Joe Hadley is NEFCO's Executive Director, a position he's held since 1987. He is also the Program Manager for Environmental Planning. Joe started at NEFCO in January 1975 as part of the initial staff; prior to this he had worked for the Tri-County Regional Planning Commission in Akron. As Director, Joe is responsible for the overall direction of the agency's annual work program, including preparation of the agency's budget. He reports to the General Policy Board and is the primary staffer in meetings of the Board's Executive, Personnel, and Budget Committees. Joe conducts orientation meetings with new NEFCO Board members. He outlines the agenda for the agency's monthly board meetings. Joe has over 45 years of regional planning experience.

Julie Barnett has been NEFCO's Accountant since September, 2000. Maia Peck is the Watershed Planner/GIS Specialist for NEFCO. Maia conducts watershed planning and management studies in the NEFCO region. She is currently working with local, state, and regional partners on lake management efforts for the Portage Lakes and their watershed. Maia is responsible for the mapping aspects of the Clean Water Plan updates and amendments and recently constructed an online 208 mapping application. She also uses GIS mapping for a variety of analyses in watershed planning. Maia and the NEFCO team can provide technical assistance with general inquiries, analyses, and mapping related to water and watershed conditions, management, and the interaction with the human environment.
Maia has worked at NEFCO since 2003 and has over 30 years of experience as an environmental planner in the public and private sectors. Maia is AICP certified planner. Nick Lautzenheiser is the Program Manager for Economic Development Planning at NEFCO. Nick is responsible for leading NEFCO's regional economic development planning, including management of the Comprehensive Economic Development Strategy (CEDS) and Economic Recovery and Resiliency (ER&R) planning. Nick and the NEFCO team can provide technical assistance on regional economic development projects and grant applications, particularly through U.S. Economic Development Administration (EDA) programs.
Nick has over 20 years of public and private sector experience in planning, community and economic development, grant administration, GIS, and nonprofit management. Nick previously worked with NEFCO between 2003-2005 as an Environmental Planner and GIS Specialist. Nick has a Master's Degree in Urban Planning from The University of Akron and a Bachelor's Degree in Art History from Youngstown State University. Tom LaPlante is the Water Quality/Environmental Planner at NEFCO. Tom is responsible for leading NEFCO's regional water quality management planning, including management of NEFCO's Clean Water Plan (208 Plan). Tom and the NEFCO team can provide 208 Plan technical assistance on regional development projects to both public and private sectors.
Tom has over 24 years of public sector experience in water quality/environmental planning, coordinating environmental health programs, including state sewage treatment systems and private water systems programs, and performing operation and maintenance inspections for semi-public sewage disposal systems. Tom previously worked with NEFCO between 1997- 1999 as an Environmental Planner, delineating wellhead protection areas for public drinking water systems and developing watershed protection plans for the region. Tom has a Bachelor of Science Degree in Geology from The University of Akron with an emphasis on soil science and hydrogeology.
