Admiral James Watson

Jim Watson, recently retired, served as Senior Vice President, Government of ABS. He was responsible for the government market sector including survey operations, service delivery and technology. Most recently, Watson was President and COO for the Americas Division. Prior to joining ABS, Watson served as Director of the Bureau of Safety and Environmental Enforcement at the US Department of Interior. In this role he provided regulatory oversight for energy exploration and production on the U.S. Outer Continental Shelf. Before becoming BSEE Director, Watson served as the US Coast Guard's Director of Prevention Policy for Marine Safety, Security and Stewardship, where his responsibilities included commercial vessel safety and security, ports and cargo safety and security and maritime investigations. He was also designated as the Federal On-Scene Coordinator for the government-wide response to the Macondo incident in the Gulf of Mexico. Watson earned a bachelor's degree in marine engineering from USCGA in 1978. He received his master's degree in naval architecture and his master's degree in mechanical engineering from the University of Michigan in 1985. Watson earned an additional master's degree in strategic studies at the National Defense University in 2001.

Captain John Christensen is a recently retired Commander in the U.S. Coast Guard, serving for over 22 years in various positions. Captain Christensen has previously taught at the U.S. Coast Guard Academy and has served onboard a number of U.S. Coast Guard Cutters as Commanding and Executive Officer. Captain Christensen brings his extensive maritime background to the program starting Fall 2022.

CAPT Morgan Dawicki

Captain Morgan Dawicki holds a Master 100 Gross Tons. Near Coastal with Sail Endorsement. He has had more than 13 years of experience on the water, with emphasis on Tall Ship sailing, seamanship and systems engineering. He was the youngest licensed tall ship Captain in 2015. Captain Dawicki spent a year in Tabor Academy's Nautical Science department as a teaching fellow from 2018 to 2019. Captain Dawicki joined the faculty of the Nautical Science program in 2022 and will be teaching Introduction to Nautical Science, Navigation Rules and Marine Engineering.

Captain Aaron Bresnahan

Professional Experience Captain Aaron Bresnahan retired from the US Navy Reserve after 28 years of commissioned service as a Strategic Sealift Officer. He had two command tours while a Captain, serving as Commanding Officer of NR, MSCCENT HQ, and subsequently as Commanding Officer of NR, MSCEURAF HQ. Captain Bresnahan previously served as President and Managing Director of Wartsila North America, Inc., a Smart Technology company employing approx. 900 employees in the USA. He also served as a member of the Wartsila Corporation Marine Business Management Team and was its Vice President, Americas, responsible for achieving Marine Business financial, operational, and safety targets throughout the Americas. Wartsila Corporation is a global leader in the supply of Marine Solutions, Energy Solutions, and related Services. He previously held the roles of Chairman of the Board and President of Wartsila Dynamic Positioning Systems, Inc.; President, Board member, and Shareholder Representative of Wartsila Defense, Inc.; and Chairman of the Board of Wartsila Canada, Inc. During his 23-year tenure with Wartsila, Captain Bresnahan held various Senior Executive-level, Director-level, and General Managerial positions; being assigned to both global and domestic responsibilities within the maritime sector. Captain Bresnahan is currently a member of the Board of Directors of the Navy League - Fort Lauderdale Council. Captain David Wood

A native of Washington, DC, Captain Wood attended Amherst College where he graduated cum laude in 1960 with a major in English. He was commissioned in the Coast Guard in 1962, and served thirty-seven years on active duty in various assignments, retiring in 1992 with the rank of Captain. He served on six different cutters during his career, for a combined total of more than 15 years' sea duty, commanding three of them, including the training barque EAGLE from 1988-1992. He taught English at the USCG Academy (1969-73), and obtained a Master of Education degree from Boston University through an off-duty education program; he also successfully sat for a USCG merchant marine license as Master, Auxiliary Sail Vessels, Any Gross Tons, Oceans. Captain Wood is a distinguished graduate of the Naval War College (1982), where he subsequently served as Coast Guard Advisor to the President from 1985-88. During the more than twenty years since his retirement from active duty, Captain Wood has sailed commercially, taught ship handling to naval officers at Marine Safety International's simulator facility in Middletown, RI, taught various USCG-approved courses at Northeast Maritime Institute, served as Chairman and Executive Director of the American Sail Training Association (now Tall Ships America), and worked as an independent maritime consultant. He is also the author of articles on sea education and sail training, and served on the board of the UK-based Sail Training International, where he chaired the Class A Tall Ships Forum. Captain Wood has been married since 1961 to the former Paula Whitney of Belmont, Massachusetts; they have three grown sons and seven grandchildren, and reside in Newport, Rhode Island.

