Abigail Davies joined the Global Initiative Against Transnational Organized Crime in September 2020 as the Multimedia Communications Producer. Adam Blackwell is an international affairs and security expert, whose career began as a representative of the Government of Canada in the Democratic Republic of the Congo, Nigeria, and Kenya. He served in a variety of diplomatic assignments, at headquarters and in the field, including as consul-general in Mexico and at the Permanent Mission to the United Nations in New York City. He also served between 2002 and 2005 as ambassador extraordinary and plenipotentiary to the Dominican Republic and from 2005 to 2006 as director-general of strategy and services in the Bilateral Relations Branch of the Department of Foreign Affairs and International Trade (now the Department of Global Affairs).
Ambassador Blackwell continued his international career at the Organization of American States (OAS) at its headquarters in Washington, D.C., first as assistant secretary of finance and administration in 2006; then as secretary for external relations in 2008; and finally, as secretary for multidimensional security from 2009 to 2016, during which time he contributed to and coordinated production of the 2013 OAS report, "The Drug Problem in the Americas." Also, while at OAS, he chaired the Interamerican Commission on Drug Addiction and the Inter American Commission Against Terrorism. Since 2016, he has served as a vice president international of Development Services Group, Inc., a research and consulting firm headquartered in Bethesda, Md., where he is currently leading an effort on behalf of the U.S. Department of State to monitor and analyze incidents of terrorism worldwide.

As an independent consultant, he has collaborated with GI-TOC in projects such as Coalitions Against Extortion in Central America and Assassination Witness, and Resilience Fund projects.
He has worked on the Spanish translation of several GI-TOC reports such as A Criminal Culture: Extortion in Central America, Assassination Witness, the Covid Crime Watch series and other tactical communications products. He has adapted GI-TOC social campaigns for Latin American audiences. He has also coordinated the production of Spanish-language podcasts for projects with regional impact.

Alastair joined the GI-TOC in 2020 and since January 2024 has been the South East Asia coordinator within the Asia-Pacific Observatory. He is currently based in Bangkok and is responsible for the GI-TOC's civil society, government and multilateral engagement within South East Asia as well as overseeing programming in the region. He is also a member of ECO-SOLVE, the GI-TOC's flagship environmental crime project, where he works on environmental crime policy and international data governance and cooperation. Prior to becoming South East Asia coordinator, Alastair was an analyst within the Global Policy Team based in London.
Alastair's recent works includes the mapping of illicit economies related to wildlife crime, analysis of international enforcement cooperation and research into the relationship between climate change and organized crime. Alastair holds an MA(Hons) in history from the University of Glasgow.

Alba González Rolón is a judge for the Paraguayan judiciary system, a position that she earned through a merit-based selection. She is also an active member, not-subject-to-dismissal, of the Economic Crimes and Organized Crime Tribunal, established by the Supreme Court of Justice.
Alba is a lawyer who graduated from the National University of Asunción, Paraguay and William J. Perry Center for Hemispheric Defense Studies in Washington, D.C.
A professor at various universities over the past 20 years, Alba was invited by the World Intellectual Property Organization to give lectures on intellectual property, and she was also invited by the United Nations Educational, Scientific and Cultural Organization and the Knight Center for Journalism in the Americas to share her experience on international legal frameworks for freedom of expression and the protection of journalists.

