C. Stephen Stack

C. Stephen Stack, Jr. is a native of Jackson, Mississippi. Since graduating from Mississippi College School of Law cum laude in 1997, Stephen has actively engaged in litigation trying cases in both state and federal courts throughout the state. His practice has included the representation of various corporate entities, physicians, and trucking companies as well as representing both homeowners and contractors on issues dealing with residential construction. .Currently he focuses his practice on construction law, transportation law, defense of state entities under the Mississippi Tort Claims Act, defense of common carrier and independent trucking companies as well as defense of premises liability, products liability, business torts and collection work.

LYNN PATTON THOMPSON

Lynn Thompson has practiced extensively in construction law and litigation, government contracts and procurement (federal state, and local) law, grants law, commercial litigation and transactions, and business consulting for over 26 years. Lynn is deeply skilled in these areas of practice-as counsel for plaintiffs and defendants-and has successfully represented prime contractors, subcontractors, private and public owners, and suppliers in scores of lawsuits, arbitrations, bid protests, requests for equitable adjustments, disputes and claims with federal agencies, appeals before the various Boards of Contract Appeals and Court of Federal Claims, performance and payment bond claims, mediations, and transactions. Her decades of experience involving construction (both vertical and horizontal) include arbitration and litigation of a broad range of issues: bid mistakes, defective plans and specifications, defective construction, insurance coverage and defense, delay and acceleration claims, scheduling, differing site conditions claims, inefficiency and productivity claims, changes, and terminations for convenience and default, among others. Her experience includes negotiating tender and takeover agreements where the contractor has defaulted on its performance obligations. Lynn also represents clients in contract drafting and negotiation, formation of joint venture agreements, and preparation of teaming agreements. Lynn's government contracts practice includes representation of large and small businesses that do business with federal or state governments. She has extensive experience in bid protests at the Government Accountability Office, the various Boards of Contract Appeals, the Court of Federal Claims and representing clients in size and other "status" protests before the U.S. Small Business Administration, Office of Hearings and Appeals. She represents contractors and owners in disputes, requests for equitable adjustment, claims and appeals, and other aspects of contract administration. Her experience as an attorney-advisor with the United States Department of Commerce in Washington, D.C. provides a unique perspective for representing clients in the private sector. Lynn also focuses on special small business programs, including the HUBZone Program, 8(a) Program, Women-Owned Small Business Program, All-Small Mentor-Protégé Program, and the Veteran-Owned and Service-Disabled Veteran Owned Small Business Concern programs. She regularly consults with large and small businesses that desire to participate in these programs as well as procurements subject to the Randolph-Sheppard Act and assists with business planning, certification, joint venture and teaming agreements, contract drafting, compliance, and protests. Lynn has a national base of clients, from all over the Southeast, West Coast, Hawaii, Kentucky, South Carolina, Texas and states in between.

STAN T. INGRAM

Stan Ingram has been a practicing attorney for over 40 years, concentrating his practice in the areas of Oil and Gas Law, Exploration and Regulatory Matters, Licensure and Certification Law, Health Law, Chancery Practice and Real Estate Matters. The unique co-specialties of Oil & Gas and Licensure/Professional Law did not happen by chance. Before going to law school, Stan served as an investigator for the Mississippi Medical Board. After law school graduation, Stan accepted a position with a prominent Mississippi law firm exclusively practicing Oil and Gas law. In 1983 he was asked to serve as complaint counsel for the Medical Board and has been serving in that role ever since. In addition, Stan previously served in the same role for the Mississippi Dental Board for over 25 years. When not prosecuting before the Medical Board, Stan defends other professionals before their respective licensure boards, having now prosecuted or defended over 400 licensure and certification hearings. Of equal importance is Stan's Oil and Gas practice. With years of experience, Stan has developed expertise in examining title for the purpose of rendering preliminary, supplemental and division order title opinions; representation of clients before the State Oil & Gas Board, review and preparation of JOA's, farmout agreements and other transactional matters, as well as energy litigation. Whether Oil/Gas or Licensure Law, Stan has extensively lectured or presented numerous papers in both areas.

Travis Conner

Travis Conner joined Biggs, Pettis, Ingram & Solop in 2008 after working as a petroleum landman representing various oil and gas companies. Using this prior experience, he concentrates his practice in oil and gas title opinions, development agreements relating to energy exploration, as well as real estate and litigation matters.
