Bonnie Ossege - VP

A talented financial analyst and project manager, Bonnie Ossege has worked with Ricondo since 1996. Her expertise ranges from negotiating and developing airline agreements to conducting financial analyses and feasibility studies for capital development programs, airport revenue bonds, airport capital improvement projects, and passenger facility and customer facility charge strategies. Considered one of the nation's leading experts on rates and charges, Bonnie frequently conducts training sessions to help airport staff maximize the benefits of Ricondo-developed financial models. Additionally, for the past 10 years, she has partnered with the American Association of Airport Executives to organize, plan, and host Rates and Charges and Passenger Facility Charge Workshops.

Bryan O. Elliott - VP

Bryan O. Elliott has over 30 years of public-sector senior leadership experience, and over 10 years of airport consulting experience in the private sector. His background includes negotiating airline use agreements and rental car concession contracts, performing rates and charges modeling, preparing bond feasibility studies, and developing and administering FAA Airport Improvement Program grants as well as passenger facility charge programs. Bryan has extensive experience in airport master planning, benchmarking analyses, general aviation/Fixed Based Operator business planning, lease negotiations, strategic business plan development, and preparing financial analyses in support of airport capital improvement plans. Bryan's work with Ricondo was preceded by 23 years of experience in airport management and 7 years of senior-level management with a county government in Virginia.

Chad Townsend - VP

Chad Townsend is Ricondo's terminal facilities and technical services chief expert, having led terminal planning at 7 of the top 10 busiest US airports and others in 3 European countries. He has served as project manager for Abu Dhabi Airports Company and oversaw the professional services contract at Los Angeles International Airport-including advanced planning for the new midfield satellite and the ongoing Central Terminal Area modernization as Los Angeles prepares for the 2028 Summer Olympics. Chad is also known for leading terminal modernization programs for the Seattle-Tacoma, Oakland, Baltimore/Washington International Thurgood Marshall, Phoenix Sky Harbor, and Hartsfield-Jackson Atlanta International Airports; developing new terminal solutions in Kiev, Lviv, and Donetsk to prepare for the 2012 EuroCup; and addressing important security changes at Hartsfield-Jackson after September 11, 2001.

Colleen Quinn - SVP

Colleen Quinn brings more than 30 years of experience in master, airfield, terminal, facility, and sustainability planning, as well as environmental and construction operations analyses and phasing. She has actively managed and supported complex projects at numerous international airports in cities including Chicago (O'Hare and Midway), Cleveland, Dallas, Denver, El Paso, Jacksonville, Miami, Milwaukee, Raleigh-Durham, and Reno-Tahoe. Colleen's master planning and sustainability experience offers a unique perspective for the intersection of issues related to sustainability and an airport's long-range planning and operational framework. She has delivered sustainability master plans for Tampa, Houston, and Denver. Colleen is a Certified Professional Engineer in Florida and Pennsylvania. In addition to numerous professional affiliations, she serves on the Airports Council International-North America Operations and Technical Affairs Steering Committee.

Darrin McKenna - VP

Darrin McKenna has more than 20 years of experience in airport landside transportation planning, traffic engineering and design, operational analysis, traffic simulation, and intelligent transportation systems. He serves as the on-call planning services project manager for the Metropolitan Washington Airports Authority, which operates Washington Dulles International and Ronald Reagan Washington National Airports. There he has overseen numerous landside, terminal, airfield, environmental, and land use planning initiatives. He also consults for the Los Angeles World Airports; the Port of Seattle; the City of Charlotte, Aviation Department; City of Atlanta, Department of Aviation; and the San Diego County Regional Airport Authority. Darrin's traffic and landside planning expertise has placed him in the position of leading on- and off-airport traffic analyses and landside planning efforts for the multi-phased airport modernization programs in Los Angeles, Seattle, and Honolulu-and other projects for airports in Charlotte, Atlanta, and San Diego.