Morgan Dawicki graduated from George Washington University in Spring 2018 with a Bachelor's degree in International Affairs and a concentration in Conflict Resolution. During his college career, Morgan interned in the Office of William R. Keating, a Congressman from Massachusetts. During that same year, he took over as President of the Northeast Maritime Institute Foundation. In the summer of 2016, he completed a summer internship at the State Department in the OES Bureau's Office of Policy and Public Outreach, and also served as Mate of the S/V Fritha. Captain William D. Van Voorhis

Captain Bill Van Voorhis has decades of experience in the maritime industry. His experience includes time on Petro Drill Deepwater semisubmersible DP drill rigs, multi-purpose supply vessels, repair work for McAllister, Penn, Foss, Winslow, Hornbeck, Moran and Wilmington Tug fleets and salvage/crane work from Maine to Texas. He also has experience in the rail industry conducting repairs to various AMTRAK, Metro North and other railroad movable Bridges from Maine to Texas. Capt. Van Voorhis has been a project manager for companies including LL Bean, National Semiconductor and Portland Fish Pier and has managed Portsmouth Naval Shipyard dry dock repairs, Bath Iron Works crane repairs and pier repairs, as well as Maine, New Hampshire, Connecticut, Massachusetts, New York, Rhode Island and State DOT bridge repairs. Capt. Van Voorhis is the current International First President, Past Vice President of Student Ports of the International Propellor Club and an Executive Board member of the International Propeller Club. He is also a member of the Portland Harbor Waterfront Alliance. As an experienced merchant mariner, Captain Bill Van Voorhis understands what it takes to be successful in the industry and believes in NMI's program and its commitment to the preparation and success of its graduates.  He maintains strong relationships in the maritime community through his local chapter and the International Propeller Club and was instrumental in setting up the student propeller club chapter at NMI. Colonel Everette S. Newton

Rett Newton retired as a Colonel from the US Air Force in 2011 following a 28-year career that included leading-edge engineering, F-15E Strike Eagle leadership, and assignments as an Arabic foreign area officer. Rett entered the Air Force in 1982 after earning a Bachelor of Science degree in mathematics at Campbell University. Following Officer Training School, he completed a second Bachelor of Science degree in the Air Force Institute of Technology electrical engineering program. Rett's follow-on assignments included a staff tour at Headquarters Tactical Air Command in the Electronic Warfare Directorate, F-4E/G Wild Weasel flying in the Philippines, and F-15E Strike Eagle flying based primarily in North Carolina. He held numerous fighter squadron positions, to include instructor, flight examiner, operations officer, and commander. He completed two tours in Saudi Arabia in support of Operation Southern Watch, and was selected as an initial cadre instructor for the Kingdom of Saudi Arabia F-15S program. In 2002, Rett was assigned to Headquarters U.S. Pacific Command as the Chief of the Current Operations Air Branch where he was a key leader in the execution of enhanced Pacific air defense programs, and support for the largest disaster relief operation in history following the 2004 tsunami in Asia. Rett served a tour as the United States Air Attaché in Cairo, Egypt followed by an assignment as the Director of Theater Security Cooperation for United States Air Forces Central Command. In this capacity, he was responsible for development and execution of security cooperation activities in a 16-nation area of responsibility covering the Levant, the Arabian Peninsula, and Central/South Asia. During his military career, Rett logged approximately 3,500 flight hours in T-41, T-37, T-38, F-4, F-15, and C-12 aircraft. In retirement, he has continued his passion for aviation by designing, building, operating and maintaining unmanned aircraft systems with autopilot, high definition cameras, datalink, and first person view. Rett joined the Duke University Marine Laboratory team in June 2015, serving as initial cadre for the Marine Robotics and Remote Sensing (MaRRS) Lab where he has conducted aerial drone operations locally and globally in support of scientific research. He is also a fourth-year Duke University PhD candidate studying Marine Science and Conservation and in 2017, Rett was elected as the Mayor of the Town of Beaufort, NC. Dr. Angela M. Dawicki

