Amalie Tibbits

Amalie joined Terramatrix in 2008 and leads projects requiring the analysis of potential bushfire behaviour and impact to support fire management planning by land and infrastructure managers. Amalie has Level 2 Bushfire Planning and Design accreditation from the Fire Protection Association of Australia, in association with the CFA and DELWP, and is experienced in conducting bushfire assessments under the Building Code of Australia and the Victoria Planning Provisions. Amalie was central to the development and implementation of post-fire research into community behaviour and house loss following the Black Saturday bushfires in 2009, and contributed a number of case studies to the 2009 Victorian Bushfires Royal Commission on behalf of the Bushfire Cooperative Research Centre. Amalie has led the development of numerous fire management plans for bushland reserves and emergency management plans for a range of public and private sector clients. She has been responsible for the development and facilitation of risk assessment workshops and extensive stakeholder engagement. She has completed the Certificate of Public Participation with the International Association of Public Participation (IAP2) and is experienced in applying the principles and protocols of the IAP2 framework. Dr. Teresa Martinelli

Teresa joined Terramatrix as Business Manager in a part-time capacity in 2017 and manages the company's finances and administration. Teresa has a scientific background and, prior to Terramatrix, worked predominantly in the blood products industry with CSL Ltd and then CSL Behring Australia. She held senior roles within Research & Development and Commercial Operations where she managed complex projects, strategic planning and international contracts in South-east Asia. Hamish Allan

Job Titles:

Hamish brings more than 30 years experience in strategic and statutory land use planning, environmental management and bushfire planning for State and local government in the private sector. Hamish joined the Terramatrix team in 2012 as the Manager of the Bushfire Planning and Design unit. He leads bushfire analysis and risk assessment for strategic planning projects such as precinct structure plans and planning scheme amendments, as well as statutory planning and building regulation reports for residential and commercial developments and subdivisions covered by the Bushfire Management Overlay (BMO) or in the Bushfire Prone Area. Hamish is formally accredited by the Fire Protection Association of Australia, in association with the CFA and DELWP, to provide bushfire planning and design services. He was the first Victorian bushfire practitioner accredited to the highest level 3 standard, which provides for developing alternative bushfire solutions and measures. He is a guest lecturer in Bushfire Planning and Design on the University of Melbourne's Bushfire Urban Planning course and has provided training for a range of clients including local government, the Planning Institute of Australia and the building designers Association of Victoria. John Eastwood

John joined Terramatrix in 2012 as a Technical Officer and has progressed to a Senior Analyst position specialising in Bushfire Planning and Design for major developments including health care, aged care, schools and renewable energy facilities. John has successfully completed the Building Commission/CFA short course in Development and Building in Bushfire Prone Areas. Prior to joining Terramatrix, John worked in the maritime industry, including years of sea-going experience on ships of all sizes and modelling of ship movements and port and harbour design using CAD and GIS. Jon Boura - Managing Director

Jon joined Terramatrix in 2007 after nearly 15 years working for the CFA in bushfire management and community safety. His final position at CFA was Executive Manager Fire Management Planning Systems, leading the Department responsible for risk-based community safety service delivery planning and performance measurement. Jon has more than 20 years fire fighting experience and, for a number of years, was a regular guest instructor at the CFA Training College Fiskville and Australian Emergency Management Institute. He was involved in the establishment of Community Fireguard and responsible for the introduction of competency based training for Municipal Fire Prevention Officers. He has conducted a number of major fire reviews and has appeared as a witness in the Victorian Coroner's Court and before Parliamentary Enquiries. He is currently a sessional lecturer on the Victoria University 'Performance-based Building Codes' courses. Mark Garvey

Job Titles:

With a career spanning over 30 years at the CFA, Mark has extensive experience in the fire and emergency services sector. After initially working in CFA's fire research unit on a range of projects including remote sensing and grassland curing, Mark led the introduction of Geographic Information System (GIS) technology to CFA in 1990 and developed it into a powerful decision support tool. Mark has used GIS to investigate many facets of fire service planning and as a real time decision support resource during many major bushfires. Mark was awarded an Australia Day Honour, the Australian Fire Service Medal, in 1999 in recognition of his contribution to this critical field. Mark was a founding member of the Victorian Emergency Services GIS User Group and chaired the Emergency Management Spatial Information Network of Australia (EMSINA) for four years. He was a witness at the Victorian Bushfires Royal Commission following the Black Saturday bushfires and gave extensive evidence on a wide range of spatial technology issues. Mark joined Terramatrix as a Senior Analyst in 2016 and again in 2019, working across a range of projects including road fire management planning and developing fire management plans for Department of Defence bases. Mark is a volunteer with CFA's District 8 HQ brigade and undertakes fire mapping to assist Incident Management Teams at major fires.
