Paul Edney

Paul has led projects with Regulatory Impact Solutions for over 12 years, drawing on his 20+ years of prior expertise in regulatory design, governance, compliance and public administration. He has previously worked at executive levels in the Commonwealth and Victorian governments in the areas of policy coordination and strategy, fiscal policy, industry policy and environment. He has also worked as an auditor on a number of Victorian and national major projects, and provided expert advice to the Victorian Auditor-General's Office. Paul has also worked as a director in corporate advisory consulting including management consulting, corporate finance and business strategy. With qualifications in economics, law, science and public policy, Paul brings unparalleled expertise to our work on licensing and registration, setting standards and codes of practice, setting fees, and inspection and enforcement systems. He has particular skills in economic and financial analysis, including cost benefit analysis, business strategy and operations, investment assessment and revenue analysis.

Peter Phillips

Job Titles:

Peter has extensive experience in regulatory reform analysis, and served as the lead regulatory assessment office in the Victorian Government, to assist Victorian government agencies formulate regulatory proposals, undertake inquiries and review regulatory impact statements. He is a member of the Monash University Centre for Regulatory Studies. Peter has over twenty-five years' experience of providing high level policy advice in the areas of economic forecasting, taxation, regulatory review and competition policy, including eight years at the Commonwealth Treasury. Peter has also worked as a regulatory adviser to private sector industry bodies.
