Andrew Howard

Andrew Howard is a Technical Director of Pavement Engineering at GHD, where he leads a diverse team of pavement specialists. He has 13 years' experience in the fields of flexible and rigid pavement design, pavement management and pavement research. Andrew developed a foundation of pavement materials and design knowledge through completion of his master's degree in pavement technology at CPEE. His contribution to Austroads pavement research working within ARRB Group's pavement materials group, including projects on cemented material characterisation and the influence of multiple axle groups on mechanistic-empirical design. During placements with Fugro in Canada and U.A.E., Andrew delivered and managed pavement data collection and pavement management projects for state departments of transportation across North America and the Middle East. He presented pavement data collection research findings at conferences for TRB, IRF and TAC. Since joining GHD in 2015 in Queensland, Andrew has gained extensive experience in road and industrial pavement design. He has led numerous pavement rehabilitation design projects primarily for Queensland DTMR, Transport for New South Wales and Transurban.

David Hazell

Since joining Cardno now Stantec, David has been Pavement Design Lead for several major RMS projects including a section of the Woolgoolga to Ballina upgrade project on the Pacific Highway, Nelligen Bridge realignment, New Bridge over Shoalhaven River at Nowra, Newell Highway Parkes Bypass and has filled the role of Independent Verifier for pavement design for reconstruction of the Tuggerah to Doyalson section of the M1 Pacific Motorway.

Dr Jo Devine

Jo has extensive experience both as an engineer in industry and educator in the tertiary education sector. She held a senior management position in industry with Shell Australia, where she worked as an engineer and project manager since graduation delivering retail and bulk storage fuel projects. Jo subsequently took up an academic position with USQ and was Examiner for a variety of courses across multiple engineering programs. She was also the Program Coordinator for the USQ Bachelor of Engineering (Honours) (Civil) program. Jo has been an active member of the USQ Academic Board, Education Committee and Engineering Education Research Group. She currently serves on the CPEE Learning and Teaching and Curriculum Committee and CPEE Academic Board. She has published several peer-reviewed papers and a PhD dissertation in Engineering Education. Her primary research interest is the facilitation of access and academic success for diverse student cohorts in engineering. She graduated with Bachelor of Engineering (Civil), with honours, from The University of Adelaide, completed a Graduate Diploma in Technology Management from Deakin University by distance while working full time in industry and has a Doctor of Philosophy from The University of Southern Queensland.

Dr. Greg White

Dr. Greg White is Director of the Airport Pavement Research Program at the University of the Sunshine Coast, as well as Director of Airport Pavement Engineering Specialists, an independent consultancy providing high level and specialised advice to the airport industry. Previously Greg worked as Technical Manager for airport projects at one of Australia's leading asphalt surfacing and construction contractors, and as a Principal Airport and Pavement Engineer with a number of Australia's largest consulting firms. Greg's interests extend to all aspects of heavy duty pavement design, construction, management, evaluation and maintenance, particularly the incorporation of new and innovative technology and practice into real life projects, for the benefit of pavement owners. As well as his PhD, Greg holds a Bachelor of Civil Engineering and four master's degrees, all earned in the pavement engineering and airport pavement disciplines.

Jacqui is a leader in Asset Management and Civil Engineering, with more than 25 years experience in local government. She has worked with councils to improve asset management practices and develop meaningful asset management plans. Her focus has always been on the needs of regional, rural and remote communities. Jacqui is the senior advisor asset management at the Institute of Public Works Engineering Australasia (IPWEA) delivering the IPWEA Asset Management Pathway, and a sessional academic at Charles Sturt University, where she teaches asset management topics to undergraduate engineers.