Doug Trezise - President

Over the past 30 years, Doug Trezise has been a trusted consultant for numerous US airports-serving major metropolitan areas such as Atlanta, Chicago, Dallas Fort Worth, Houston, Phoenix, San Francisco, and Tampa. Doug brings vast experience in aviation demand forecasting and facility requirement analysis, along with lauded talent in delivering customized strategic, master, operations, terminal, and airfield facility plans. Most recently, he led development of the master plan for Hartsfield-Jackson Atlanta International Airport, and he serves as client officer for Ricondo's ongoing relationship with that client. Jim Branda - VP

Jim Branda has over 25 years of airport rental car concession and facility development experience. He is an industry leader in developing and implementing rental car concession programs, as well as business and financial planning for consolidated rental car facilities, having assisted with more than half of the consolidated facilities now in development or operation in the United States. He led Budget Rent A Car System's worldwide Properties and Facilities Division for 14 years. Since 1998, he has provided rental car consulting services exclusively to airport operators, including those in Chicago, Cincinnati, Los Angeles, Nashville, Oakland, Orlando, Portland (Oregon), San Diego, San Jose, Seattle-Tacoma, and Washington, DC. Jim is a licensed attorney, a real estate broker, a member of the American Association of Airport Executives, and a member of the Chicago Bar Association.

With more than 35 years of aviation industry experience, Jim Jarvis is Ricondo's accomplished authority on all issues related to surface transportation systems. He has unmatched expertise in on-airport land development, rental car facility planning, parking system planning, marketing and revenue forecasting, roadway alignment, vehicle and pedestrian circulation, and terminal curbside, taxicab, and traffic studies. Jim is often called upon as an expert witness regarding parking management contracts and is a frequent industry speaker on nonaeronautical revenue generation and airport planning. Before joining Ricondo in 2000, Jim was the Manager of Transportation Planning for the Massachusetts Port Authority, the owner and operator of Boston Logan International Airport and other transportation facilities.

As a registered architect, Joe Chang is a 44-year veteran of architecture and planning, with an exclusive focus on airports for most of his career. He is a respected thought leader in terminal modernization and development, and he is a key contributor to major airport development in the United States and abroad. Joe provides master planning and on-call services to Pittsburgh International Airport, which includes robust business and financial analysis, collaborative outreach programs, and rightsizing strategies, and also lends his expertise to Minneapolis-St. Paul International, Baltimore/Washington Thurgood Marshall, and Dallas Fort Worth International Airports. He was the principal contributor to the Airport Cooperative Research Program of the Transportation Research Board of the National Academies Report 07-07, Guidebook for Evaluating Terminal Renewal versus Replacement, and his work includes several important visioning and strategic infrastructure master planning projects at John F. With 35 years of experience, John Williams is well-known for his expertise in airport environment and facility planning. Through the years, he has prepared and managed environmental assessments, environmental impact statements, airport master plans, airfield and airspace analyses, and on- and off-airport land use plans for airports in Phoenix, Las Vegas, and San Francisco. He has also supported unique environmental work, such as assessing the implications of a proposed heliport to service Grand Canyon tour operators. He is renowned for his extensive knowledge on issues related to airport noise vis-à-vis capacity expansion, and he has led various noise assessments and noise compatibility program updates for Boston Logan International, Harry Reid International (formerly McCarran), and Ronald Reagan Washington National Airports, among others. Kristina Woodward - SVP

Kristina Woodward focuses on providing strategic and technical support for funding major airport infrastructure and capital projects. Kristina's vast expertise includes financial feasibility, benefit-cost, capacity, and rental car customer facility charge analyses, having participated in financial feasibility analyses in support of over $15 billion of revenue bond financing throughout her career. A blend of expertise in both airport operations and capital planning offers Kristina the keen ability to justify project funding support for various airport stakeholders. She has been involved with some of the largest grants, bond issuances, and passenger facility charge (PFC) applications in the United States, including FAA grants and US Department of Transportation loans. Kristina also works closely with FAA staff at the regional and national levels to collaboratively review the application process for Airport Improvement Program grants and PFC approvals. Kristina is a member of the Airports Council International World Economics Committee and the Airports Council International-North America Finance Committee Steering Group, and she is the past president of Women in Transportation Seminars, Greater Chicago Chapter.

