lobbyist for the Illinois Prairie State Chiropractic Association, in Springfield, Illinois. In this capacity, she tracked and monitored legislation pertaining to issues of importance to the chiropractic industry. She attended committee hearings, contacted and lobbied legislators, and provided monthly reports to the Board of Directors of the Association. Additionally, Robin formerly worked for the Illinois State Treasurer's Office as a Legislative Liaison dealing primarily with Veteran's Affairs and children's issues. Robin's governmental relations career began as a legislative intern with the House Democratic Staff and then as a Legislative Assistant for a State Representative for 11 years.