Dr. Angela Dawicki currently serves as the Chief Academic Officer of Northeast Maritime Institute, Inc. She and Eric Dawicki are the owners and incorporators of Northeast Maritime Institute, having purchased the company in 1995. Dr. Dawicki obtained her Doctorate in Higher Education Administration degree from Northeastern University. She also holds a Bachelor of Science in Biomedical Engineering degree and a Master of Science in Biomedical Engineering degree from Tulane University. As Chief Academic Officer, Dr. Dawicki is responsible for oversight and management of program curriculum, program evaluation, external approvals, faculty, student support and student achievement. Dr. Dawicki works closely with Student Services, Office of the Registrar, Office of Admissions, Bursar's Office and Chief Financial Officer to ensure policies and procedures are in compliance and functioning seamlessly. Dr. Dawicki also currently holds the position of Financial Aid Officer. Dr. Dawicki participates on the Board of Admissions, Financial Aid Committee, Scholarship Committee as well as the Institute Alliance. Dr. Dawicki is a member of the Board of Trustees and participates on the finance and academic advisory committees. Over the past twenty-six (26) years, Dr. Dawicki has served many roles at NMI, including leading the development of maritime course curriculum, which was highly importantly during the transition of NMI from a self-study computer training facility into a full service maritime education and training school offering U.S. Coast Guard approved courses. From 2011-2016, Dr. Dawicki served as the Chief Financial Officer of Northeast Maritime Institute. Before arriving at Northeast Maritime Institute in 1995, Dr. Dawicki served as a Project Manager in the Biomaterials Research Division of the Dept. of Orthopedics at Tulane Medical School. She was responsible for managing multiple projects related to implant design and implementation. She was responsible for calculating results from each research project, planning, budgeting and preparing final project reports to be presented in professional publications and symposiums.

Dr. Carolee Matsumoto

Prior to EDC, Dr. Matsumoto was the Assistant Superintendent for Curriculum and Instruction for the Concord and Concord-Carlisle (MA) Public Schools. She also has many years of experience as a school district science supervisor (Brookline, MA) and department chairperson and has taught general science, biology, chemistry, and physics at the elementary, middle, and high school levels in schools in the USA, Brazil, and Japan. She received her Doctorate from the Harvard Graduate School of Education and was a Visiting Scholar at Stanford University. Dr. Matsumoto is an independent education consultant whose current work focuses on implementing innovative teaching and learning and developing creative and critical thinking. Carolee is particularly interested in integrating learning across formal (e.g., K-12 and Universities) and informal learning environments (e.g.,) Smithsonian, WGBH Children's Television, New Bedford (MA) Ocean Explorium) and across all disciplines, especially science and the arts. During her 20+ years at Education Development Center (EDC), a private, not-for-profit education research and development firm, Dr. Matsumoto was Senior Scientist, Principal Investigator, and Senior Project Director for a number of National and International education projects funded by the National Science Foundation, the Federal Department of Education, and private foundations. Carolee also was the USA Director of a Swedish Foundation and Co-Director of a Best Practices and Innovation Center for K-12 schools in the South Coast region for Chancellor Jean MacCormack, at UMASS Dartmouth. She has also been a consultant, trainer, and speaker to a great number of schools, districts, states, and professional and community organizations. Dr. Matsumoto has played a variety of roles as a science educator. She was one of the early team members involved in developing the National Science Foundation-funded, Insights K-6 and Middle Level science curriculums, was the Director of the New England Regional Center for Principals as Leaders in Science Project (PALS), coordinator for principal training for the National Science Teachers Association, and Senior Project Director for Technical Assistance to 25 Statewide, Systemic, Initiatives (SSIs) reforming their science, technology, engineering, and mathematics education (STEM).