Laura Holthus - VP

Laura Holthus has over 21 years of wide-ranging aviation industry experience, including airport planning, project and program management, airport management, strategic planning for capital program implementation, and coordination with airport operators and stakeholders. She has worked in aviation consulting both internationally and domestically for commercial-use airports and military airfields. She joined Ricondo in 2017 to open the Bellevue, Washington, office. Since joining the firm, she has led strategic planning efforts with the Port of Seattle for Seattle-Tacoma International Airport. Laura is particularly adept at identifying and solving complex airport planning challenges with her clients. She has assisted airport planning and capital development teams with strategic visioning and gap analyses, which has led to broad-ranging projects, from detailed terminal facility plans and ground transportation initiatives and strategies to airside implementation planning for major capital development projects. Additionally, she has served as project manager or technical lead on several planning assignments or on-call consulting services, such as for the following airports: Calgary International, Colorado Springs, Detroit Metropolitan Wayne County, Tom Madsen (Dutch Harbor) Unalaska, Great Falls International, Snohomish County (Paine Field), Palm Beach International, and Vancouver International Airports. She has also provided these services for the Homestead Air Reserve Base and the Washington State Department of Transportation. Lisa Reznar - VP

Lisa Reznar has over 25 years of experience in airport environmental impact, sustainability, and facility planning. She is recognized for her experience ensuring airport development projects comply with FAA environmental regulations, such as the National Environmental Policy Act, and supporting the integration of sustainability planning into airport development and operations. Lisa has led environmental reviews pursuant to the National Environmental Policy Act (NEPA) for airports in Chicago, San Francisco, Phoenix, Washington DC, Charlotte, and Key West, among others. In addition to environmental and sustainability planning as part of airport master plans, Lisa also supports airport operators with the development of Sustainability Management Plans, including plans for airports in Houston, Denver, Tampa, Sacramento, Palm Beach, and Cheyenne. She actively engages with airport stakeholders to develop actionable plans. Lisa is a member of the Airports Council International-North America Environmental Services Committee and supports the Sustainability Working Group.

With over 20 years of experience in transportation planning, project management, and aviation research, Max Kiesling has extensive experience in airport facility planning having led the preparation of multiple airport master plans and a wide variety of on-call facility planning assignments. Representative airports include Denver International, El Paso International, Ellington, Laredo International, San Antonio International, and William P. Hobby Airports, as well as George Bush Intercontinental Airport and Dallas Love Field. He has led assignments that range from airport master plans to major airfield improvements, international terminal expansion, air cargo facility planning, spaceport planning, nonaeronautical land use planning, and off-airport image renewal. Max also has significant experience in transportation research. His doctoral research focused on transportation logistics and air cargo distribution, and he continues to research and serve on two project review panels with the Airport Cooperative Research Program (Guidelines for Air Cargo Facilities Planning and Development and Commercial Spaceport Noise and Sonic Boom). In addition to his airport and transportation planning experience, Max has had responsibility for a large-scale capital development program that included the rebranding of more than 1,000 wholesale stores across the United States. Management of the program included extensive consensus-building among stakeholders, contractor management, construction monitoring, and quality control.

Michael Boland has more than 20 years of aviation industry experience. He joined Ricondo in 2020 and offers strategic consulting and advisory services across a broad set of airport issues. He most recently served as the Chief Operations Officer for MAG USA, a subsidiary of Manchester Airports Group, where he focused on offering commercial services to airport operators. Prior to his time at MAG USA, Michael worked in various roles for the City of Chicago, including positions at the Chicago Department of Aviation and the Office of the Mayor, where he was instrumental in developing and implementing the $8.5 billion O'Hare Modernization Program.
