Clare M. Robbins currently serves as the Deputy City Clerk II in the City of Worcester. Clare was born in Worcester, MA and attended Saint Anselm College, where she graduated with a degree in Politics and Gender Studies. Clare lived in Manchester, NH for several years working for the federal government before returning to Worcester to work in City Hall as Chief of Staff to the City Council. City Manager Eric D. Batista was appointed as the Acting City Manager of Worcester, Massachusetts on June 1, 2022, and appointed as City Manager on December 6, 2022. As City Manager, he promotes and facilitates a safe, inclusive and equitable workplace that supports employee engagement, innovation and productivity.
Batista's family moved to Worcester when he was 7 years old. He attended Worcester Public Schools and graduated from North High. He holds a bachelor's degree in economics from UMass Amherst and an MBA from Assumption College. His tenure in municipal government includes securing over $3 million for the Youth Violence Prevention Initiative; overseeing the creation of the City's Municipal Strategic Plan and Performance Measures; leading award-winning initiatives through smart city solutions through the Office of Urban Innovation; establishing key data reporting functionality in response to the COVID-19 pandemic; and serving on regional nonprofit organizations' oversight boards.
Before joining city government, Batista worked at the nonprofit YOU, Inc., in Worcester and at Worcester State University. A dedicated public servant, Batista promotes and facilitates a safe, inclusive and equitable workplace that supports employee engagement, innovation and productivity. He lives in Worcester with his wife and young child.

The Budget Division develops, monitors and enforces the City's operating and capital budgets. We provide status reports on a regular basis, as well as information and analysis for policy decisions. Reports are developed for distribution to the public and City Council describing the city's financial status and projections.
In addition, all city departments and divisions interact with the Budget Office daily for the requisition of goods and services through purchase orders, approval of contracts, requests for personnel, as well as ongoing budget monitoring.

The Treasurer & Collector of Taxes Division is responsible for the timely billing and collection of all of the City's revenues as well as being the source of disbursing all of the payments by the City and the Worcester Retirement System. The Treasurer functions as the disbursing agent for the City, issuing over 300,000 paychecks, direct deposit vouchers and vendor checks annually. This division is also responsible for the administration, withholding and disbursement of all payroll liabilities (inclusive of voluntary retirement plans) in compliance with Federal and State laws (inclusive of IRS and DOR regulations) and local contracts. The Treasurer is responsible for the coordination and issuance of short-term and long-term debt obligations required to fund the City's capital improvement program.
This office is also charged with the oversight of all outgoing mail issued by the City. This encompasses over one million pieces of mail being issued to taxpayers, residents and employees of the City.

Niko Vangjeli was appointed as the City Clerk in March 2020. Clerk Vangjeli has worked in public service for more than 10 years and holds a Bachelor's Degree in Political Science from the College of the Holy Cross and a Master's Degree in Public Administration from Clark University. He is a first generation American who moved to Worcester from Albania in 2001. Vangjeli is passionate about local government and enjoys assisting Worcester residents with accessing clerk service and explaining the City Council and election processes.
The Assessing Division determines property value in the City of Worcester for the purpose of taxation. The Assessor does not send tax bills, set taxes or collect taxes.
Our mission is to serve the public interest and help assure the financial stability of the City of Worcester by exhibiting the highest level of competence and professionalism. To this end, the Assessing staff pledges its efforts toward the accomplishment of four critical objectives: timely tax billing; the attainment of tax equity whereby each taxpayer pays only their fair share of the tax burden; the maximization of tax base growth revenue; and the acceptance by the public of the administration of the property and excise tax systems through prompt, courteous, honest and thorough services.
Stephen A.J. Pottle currently serves as the Deputy City Clerk I in the City of Worcester. A.J. was born in Worcester, MA and has lived in the City his entire life, except for four years away while earning his undergraduate degree in History from Boston College. Upon returning to Worcester, A.J. also received his master's degree in Public Administration (MPA) from Clark University. During his time working in the City Clerk's Office, A.J. has endeavored to build meaningful connections with other residents in the community and to provide clear direction and guidance to individuals interested in learning more about their local government. A.J. enjoys spending his free time with his family, friends and dog, as well as playing sports and music.