Dr. Stephen Baden

Dr. Vincent W. Patton - Chairman

Dr. Vince Patton served as the 8th Master Chief Petty Officer of the Coast Guard from May 1998 until his retirement from more than 30 years of active service in November 2002. His illustrious career included staff and operational assignments throughout the country, both afloat and ashore throughout the United States along with a joint military service assignment in Cuba and Haiti. Among his numerous military awards includes the Distinguished Service Medal, which is the nation's highest military peacetime recognition for performance of duty. As the service's top senior enlisted leader and ombudsman, Master Chief Patton was the principal advisor to the Commandant of the Coast Guard, his directorates, and the Secretaries of Transportation and Defense, with primary focus on quality-of-life issues, career development, work environment and personnel matters affecting over 45,000 active duty, reserve, and civilian personnel service wide. He routinely addressed these specific issues before appropriate Senate and House committees in Congress, and the Commander in Chief, along with his senior enlisted counterparts of the other four armed services. Dr. Vincent Patton served as the 8th Master Chief Petty Officer of the Coast Guard from May 1998 until his retirement from more than 30 years of active service in November 2002. Gwendolyn Sykes

Gwendolyn Sykes is the United States Secret Service Chief Financial Officer. In this role, she is responsible for the execution, development and stewardship of the Secret Service's resources and currently manages a financial team that includes budget, financial management, relocation and financial systems experts. Ms. Sykes began working with the Secret Service in May 2012, bringing with her a wealth of financial management skills and talent for organizational transformation and enhancement. Among her many accomplishments, Ms. Sykes is the first African American female to serve as the Chief Financial Officer at NASA, the National Aeronautics and Space Administration. Nominated by the President of the United States and confirmed by the United States Senate, she was responsible for the financial management and health of this $16 billion agency. Ms. Sykes led more than 500 finance professionals, located across ten geographically dispersed locations throughout the United States, in the development and execution of financial policies, processes and procedures. She has also served as Yale University's Chief Financial Officer, the first in that university's 306-year history, and Chief Financial Officer for Morehouse College. Previous government experience includes working within the Department of Defense and in the office of U.S. Senator Ted Stevens. She has been recognized for her achievements by Black Enterprise, Newsweek, the Today Show and the National Black Caucus of State Legislators.

Hannah E. Dawicki

Hannah graduated from American University in Washington, D.C. in 2020, where she received a Bachelor in International Studies with a minor in Communications. Hannah's studies were focused on global equality and development, sustainability and global peace and security. At Tabor Academy, where she attended high school, Hannah was a part of the Elizabeth Taber Foundation, helping students organize fundraisers on campus, advising students on fundraising strategies, and determining monetary donation to the fundraisers. At American University, Hannah spent one year as president of the American University chapter of Nourish International. In this role, Hannah organized meetings, fundraising events and volunteer initiatives. Currently, Hannah is a Catalyzer for the non-profit Rockflower, where she aids in generating annual plans for supporting Rockflower and Rockflower partner initiatives and runs fundraising events. Before beginning her own business, she spent five years as the Director of Leadership Development at The California Maritime Academy, a campus of California State University and three years as an Assistant Professor in the Marine Transportation Department. Before entering higher education, she had a successful background in strategic planning and achieving results with over 20 years of service in the U.S. Coast Guard, culminating in her assignment as ship's Commanding Officer. She spent over four years in human resource management and policy positions at the Coast Guard Headquarters in Washington, D.C. Additionally, she spent almost eight years in operational resource management, oversight, planning, and coordination positions in response to significant national and international issues. Not only has she commanded a military ship at sea, she also held a license of Master of Steam or Motor Vessels of Any Gross Tons upon Oceans. She was one of the first women to graduate from a military academy after graduating from the United States Coast Guard Academy, New London, Connecticut with a Bachelor of Science in Marine Science. Marc Davies

Marc Davies focuses his environmental practice on a wide range of issues arising from permitting disputes, contaminated sediment and groundwater sites, as well as allocating liability for, and negotiating remediation of, complex Superfund sites. Marc works with consultants and expert witnesses in developing science-based challenges to governmental decisions involving air and water quality modeling, the relative merits of competing risk assessments, groundwater and sediment contamination, and Natural Resource Damage claims. He is also experienced with regulatory compliance issues involving environmental health and safety audits, and due diligence surrounding real estate, business and financial transactions. Marc has a Master's Degree in Environmental Science that included air and water modeling work, and a master's thesis focusing on renewable energy technology transfer to lesser developed nations. He is an adjunct professor of Environmental Law at the Rutgers University School of Law, and has taught a CLE course entitled "Fundamentals of Water Law in Pennsylvania: Protecting Water Rights, Use and Quality," and co-authored all materials for course participants. A long-time litigator, Marc is experienced with white collar criminal defense involving both environmental issues, and more traditional product liability and mass torts. Marc's practice encompasses assisting pharmaceutical and industrial clients in responding to governmental investigations and criminal prosecutions involving the FDA, NRC and EPA, and a range of civil matters, including acting as independent counsel for senior business managers and scientists involved in civil and criminal actions.