Alessandra Fontana is a Specialist Compliance Officer at BNP Paribas. Prior to this position, she was an independent researcher and consultant on governance, anti-corruption, money laundering and organised crime with more than 10 years of experience with the topics. She has provided support to developing countries in the implementation of policies in these areas as well as conducted applied research and policy analysis on the topic. She has worked for the OECD focusing on efforts undertaken by the international community in the area of illicit financial flows as well as managing projects in corruption prevention in the Middle East and North Africa region (for Tunisia, Morocco and the Palestinian Authority). She was also an advisor for the U4 Anti-Corruption Resource Centre in Norway (focusing on the agenda of illicit financial flows and political party financing) providing advice and support to bilateral aid agencies in the area of political corruption, organised crime and money laundering. Prior to that, she managed a large research project for Transparency International on political party financing across Latin America. Her background includes working as a financial journalist in Brazil for which she received a Thomson Reuters Foundation scholarship in 2002. She is currently undertaking a Certificate in Security and Crime Science with the University College London and has an MA in International Relations and Development Studies, from the University of East Anglia in the UK.
Alessandra is a Co-Founder and Volunteer of Anti-mafia association Comitato Addiopizzo Onlus, she deals with the producers of the Critical Consumers Campaign and its events and collaborates with Addiopizzo Travel.
From 2016 she is in the Board of the regional association for Critical Consumption and sustainable lifestyle Fa' la cosa giusta! Sicilia.
In 2018 she carried out the AddiopizzoStore Project: a web site that promotes critical consumption towards Sicilian producers who said no to the protection money and enhances the products of those part of the project by highlighting their value. She has been dedicated since then to the progress and expansion of the project.

Almedina Dodic joined the GI-TOC in March 2022 as Project Assistant for the South Eastern Europe Observatory (SEE-OBs). Almedina started her career in the CSO sector as a youth activist at the NGO New Horizon where she worked on projects that encourage interethnic and intercultural dialogue amongst youngsters in Montenegro in order to impact and reduce social problems. She lead projects that aimed at fighting corruption through encouraging media channels that operate in Albanian language in Montenegro and civil society activists, to investigate and report corruption, educate the public about corruption, and monitor the implementation of Public Administration Reform.
She is the founder of the NGO Eduko Plus whose programs are aimed at improving the quality of life for rural youth. She regularly organized study visits to local government institutions and religious institutions in order to familiarize them with cultural diversity. Almedina has also been involved in drafting youth policies at a local level.
She is fluent in English, Albanian, and Montenegrin, and has basic knowledge of Turkish.

Mandy is an Environmental Crime Advisor to the Global Initiative against Transnational Organized Crime. She has worked for the U.S. Department of State and Legal Atlas after receiving her law degree specializing in environmental law at Lewis & Clark College of Law. She has experience in international environmental law and policy, wildlife trade law and program management, and environmental crime policy. Prior to this work with the Global Initiative, she was doing field work in Mongolia for Legal Atlas on wildlife trade policy and conservation. She has also worked for different contracts in Southeast Asia. She is currently helping Global Initiative launch our new project TOCLaw: Environment with Legal Atlas, set to go live in late fall 2017. Mandy is a co-author of an upcoming publication: Silent Steppe 2: Illegal Wildlife Trade in Mongolia. She is currently based in the United States.

Ana has joined the GI since January 2019. She is a Lawyer. She has over thirteen years of professional experience working on transparency and anti-corruption issues, access to public information, and human rights. She has worked in the international cooperation sector (USAID funded Projects, GIZ) and NGOs (Transparency International Chapter Acción Ciudadana) as well as in government agencies (Presidential Commission for Transparency and E-Government). Ana has regional knowledge of Central American anti-corruption legislation and access to public information, as well as the inter-American and global anti-corruption conventions.
She is interested in the design, implementation and evaluation of andragogic training processes. She is committed to strengthening democracy and a practitioner of the fight against corruption and organized crime.

Ana Paula Oliveira is a Senior Analyst in the Global Policy team. In particular, she works on the intersection between the Assassination Witness, the Resilience Fund and multilateral engagement teams. She provides analysis on a range of international policy issues, in cluding the impact of organised crime on human rights law and policy, human rights responses to TOC, cybercrime and organised crime violence in the context of illicit economies. As a key member of the multilateral engagement team, she works with a range of stakeholders to bring GI-TOC's research and analysis to multilateral policy debates.
Ana Paula holds an LL.M. cum laude in International Law from the Graduate Institute of International and Development Studies in Geneva. She also holds an LL.M in Public Law, an MBA in International Relations from the Fundação Getúlio Vargas in Rio de Janeiro, and a Bachelor's degree magna cum laude in Legal and Social Sciences from the Federal University of Rio de Janeiro. She is a member of the Brazilian Bar Association, having worked for over four years in a law firm specialising in public law litigation. Her previous experience also includes assisting non-governmental organisations based in Rio de Janeiro and Geneva.

