Brother Wilkin began his career as a Mail Handler in 1981 at the Rochester P&DC in Henrietta, NY. Wilkin became a Steward in 1987 and (AVP) Administrative Vice President of the Rochester P&DC from 1987 to 1993. From 1993 to 2005, he served in the role of New York State Executive Board Member for Local 309. From 2005 to 2023, Brother Wilkin served as the President of Local 309. David is a seasoned and skilled arbitration and MSPB advocate, as well as a member of the Committee on the Future and the RI-399 SWAT Team.

Since joining the NPMHU in 1988, Don Sneesby has been extremely active in the Union. Don wasted no time getting busy. He attended training to be a Union Steward shortly after completing his probationary period. Don served the membership as Branch President of the Seattle P&DC facility from 2000-2011. In addition to being a member of Local 316's Council for more than 16 years, he was a member of the Executive Board holding the position of Recording Secretary from 2001-2005 and Vice President from 2005-2011. In 2011, Brother Sneesby was first elected to the position of Local 316 President, a position he holds to this day. On October 28, 2016, Don Sneesby was elected as the Western Region Vice President on the National Executive Board. Don has represented the mail handlers in Washington and Alaska as a shop steward, RI399 representative, and experienced arbitration advocate throughout his 28 years of Union service. Don has attended the George Meany Labor College. As Local President, Don has hosted a wide range of training sessions for Local 316 and neighboring Locals covering a plethora of important topics. In addition, Don was a Delegate to each of the past five NPMHU National Conventions, serving on the Constitution Committee in 2008, 2012 and 2016.

Brother Gibson was appointed to fill the unexpired term of office as Vice President, Eastern Region, effective on June 6, 2015 and elected to that position in October of 2016. John has served as an officer of Local 308 for 20 years, including four terms as Branch President of the Philadelphia Network Distribution Center (formerly, the Philadelphia Bulk Mail Center) and four years as Vice President. John is currently in his third term as Local President serving Local 308's membership of more than 2,200 bargaining unit mail handlers - covering approximately 30 facilities in Delaware, South Jersey, and Eastern Pennsylvania, including the entire Philadelphia metropolitan area. John started with the Postal Service at the NJI & BMC in June 1985, transferring to Philadelphia in 1986. Shortly thereafter, John began his service to the Union first as a shop steward in the Philadelphia BMC, and then as the facility's Branch President in 1999, serving four terms immediately prior to his election as local president in 2011. In his many years, John has both attended and conducted a plethora of training programs, including matters of contract enforcement, safety & health, casual usage, the defense and rights of MHAs, and Article 12, to highlight just a few. John served as a National spokesperson during the Ergonomic Risk Reduction Process rollout, has sat on the Safety and Health Committees for the Eastern & Cap Metro Areas, and now proudly serves as National Shop Steward Trainer. John has attended the George Meany Labor College and is a seasoned arbitration advocate with extensive experience in matters of jurisdictional and contract enforcement in the dispute resolution and grievance-arbitration processes. He has previously served the NPMHU in an ad-hoc capacity as the Eastern Region Director and has served the Eastern Region as its RI-399 Committee Member and as a member of the RI-399 SWAT team. John also was elected to represent Local 308 as a Delegate to previous NPMHU National and LIUNA International Conventions.

June Harris - President

June Harris began her postal career at the Chicago Bulk Mail Center facility, in Forest Park Illinois in 1984. She became a shop steward in 1992, and progressed to chief steward in 1996. June is a skilled Arbitration Advocate for Local 306 and a member of the Chicago NDC QWL Local Joint Steering Committee. In June of 2001, Sister Harris secured the position of Recording Secretary of Local 306, a position she held until she was duly elected as Vice President in 2008, a position she held until 2013. In 2014, Harris assumed the position of Local President. June has since been reelected and currently serves as President of Local 306. On October 28, 2016, June was elected as the Central Region Vice President on the National Executive Board. June has served as an elected delegate to several of the NPMHU National Conventions - including her service as Chairwoman of the Election Committee at the 2012 convention. She was also a member of the NPMHU National RI-399 Arbitration Team. June holds a Bachelor of Arts degree in Business Administration.

Brother Kevin Tabarus started as a Mail Handler in 1987. He has served the NPMHU performing a variety of tasks and positions. He first became a shop steward in 1990 in Hicksville, on Long Island, NY. In 2001, Brother Tabarus was appointed as Branch President of the NY PMPC/NY L&DC (now Bethpage P&DC) Branch. In 2007, Kevin joined the Local 300 Executive Board as the Local 300 Treasurer. Brother Tabarus began his tenure as Local 300 President in 2015. Brother Tabarus has also served the National Office on several Committees including Field Negotiating Committee, Chairperson Election Committee, Constitution Committee and Committee of the Future. Kevin has been a National Shop Steward Trainer since 2020 and has been a trainer at the Financial Management Seminars in 2015, 2018 and 2022. Brother Tabarus has been a Delegate to the NPMHU National Conventions in 2000, 2004, 2012, 2016 and 2020. In addition, he was a Delegate to the 2006, 2011, 2016, and 2021 LiUNA Conventions. Brother Tabarus started as the NPMHU National Secretary-Treasurer on June 10, 2023.