Michael Dyer

Michael Dyer currently serves as the Curator of Maritime History at the New Bedford Whaling Museum, a position he has held for 9 years, previously serving as a Maritime Curator and Librarian there for 12 years. Mr. Dyer holds a Master of Arts in American Studies from Pennsylvania State University and a Bachelor of Arts in American History from York College of Pennsylvania. Mr. Dyer has published numerous books, book chapters, articles and publications on American Maritime History and has curated a number of exhibitions at the New Bedford Whaling Museum. Mr. Eric R. Dawicki, MPA has served as the President and Chief Executive Officer of Northeast Maritime Institute since 1995. He also currently serves as the Commonwealth of Dominica International Maritime Registry President and CEO. He has served in both the United States Coast Guard Reserve and the United States Merchant Marine. He attended Arkansas State University and The American University. During his tenure at Northeast Maritime Institute, Mr. Dawicki has been responsible for overseeing its growth from an exam preparation facility to a full-service Maritime Education and Training Institution, providing quality education to mariners at all levels. He created a vision and follow through for NMI to become the first private maritime college in the United States and has recently developed the concept and architecture the most comprehensive online learning management system in the world for mariners to receive compliance training for the International Convention on Standards of Training and Certification for Watchkeepers and Seafarer's (STCW). Mr. Dawicki has advised numerous shipping companies, government agencies and industry associations on regulatory trends and compliance programs. Mr. Dawicki is regarded as a leader of industry and has also participated on numerous delegations at IMO Committee meetings and subcommittee meetings annually since 1996. He continues to serve as the lead delegate on Government delegations to the United Nations' International Maritime Organization (IMO). This includes the implementation of international regulatory and legal instruments as they apply to each vessel, its crew and its owners and operators. Mr. Dawicki has been a member of the Board of Governors and an Executive Governor for the IMO's World Maritime University in Malmo, Sweden and served as the Chairman of the 30 year Feasibility Study on behalf of the International Maritime Organization. Mr. Dawicki also sits on the Board of Trustees for the United States Coast Guard Foundation as a "Lifetime Trustee" or Emeritus Trustee. He previously served on the Board of Directors for the American Sail Training Association and was Co-Chairman of the Board. He was also an Executive Committee Member of the Board of Directors for the International Maritime Lecturers Association through 2001, a World Maritime University industry association. Wende Weinstein, now retired, was most recently employed at Education Development Center, Inc., a nonprofit educational research and development company, where she worked for four years as field consultant providing K-12 technical assistance in mathematics, science and technology to states that had received funding from the NSF Statewide Systematic Initiative; then for ten years as director of the New England Comprehensive Center (NECAC); and later as Director for the Northeast and Islands Regional Technology in Education Consortium (NEIRTEC)-both U.S. Department of Education-funded K-12 technical assistance projects. Weinstein served on proposal writing teams that won over $30 million in federal grants. Mrs. Weinstein has a strong background in curriculum and instruction, professional development, research and evaluation, and systematic reform at the state, district and school levels. She directed and supervised the evaluation of two curriculum-development projects funded by the U.S Department of Education that served mainstreamed children with disabilities and an environmental science curriculum for middle schools. She designed two educational programs recognized by the National Science Foundation as exemplary. She was a school district director of secondary instruction and led a district-wide improvement initiative, based on the Effective Schools research. Mrs. Weinstein's worked as a science consultant for the North Carolina Department of Public Instruction providing assistance to K-12 school districts in a high poverty region with a diverse student population, providing professional development programs for K-12 teachers and school administrators. Prior work included teaching secondary school science and developing and directing a secondary level research program for gifted students. Since her retirement in 2005, Mrs. Weinstein works as an independent educational consultant. Recent projects included curriculum development for a U.S. Department of Education-funded grant to the University of Massachusetts/Dartmouth and evaluation of a National Science Foundation grant to the University of Massachusetts/Bon.
