Bruce T. Dietrich

Bruce Dietrich is a Principal with Pavement Analytics, LLC. He retired from the Florida DOT in 2011 after 36 years of service. He was involved with pavement management and pavement design for the last 26 years. He was the FDOT State Pavement Design Engineer for 18 years from 1993 to 2011. In this role he was responsible for managing the Pavement Management Section that directed the Department's pavement management and pavement design activities for the 42,000 lane miles of the Florida State Highway System. Mr. Dietrich is a registered professional engineer in Florida. He graduated from Georgia Tech in 1975 with a degree in civil engineering. He also has four years of active duty military service with the US Army Corps of Engineers where he served as a platoon leader, company executive officer and battalion construction officer.

Denise M. Hoyt

Denise Hoyt is a Principal with Pavement Analytics. She received an Associate of Science degree in Land Surveying from Community College of Denver in 1976 and her Bachelor of Science degree in Civil Engineering from Texas A&M University in 1984. She also has completed a Master of Science degree in Civil Engineering at Texas A&M University. Her graduate studies focused on Pavement Materials and Preservation techniques. She has experience in testing both asphalt and concrete paving materials. This work has been performed both in the laboratory and in the field. She has presented and published pavement preservation papers in the journal of the Transportation Research Board. Ms. Hoyt serves as Managing Member of Pavement Analytics LLC.

Harshad R. Desai

Harshad Desai is a Principal with Pavement Analytics, LLC. He has more than forty years of engineering and managerial experience in transportation planning, design, and construction. Thirty-three of those years were in transportation planning with managerial responsibilities supervising professional staff and seven years were in highway design. Harshad holds a Baccalaureate degree in Civil Engineering from Maharaja Sayajirao University in India (1967) as well as a Master of Science in Civil Engineering from Brigham Young University (1971) and a Master of Science in Public Administration from Florida State University.

James A. Mills

Jim Mills is a Principal with Pavement Analytics, LLC. He has 39 years of civil engineering experience including 35 years with the Florida Department of Transportation and 4 years in private consulting engineering. His FDOT experience includes 27 years in roadway design and related areas. From December 1996 until leaving FDOT January 2011, he served as Section Leader for the FDOT Roadway Design Office Criteria and Standards Section which involved managing and directing a staff of 11 engineers and technicians with lead responsibility for developing, establishing and maintaining roadway design criteria, procedures, and standards for statewide use. This included geometric design criteria, roadside design criteria, maintenance of traffic criteria, traffic engineering criteria (signing, marking, traffic signals, highway lighting), and contract plan requirements. Other FDOT experience included responsible positions in drainage design, bridge hydraulics, pavement design, and plans preparation; 6 years in airport planning and engineering; and 2 years in highway planning and project development. Private consulting work included geotechnical and general civil engineering work in the residential and commercial building development industry. Jim Mills received his Bachelor of Science in Civil Engineering degree (with Honors) from the University of Florida in 1971. He received a Master of Engineering from the University of Florida in 1975 with a major in Civil Engineering and coursework that included highway, transportation, and traffic engineering subjects. He is registered as a Professional Engineer in Florida.
