Specifically, we specialize in electrical, instrumentation, and SCADA system design for new and existing water and wastewater treatment facilities... JRSA Engineering was founded in 1988 by James R. Schultz, P.E. as James R. Schultz and Associates. In 2010, majority interest of the firm was obtained by Elizabeth Segner-Zarate, P.E., and in 2013 we formally changed our name to JRSA. JRSA is registered as a corporation in the state of Texas and is registered with the Texas State Board of Professional Engineers to practice engineering. In 2016, JRSA Engineering became certified as a WBE firm with the city of Austin, NCTRCA, and SCTRCA, and we are also HUB certified.