Michelle Hughes is a human rights lawyer and educator, whose work focuses on rule of law, security, and governance in post-conflict countries, fragile states, and states in transition. She is the Founder, President, and Chief Executive Officer of VALRAC Innovation, LLC, a company dedicated to preparing the next generation to restore and strengthen the rule of law at home and abroad; a Fellow with the Center for Advanced Defense Studies; and a Senior Fellow with the National Defense University Joint Forces Staff College. Her most recent publication is "Impunity: Countering Illicit Power in War and Transition." She is the producer, scriptwriter, and editor of the National Defense University web- and podcast series: "Impunity: Beyond the Book."
Ms. Hughes is a former U.S. Army Intelligence Officer and Senior Executive in the U.S. Department of Defense where she was the only designated "Highly Qualified Expert" for Rule of Law and Security Sector Reform. Her public security experience, combined with her extensive legal background in the private sector, informs her teaching, research, and the projects she undertakes in partnership with leading international organizations, governmental and non-governmental organizations, and universities. Representative positions include Chief of Global Strategy for InternetBar.org, and Senior Advisor and Visiting Professor to Loyola University Chicago School of Law's Rule of Law for Development Institute in Rome, Italy.
Ms. Hughes has field experience in 21 foreign countries, to include 13 active conflicts and a succession of deployments to Afghanistan where her role was to advise Senior Military Commanders on how to connect security force development to governance and justice. From December 2010 to December 2011, she was the Senior Rule of Law Advisor to the NATO Police Training Mission in Afghanistan, and was subsequently Special Adviser for Rule of Law to the Commander of all NATO Special Operations forces. She is the author of the U.S. Institute for Peace Special Report, "The Future of the Afghan National Police in 2015 and Beyond," and the U.S. Department of Defense "Handbook for Military Support to Rule of Law and Security Sector Reform."
Originally from Buffalo, New York, Ms. Hughes graduated from the University of Florida in 1979 where she obtained a BA in English and was commissioned as a 2nd Lieutenant in the United States Army. As a Military Intelligence Officer, Ms. Hughes was one of the first women to serve in the elite 82nd Airborne Division, and the only woman officer to perform with the Army's Parachute Demonstration Team, "The Golden Knights." She was honored by President Reagan as one of the "Top 10 Working Women of 1985" and subsequently served in combat in Panama. Prior to leaving active duty as a Major, Ms. Hughes led the U.S. Counternarcotics Intelligence Support Team in Bogotá, Colombia during the operations covered in seasons 1 and 2 of the Netflix series, "Narcos."
Ms. Hughes holds a Juris Doctor, summa cum laude, from Regent University School of Law, and Master of Laws, with distinction, from the London School of Economics. She has practiced complex civil litigation, prosecution, and criminal defense in 14 State and Federal jurisdictions. She has special expertise in real property law, alternative dispute resolution, and government and military structures, and has served on drafting committees for uniform commercial codes. Her clients have included multinational corporations in the extractive, manufacturing and maritime industries, Fortune 500 Companies, municipalities, and the Commonwealth of Virginia.
Immediately following 9/11, as a Reserve Lieutenant Colonel, Ms. Hughes was recalled to active duty in support of Operation Enduring Freedom. During that time, she served as the Chief of Intelligence Production for the U.S. European Command where she was responsible for the strategic design and implementation of U.S. military intelligence production within the European Theater of Operations.