Geoff Webb is the principal of GR Webb Consulting Pty Ltd, an independent Tasmanian based consultancy providing technical services in Pavement Technology, Infrastructure Asset Management and Maintenance Management. The Company also consults in Pavement Management Systems, Road Condition Survey, Asset Management & Maintenance Management Systems. Geoff is a preferred supplier to ARRB Group Ltd, representing the organisation in Tasmania and having input to its national and international projects. Prior to establishing the consultancy in 1996, Geoff held the position of Technical and Quality Manager for Roadways Pty Ltd, (1986-1996), and has over twenty years experience in the civil construction industry, specializing in pavements and surfacings, having held various technical positions in the resources and construction industry sector. Between 1998 and 2008 GR Webb Consulting was commissioned as Maintenance Auditor for the Maintenance Contractor for the Tasmanian Long Term Performance Based Road Maintenance Contract for the Tasmanian State Government. The company was also engaged as Consultant Pavement Engineer providing network analysis, pavement investigation and treatment selection and design services. Geoff is a member of The Road Engineering Association of Asia and Australasia, REAAA. He is a member of the Institute of Public Works Engineering Australia, IPWEA, and is a Consultant Supporter of the IPWEA National Asset Management Strategy (NAMS.AU) committee. He is an ARRB Associate with ARRB Group Ltd serving in Tasmania and is a member of the Australian Asphalt Pavement Association, AAPA, serving as the current State Secretary and has previously served as Tasmanian Technical Committee Chairman. Geoff has contributed to Standards Australia committees, and has held NATA signatory positions.

Mr John Truman

John is employed at Ballina Council in the position of Director Civil Services. This position is an Executive Management role and is responsible for a diverse range of services and infrastructure, including the management of Council's road network and asset management practices. John was previously elected as National President of Institute of Public Works Australasia (IPWEA) and President of IPWEA (NSW). John was also the inaugural chair of the NSW Local Roads and Transport Directorate and a founding Director of the Australian Centre for Excellence in Local Government. In 2018 John was appointed by Local Government NSW as the Board Chairperson for NSW Local Government Procurement. John's professional qualifications include a Bachelors Degree in Civil Engineering, a Bachelor of Laws (Hons), Masters Degree in Business Administration, and Company Directors Course Diploma.

Peter Todd

Peter Todd is a professional engineer with extensive experience in strategic transport and road planning, network operations and asset management across three Australian states. He has more than 40 years' experience working in both the public and private sectors in road engineering and management. He has been responsible for the planning and delivery of both capital and maintenance programs on the road network. Peter has extensive experience and expertise in road asset management at both operational and strategic levels in both the public and private sectors. He has formerly held roles in pavement investigation and design, material supply, and maintenance management all within the roads sector. Peter formerly held the role Deputy Chief Executive at VicRoads, and has been a board member of Austroads and of the Australian Flexible Pavements Association. Peter has a Bachelor of Engineering (Civil) (Hons) from Adelaide University (1980) and a Masters of Business Administration from Deakin University (2000).

Frank is an Honorary Professor at the University of Southern Queensland and an Adjunct Professor at the University of the Sunshine Coast. Previously he was the Executive Dean of the Faculty of Engineering and Surveying and Pro Vice Chancellor (Research) at the University of Southern Queensland and Professor. Prior to USQ he was the Dean of Engineering at the University of Tasmania. He held a research chair in pavement technology at the Queensland University of Technology and was the Regional Executive Manager for the Australian Asphalt Pavements Association (AAPA), 1998 - 1999. He has a Bachelor of Science in Metallurgy, a Bachelor of Engineering (Civil) and a Master of Engineering (Research) all from the University of Newcastle NSW as well as a Doctor of Philosophy from the University of Queensland and a Doctor of Engineering from USQ. He has taught and researched in the area of pavement materials and design for over 30 years around the world.

Vicki is currently the Manager Asset Services at Golden Plains Shire Council. She holds a degree in Civil Engineering, completed an MBA Technology Management and Post Graduate in Municipal Engineering and is a graduate member of the Australian Institute of Company Directors. Vicki is an active member of the Institute of Public Works Engineering (IPWEA), currently holding board member roles at Victoria level (2008 - current, serving one year as President in 2012/13) and board member at Australasian level (2019 and 2022). Vicki has also represented women and regional engineers on Engineers Australia boards and committees.
