From 1984 to 2005, Dr. Cortez was an executive with Fluor Corporation, a major Engineering and Construction company. During this period he served as Vice President of several business units including Fluor Development Corporation and Fluor Project Development and Finance. Industries served included Power, Petroleum Refining, Petrochemical, Oil, Gas and Coal, Renewable Energy, Clean Energy, Carbon Capture and Gas Processing, Federal Government (DOE).
From 1973 to 1984, Dr. Cortez was an executive with Tosco Corporation, an independent oil refiner an developer of shale oil production technology and commercial projects. During this period he was responsible for licensing Tosco's shale oil production technology, managed the Development Engineering department, and led Tosco's development of refinery cogeneration projects.
From 1970 to 1973, Dr Cortez was Project Engineering Manager for the Ben Holt Co an independent engineering consultancy serving the petroleum refining and geothermal energy industry.
Dr. Cortez as a BS in Chemical Engineering from the University of California Berkeley and a SM and ScD from Massachusetts Institute of Technology. He is a professional registered engineer in the state of California.
