Aprille Kronmuller serves at the Assistant Director for Quality. She oversees Quality Assurance compliance with Pennsylvania Emergency Management Association (PEMA). Assure proper emergency medical dispatch protocols are being used Association of Public Safety Communications Officials (APCO). She is responsible for testifying as Custodian of Records and coordinate court-related requests from the District Attorney's Office, private attorneys, the Public Defender's Office and private citizens. Aprille also oversees any data that is released from DES. She also manages the statistical data from 911 records for police, fire, EMS, municipal and partner agencies.
When not working, Aprille enjoys spending time with her daughters and gardening.

- Emergency Planning Coordinator
Ben serves as an Emergency Planning Coordinator within the Emergency Management Division. His responsibilities include maintaining and updating numerous plans and annexes that exist within the County, including but not limited to Emergency Action Plans for dams and weather and situational annexes. He is also involved with the Hazard Mitigation Plan and focuses on re-approval, changes, additions or deletions of the plan vision and goals. Lastly, Ben updates and reviews the Watch Officer SOP manual while continuously coordinating with the County's municipal Emergency Management Coordinators.
Outside of working with the Emergency Management Division, Ben is an active first responder as an EMT and firefighter with his local fire department. He is extremely passionate about engaging with his community and serves as the Public Education Coordinator with a focus on fire safety. Outside of Emergency Services, Ben serves as the Assistant Marching Band Director for the Marple Newtown Marching Band and has proudly worked and performed with various world-class music ensembles.
Ben is currently completing his degree in Emergency Management and Planning at Delaware County Community College and has also attended West Chester University prior to his current studies.

Commissioner Kichline has served on the Paoli Transit Task force since 2010. In 2014 she was part of the advisory group that worked with PennDot, Amtrak and SEPTA to obtain $30 million in funding for phase one of the Paoli Transit project in Chester County. In 2019, the updated Paoli Train Station was completed, and it boasts greater accessibility and accommodations for individuals with physical disabilities. Additionally, under Commissioner Kichline's leadership as the Chairwoman of the Board of Commissioners, SEPTA announced that it would resume train service to the City of Coatesville as part of its revitalization plans.

Judge Royer was born in El Paso, Texas and grew up in Nottingham, Chester County. She received her B.A. in Government from the College of William and Mary in 1989, her J.D. from the Widener University School of Law in 1992, and her LL.M. in Taxation from the Villanova University School of Law in 2008.
Judge Royer engaged in the private practice of law from 1992 through 2015, handling civil, criminal, Orphans' Court and family law matters. She was elected to the Court of Common Pleas in November, 2015, taking her oath of office in January, 2016. Judge Royer previously served two terms as the Prothonotary of Chester County from December of 1995 until January of 2004.

Kevin serves as the Community Outreach Coordinator within the Emergency Management Division. His responsibilities include the strategic branding and development of emergency preparedness campaigns, and he is one of the main points of contact for community members to the Emergency Management Division. He is also responsible for coordinating with special interest groups and community organizations to discuss and teach about the Department of Emergency Services and emergency preparedness.
Prior to joining the Emergency Management Division, Kevin was an Emergency Management Intern at the Lancaster County Emergency Management Agency (LEMA). At LEMA he primarily focused on the creation of a Community Emergency Response Team (CERT) program in Lancaster County, as well as participating in public outreach. Kevin was also an Emergency Management Research Intern for Juvare, the creators of WebEOC, and has worked as a private emergency management consultant.
Kevin will graduate from the Pennsylvania College of Technology (Penn College) in May 2023 with a Bachelor of Science in Emergency Management and Homeland Security. While attending Penn College, Kevin served as the Pennsylvania College of Technology Emergency Management Club President.

Michelle Haris Kichline was elected to her second four-year term to the Chester County Board of Commissioners on November 5th, 2019. She has served as a County Commissioner since December 16th, 2014. Chief among her priorities as Commissioner are economic growth in Chester County, preventing drug abuse, enhancing transportation options, and preserving the character of our communities through open space preservation.
Commissioner Kichline grew up in Chester County, Pennsylvania, after her parents immigrated to the United States from communist Hungary. Her parents chose to live in Chester County because of its great schools, strong communities, sense of place, and abundant job opportunities. As a student, Commissioner Kichline graduated from Conestoga High School, earned her bachelor of arts (B.A.) in Political Science from the University of Pennsylvania, and later earned her Juris Doctor (J.D.) from the Beasley School of Law at Temple University. She then clerked for the Hon. Stanley R. Ott, a judge on the Montgomery County Court of Common Pleas. Later, she became a practicing attorney at Wistler Pearlstine, where she represented townships and school districts. Prior to her appointment and subsequent elections as a Chester County Commissioner, she served on Tredyffrin Township's Board of Supervisors from 2010 to 2013, which she chaired for the last two years of her tenure. She also served on Tredyffrin Township's Zoning Hearing Board and was its first female chair in 2007.
Commissioner Kichline resides in Berwyn, Pennsylvania, with her husband Michael. They have two children.

Nick serves as the Safe Schools Planning Coordinator within the Emergency Management Division. His responsibilities include acting as the central point of information for all school sectors in response to safety regulatory and compliances issues, planning concerns, assessments and daily emergencies; assists in the development, review and coordination of safety plans for both regulatory compliance and ability to meet real world needs; participates in the selection of schools for risk and vulnerability assessments and prepares designated school staff. Nick is also a member of the Southeastern Pennsylvania Regional Task Force's School workgroup.

Shana serves as one of our Quality Specialists. She brings a great deal of experience with her to the Quality Division. She is mainly responsible for the 9-1-1 call reviews and reviewing police dispatches. She also completes the requests for 9-1-1 calls from law enforcement and attorneys. Shana also assists to maintain the Commendation Board which celebrates some of the great things we do in our department. She also frequently assists our 9-1-1 Training Division with their classes of new calltakers for the center. Shana is a member of the Diversity, Equity and Inclusion Committee, the Critical Incident Stress Management Team (CISM) and the Department of Emergency Services Advisory Council. She continues to help support the 9-1-1 center when extra staffing is needed.
She joined Quality in the fall of 2022. Shana had previously worked in the 9-1-1 Center as a calltaker for 14 years before joining Quality. Shana also is the owner of a jewelry online retail store and loves spending free time with her daughter and traveling.

- Radiological Emergency Preparedness Coordinator
Tony is the Radiological Emergency Preparedness Coordinator in the Emergency Management Division. He is responsible for coordinating all planning efforts related to the two nuclear power plants that affect Chester County. In this role he interfaces with a number of local, county, state, federal, voluntary, and private-sector organizations.
Tony joined the Emergency Managment Division in 2003 after a long career with Chemical Leaman Tank Lines where he investigated accidents and oversaw the truck inspection program.
Tony CPA. He has a Bachelor's degree in Accounting from Villanova. Tony is the treasurer for the Keystone Emergency Management Association. He also provides support to the Southeast Pennsylvania Regional Task Force's finance and administration division.
Tony is a Certified Hazardous Materials Technician and an active member of the County's Hazardous Materials Response Team.
