Dr. Rhianna C. Rogers

Dr. Rhianna C. Rogers currently serves as the Chief Diversity, Equity, Inclusion, and Accessibility Officer for the Department of Treasury. Before her current appointment, she previously held the following positions at the RAND Corporation: Director of the Center to Advance Racial Equity Policy (CAREP) at RAND Corporation Senior Policy Researcher at RAND Corporation Professor of Policy Analysis at the Pardee RAND Graduate School Prior to RAND, Rogers had administrative/teaching appointments in Higher Education and Tribal government from 2002 to 2023. She is an expert in cultural and ethnic studies, intercultural competencies, diversity education, cultural mediation, and virtual exchange. Over the past decade, Dr. Rogers successfully built and implemented Diversity, Equity, and Inclusion (DEI) programming in higher education, private/public corporations, and NGOs. From 2010 to 2021, she created and led the Buffalo Project, a longitudinal participatory action research project that used cultural data as the programmatic development and implementation baseline. This initiative gained recognition, forming the Sustainable Progress and Equality Collective (SPEC) in collaboration with advocates across the US. As a result of this research, Dr. Rogers was featured as an expert on participatory action research in the Geneva Forum at the United Nations in Geneva, Switzerland, in 2020, 2021, and 2022. Dr. Rogers has taken on various DEI roles, including providing training for California's Law Enforcement Command College (2022-2023), participating in the White House - Year of Evidence in Action (2022), establishing RAND's National Association for Equity Impact (NCEI), and serving on advisory groups such as the New York Board of Regents and the New York State Education Department Digital Equity Summits (2021) and the Credential As You Go educational equity advisory group (2021-2023). She was also part of the Kettering Foundation Deliberative Dialogue International Institute consulting team from 2020 to 2021. Dr. Rogers held the position of a tenured associate professor of interdisciplinary studies (history and anthropology) and served as a program coordinator at the State University of New York (SUNY) - Empire State University (formerly Empire State College). During her time at SUNY (2010-2023), she held two system appointments, one as the Ernest Boyer Presidential Fellow at the Rockefeller Institute of Government (2019-2020) and the other as a SUNY Center for Online Teaching Excellence Fellow (2014-2021). Dr. Rogers also served as a Visiting Professor of Anthropology at the American University of Technology in Kaslik, Lebanon (2017-2018) and completed two terms as the Coordinator of Interdisciplinary and Multidisciplinary Studies (2017-2019 and 2014-2017). She was the former Tribal Archaeologist and Compliance Review Supervisor for the Seminole Tribe of Florida - Tribal Historic Preservation Office (2007-2008) and an accreditation administrator in the President's Office and department chair at South Florida Bible College and Seminary (2006-2010). She holds a Ph.D. in comparative studies from Florida Atlantic University.

Timothy (Tim) E. Gribben

Timothy (Tim) E. Gribben was appointed commissioner of the U.S. Department of the Treasury's Bureau of the Fiscal Service (Fiscal Service) on May 13, 2019. Mr. Gribben provides leadership, policy direction, and guidance for Fiscal Service's efforts to transform financial management and the delivery of shared services in the federal government and oversees bureau operations. Prior to his current position, Tim served as the chief financial officer (CFO) and associate administrator for performance management at the Small Business Administration (SBA). Prior to joining SBA, Mr. Gribben was a manager at the U.S. Postal Service. In the private sector, Mr. Gribben spent over five years at a privately held technology firm as director of a business unit and two years with J.P. Morgan. Mr. Gribben graduated from the College of William & Mary with a bachelor's degree in accounting and earned a Master of Business Administration degree from Duke University. In 2019 he was elected as a Fellow of the National Academy of Public Administration and in 2021 he received a Presidential Rank Award of Distinguished Executive.
