FRB CAPITAL - Key Persons
Charles X. Delgado, currently serves as General Counsel. He is responsible for all internal legal functions and administrative oversight of our Internal Audit function.
Previously, Mr. Delgado served as Deputy Attorney General in the California Attorney's General's Office for seven years, primarily representing the departments of Real Estate and Corporations, bringing actions against the public for violations of the State subdivisions map act and State securities laws. In 1981, he moved on to the private sector as staff Counsel for Kaiser Development Company. Mr. Delgado was subsequently appointed Kaiser's Southwest Regional Counsel.
Following Kaiser's sale in 1986, Mr. Delgado worked as Counsel for the earnest Hahn Company, where he worked on legal and financing issues related to San Diego's Horton Plaza, Escondido's North County Fair, La Jolla's University Town Center and other projects located in Santa Barbara and Las Vegas. After the Hahn Company, Mr. Delgado worked at Ferguson Partners until 2002 when he decided to start his private practice representing corporate and private developers in his general Real Estate practice.
Mr. Delgado earned his Juris Doctor from Loyola Law School of Los Angeles, CA and Bachelor Degree in Business with a Major in Finance, from University of San Francisco, CA

Joel Bordes joined FRB Capital in 2019 as Strategic Advisor on a high profile Debt & Equity placement assignment. Leveraging his extensive financial background he directed the deal team towards an institutional execution. Currently he serves as Executive Vice President Finance, and directly oversees all financial and accounting functions, including: corporate and project accounting, feasibility analysis of projects, structuring and sourcing of debt and equity, financial reporting, financial analysis, budgeting, discounted cash flow projections, waterfall distribution analysis, review of contracts related to corporate and project operations.
Prior to joining FRB Capital Joel was Chief Financial Officer for the Truax Companies, a Temecula based development company. Mr. Bordes holds a Bachelor's of Science in Economics from Université de Pau et des pays de l'Adour and MBA in Finance from Université de Bordeaux.

John Mueller joined FRB Capital in 2019 as Executive Vice President of Operations. In this capacity he oversees all administrative and operational functions of the business, while ensuring operational compliance with industry and corporate standards. Mr. Mueller has 25 years of experience in business management, operations, strategic and tactical planning. Prior to joining FRB Capital John served as Director of Corporate and Strategic Planning for the Truax Companies.
John received his Bachelor of Science in Economics from the United States Naval Academy in 1982 and served on active duty until 1987. While on active duty, he served as Chief Engineer aboard ship and Director of Personnel Security on shore duty in Washington, DC. After an honorable discharge from the Navy, Mr. Mueller opened his first small business, a commercial printing company in northern Virginia based on his own concepts and ideas. He grew the company for several years before exiting by way of a disposition to a competitor.
