Jonathan Koel - Chairman

Job Titles:

Kim Horsley

Job Titles:
  • Secretary
Kim moved to Cox-Meadows in 2018, but was no strangers to the desert heat. She previously lived in Las Vegas, NV and attended UNLV, where she met her husband, Nesley, in 2009. They moved to Arizona in 2017 to be close to family, after a short stint living in Oahu, HI. In Kim's past life she earned a PhD in Chemistry studying the chemical and electronic properties of solar cells, gained postdoc experience depositing thin film materials for solar cell devices, and got over her fear of public speaking by being a full-time university instructor at Grand Canyon University. In 2020, she jumped ship to take a position at Luke AFB with the Air Force Civil Engineer Center working in environmental restoration. In her free time, she enjoys gardening in our uniquely challenging local climate, exercising, traveling (can you snorkel there?), and spending time with family. Kim attended her first block watch meeting in the fall of 2018 and quickly became more involved. She recognized the efforts of those that established and built the block watch from the ground up, and the commitment required to keep the block watch going. She has met many neighbors, now friends, through the block watch, while learning about the resources available from the City, elected officials, and the police department. She is drawn to the opportunity to collaborate with all these players to build a safer and more connected neighborhood.

Mike Pepera

Although relatively new to Cox Meadows, Mike Pepera has resided in Arizona since 1953. He attended schools in Mesa including earning an Associate of Arts degree in Business Administration from Mesa Community College. Most of his career was as a heavy equipment operator which included earth moving machines, cranes and rock crushing-sand and gravel operations. He served many years in foreman and assistant superintendent positions. In Mesa, Mike raised a family of eight-7 daughters and 1 son. Mike is as avid bicyclist and has gardened for more than 40 years. After Meeting Susan Clay and retiring, locating in their Sweetwater street home has become the ideal situation for our shared trail, shopping and entertainment activities. We love the access to freeways, public transportation and airports. Mike feels It has been a privilege to meet so many of the wonderful people in Cox Meadows and wants to help achieve the "community" feeling that has been fostered by the many who have worked to bring everyone together.

Patty Smith

Patty has been living in Cox Meadows since the fall of 1989 after 6 years of military service. She is originally from Kaysville, Utah but now considers Phoenix to be her hometown. She has had the luck of raising three wonderful boys while being married to John and working in a sales oriented employment in the valley. Patty has been involved in the Cox Meadows Block Watch off and on since the beginning of the Block Watch, primarily as a Wethersfield Street Representative. She is looking forward to tying on the co-chair shoes and starting to run with it. Patty looks forward to helping our neighbors and the community with the Cox Meadows Block Watch.
