Chris Bourne

Chris Bourne is a Chartered Quantity Surveyor and Project Manager with 22 years experience in both building and civil engineering. He is now the Head of Projects for North Yorkshire Council responsible for delivery of their ambitious construction, coast protection and development agenda. Chris is a YORhub Board Member, working to deliver projects across the region.

Chris Jackson

Chris is a Chartered Quantity Surveyor with over 40 years experience in the private and public sectors. Chris currently works as a Principal Quantity Surveyor for Sheffield City Council and has been involved with the Programme/Framework Management of the YORconsult and YORcivil frameworks since 2012.

Claire White

Job Titles:
  • Assistant Framework Manager ( North & East )
Claire has worked in procurement for both the private and public sector for over ten years, including for a FTSE250 company and a local authority. Having worked for East Riding of Yorkshire Council since 2012 on building maintenance and construction frameworks, Claire's current role is Assistant Framework Manager for YORconsult2 for the North and East region.

David Barr

David Barr has a background in photography, videography and content production in the construction sector. He has joined East Riding of Yorkshire Council to assist the YORhub Marketing and Communications function.

Gary Wright

Job Titles:

Gary has a master's degree in project management and 10 years' experience of multi-disciplinary project delivery in the public sector. He has worked as a Project Manager with Sheffield City Council for over 5 years and delivered major housing and city centre regeneration schemes. Gary has recently joined the YORconsult and YORcivil Framework Management Team.

Julie Crawford

Julie has worked for East Riding of Yorkshire Council since 2012, previously as YORbuild Assistant Framework Manager and now as the YORhub Marketing & Communications officer.

Louisa Yellott

Job Titles:

Louisa is a Chartered Quantity Surveyor with over 15 years experience in the construction industry and currently works as a Senior Quantity Surveyor for Sheffield City Council. Louisa has been a member of the YORconsult and YORcivil framework management teams for the last 18 months.

Lucy Simpson

Lucy has worked in local government procurement for Sheffield City Council for over 5 years and is currently the Procurement and Supply Chain Manager (Capital and Construction). She has experience in delivering procurement strategies, supporting tender documentation, contract management, forms of contract and tender evaluations in addition to embedding procurement regulations, social value & employment and skills. Lucy is currently CIPS Level 5 qualified.

Mark Ives

Mark is an incorporated engineer with over thirty years of construction experience working for local authorities in the East Yorkshire region. He has been involved in establishing major framework agreements for both consultants and contractors relating to civil engineering works since their inception in the East Riding in 2000 and been a key member in the development of the current frameworks included on YORhub. Mark played a key role in the introduction of the NEC form of contract to the East Riding Civil Engineering Services. He is currently the framework programme manager for the YORcivil2 and YORcivil Major Works frameworks.

Martin Aston

Beginning his career as an estimator in the days of compulsory competitive tendering for their Direct Labour Organisation - Martin worked for Scarborough Borough Council for over 30 years. He now continues his role as Framework Manager with North Yorkshire Council.

Mike Raven

Job Titles:
  • Chartered Construction Manager
Mike Raven is a Chartered Construction Manager who entered the industry in the early 2000s. Over the years he has gained broad experience in both construction and civil engineering. Mike works as East Riding of Yorkshire Council's Principal Project Manager, leading a team delivering c.£40m of construction work per annum. Mike is also an NEC3 and NEC4 Accredited Project Manager. Mike now leads on YORhub's sustainability and digital strategies. His key focus for sustainability is the integration of waste and carbon reduction practices in construction. With regard to digital construction, Mike is looking both at the application of building information modelling but also the wider scope of digital technologies and processes as a whole.

Nadine Byrne

Nadine has worked as a Framework Manager for local authority general building and professional services frameworks and has recently become a member of the YORconsult and YORcivil framework management teams.

Phil Rigby

Phil has worked in local government construction procurement for Leeds City Council for over 35 years and is currently the Procurement Category Manager (Construction and Housing). He has extensive knowledge and experience of the delivery and application of many differing procurement strategies / options and solutions, in addition to supporting tender documentation and tender evaluation methodologies, forms of contract and supporting procurement governance, regulations and documentation, as well as working with many contractors and clients in the construction sector. Phil is very passionate about his role as joint chair of operations for the west area and accordingly working with colleagues, clients, and contractor / consultant partners to deliver a proactive solution, value, and outcome for all.

Philip Henderson

Phil has a Masters in Public Procurement Law and over 10 years' experience working on the YORhub frameworks procuring construction and consultancy services. He has also led on a number of social value initiatives including YOR4Good which has supported a significant number of charities and community groups through the provision of small value grants.

Rachael Grimes MCIPS

Rachael has over 20 years local government and procurement experience with Leeds City Council. She has detailed knowledge of public sector procurement options, regulations and documentation. Rachael leads on the Supply Chain Engagement Programme (SCEP), something which she is very passionate about and actively promotes.

Stan Brown

Stan was previously an M&E project manager with over 30 years construction experience within the private sector. Having joined East Riding of Yorkshire Council in 2017, he works as a Framework Manager on the YORbuild3 framework and manages the YOR4Good programme.

Stefanie Wright

Job Titles:

Stef has over 8 years' experience working with the Yorhub Teams at East Riding of Yorkshire Council, providing support across all of the Frameworks, and holds an NEC3 and NEC4 ECC Project Manager Accreditation. She also leads on a programme of repair and maintenance contracts for the Authority, utilising the NEC4 Term Service and Bespoke Contract documents.

Stephen Arundel

Stephen Arundel is the Social Value Manager with Sheffield City Council and is managing all of the employment and skills coming through YORhub frameworks.

Steve Baker

Job Titles:

Steve is a civil engineer with over 30 years of experience in the construction industry and a focus on construction procurement since 2000. He is the lead procurement officer and a Joint Chair of Operations for the YORhub frameworks, Vice Chair of the Local Government Association (LGA) National Procurement Construction Strategy Steering Group and a member of the National Association of Construction Frameworks Steering Group. Steve is the author of the LGA Effective Construction Frameworks report published January 2016 and has previously been a member of various BSI Steering groups including PAS 91 Construction prequalification questionnaires.