Lawrence B. Sapp

Lawrence Sapp joined the NPMHU National Executive Board on October 23, 2012. Brother Sapp serves as the Southern Region Vice President. Brother Sapp's experiences and accomplishments with the NPMHU are extensive. He has represented the Union and its members beginning as a shop steward in 1993 and continuously as an officer since 1996. He has served as Local 318 State Executive Board Member for 21 years and previously served as the Branch President for the Jacksonville, FL Network Distribution Center (formerly the Bulk Mail Center) for 16 years. Brother Sapp has accumulated knowledge in matters involving Arbitration, EEO, Merit System Protection Board, OWCP, OSHA, FMLA, member of the BMC/NDC Task Force, National and Local Training regarding Article 12, Casuals, OSHA, FMLA and the Constitution. He attended Negotiations Training at Harvard University, Tufts University and MIT and Representative Training at George Meany Labor Training Center. Additionally, Brother Sapp has served the NPMHU on the Field Negotiating Committee, and the Committee of the Future. He is currently a member of the National Shop Steward Trainers Team. Beginning in 1996, he has been a Delegate to six LIUNA National Conventions. Brother Sapp was re-elected as the VP Southern Region by acclamation at the 2016 and 2020 NPMHU Conventions. He has also served as Chairman of the Resolutions Committee for the 2016 and 2020 Conventions.

Brother Donovan started his career as a Mail Handler at the Southern ME P&DC in 2006. Since 2008 he has served Local 301 as a Shop Steward, Branch President, (Southern Maine P&DC), and Recording Secretary. Patrick was a Delegate to the 2016 NPMHU National Convention. He is a skilled arbitration advocate with extensive experience in Article 12, FMLA, LMOU, RI-399 and OWCP matters. He has also completed Labor Studies courses through The Labor Guild of Boston. Brother Donovan is a Veteran of the United States Marine Corps. Patrick joined Contract Administration Department as the Northeast Region Director on February 27, 2021.

Paul V. Hogrogian

Paul Hogrogian has been an active member of the NPMHU since joining the Postal Service as a Mail Handler in the NJI BMC in 1976. In early 2015, the National Executive Board unanimously selected him to fill the unexpired term of office as National President, with that appointment effective on May 2, 2015. He was re-elected by acclamation at the 2016 National Convention and again in 2020. Preceding this role, Hogrogian has served as the President of Local 300 for more than twelve years. In addition, he has served as the Regional Vice President for the Northeast Region on the National Executive Board for ten years. Prior to becoming Local 300 President, Hogrogian had already served as Vice President for thirteen years, and as Recording Secretary for his Local Union. President Hogrogian brings a wealth of talent and experience to the position of National President. At the Local level, he has led the NPMHU's largest Local Union, with more than 4,700 dues-paying members, not simply as its Local President and Vice President, but as the primary representative for all Mail Handlers in the New York Metropolitan Region on contract enforcement matters, in the grievance-arbitration process, and on legislative and political issues. Hogrogian's involvement with the NPMHU National Union also has been extensive. He has served as a member of the National Training Committee since 1996, and has been a member of the Field Negotiating Committee during contract negotiations in 1998, 2000, 2006, 2011 and was chief negotiator for the 2016, 2019, and 2022 National Agreements. Hogrogian was an elected delegate to the last seven NPMHU National Conventions. He has served on an array of convention committees during that time, and was Chairman of the Rules Committee at the 2004, 2008, and 2012 National Conventions. In addition, he served as the National Shop Steward Trainer and sat on the Article 12 Task Force. He is also a member of the Committee on the Future and a key leader on various contractual and legislative matters.

Teresa Harmon

Teresa has been a Mail Handler since 1987, and first became a steward in 1989 at the Dulles, VA postal facility. Since then, she has served as Chief Shop Steward, Branch President, and Virginia State Executive Board Member for her home Local 305. As an advocate, Teresa has arbitrated several hundred cases and negotiated hundreds of pre-arbitration settlements, in not only contract and discipline matters, but also jurisdictional disputes under RI-399 and local impasse cases under Article 30. Teresa has served the Contract Administration Department in several capacities since her appointment in 2012, first as the Eastern Regional Director- a prelude to her swift appointment to the National CAD staff. On April 15, 2017, Teresa was appointed to her current position of Manager, Contract Administration Department. As CAD Manager, Teresa will superintend all contractual matters at the National Office and all Regional Offices. Teresa will sit on the Article 12 Task Force and shall represent the members' best interests in all forums.
