Albert Wu

Albert obtained his Bachelor of Laws degree from Beijing Normal University in 2009, his Master of Laws degree from Renmin University of China in 2011, his Juris Doctor degree from City University of Hong Kong in 2016 and his Postgraduate Certificate in Laws (PCLL) in 2017. Albert passed the Chinese National Judicial Examination in 2012 and obtained Legal Professional Qualification Certificate in 2013 and was admitted as a PRC Lawyer in 2017. He is now a Senior Partner at Beijing Jingsh Law Firm Shenzhen Office. Albert was also called to the Bar of Hong Kong in 2018, he is a practising barrister of the High Court of Hong Kong and a founding member of Foundation Chambers. As a dual qualified legal practitioner, Albert's main practice areas are civil and commercial litigation in both Hong Kong and the Mainland China. Albert has considerable experience in dealing with complex cross border cases. He provides expert opinion on PRC law to courts of HKSAR,and advises courts in Mainland China on HK law. As to public service, Albert has been elected as member of Election Committee of Hong Kong SAR, member of Standing Committee of Zhanjiang Committee of the Chinese People's Political Consultative Conference in 2022, member of Youth Federation of Hunan Province, vice-chairman of Zhanjiang Overseas Friendship Association. Albert is also a member of Western Returned Scholars Association, a member of Chinese Judicial Studies Association and a member of Chinese Association of Hong Kong and Macau Studies. Albert has interest in academia and has devoted time in teaching laws in Jinan University and Shenzhen University, as well as taking up academic duty to act as supervisor. Albert has been appointed as a part-time research fellow of the "One Country, Two Systems" and Basic Law Institute of Jinan University, and the Secretary General of the Hong Kong Basic Law Education Association. Albert also a contributing writer to national key social research projects. Albert was recognized as one of the Ten Outstanding New Hong Kong Young Persons in 2020. Albert obtained a Bachelor of Laws in 1980 and completed the Postgraduate Certificate in Laws in 1981 from the University of Hong Kong. He was awarded a Master of Laws degree in Comparative Law from Harvard University in 1982. In 1984 he was qualified to practise as a solicitor in Hong Kong. In the same year he began his academic career as a Lecturer in Law at the University of Hong Kong. Albert served as Head of the Department of Law in 1993-1996, and Dean of the Faculty of Law in 1996-2002. Albert is an Honorary Professor at the Renmin University of China, Tsinghua University, Peking University, Zhongshan University, Macau University, and the Institute of Advanced Studies in Social Sciences of Fudan University. He is also a Member of the Academic Advisory Committee of the Institute of Law of the Academia Sinica, Taipei. In additional to a successful academic career, Albert has been active in public service. He served as a Member of the Law Reform Commission of Hong Kong in 2002-2008, a Member of the Committee on Review of Post-Service Outside Work for Directorate Civil Servants in 2008-2009, and a Member of the Commission for Strategic Development of the Hong Kong Government in 2005-2012. For his contribution, the Hong Kong Government awarded him the Silver Bauhinia Star in 2010. Since 1997, Albert has been a Member of the Basic Law Committee of the Hong Kong SAR under the Standing Committee of the National People's Congress of the People's Republic of China ("NPCSC"). The Basic Law Committee is a powerful constitutional instrumentality which provides authoritative advice on the interpretation of the Basic Law to the NPCSC. He is also appointed as a Director of China Law Society. The China Law Society is a high power legal academy in China and it provides regular legal advice to the Central People's Government. In 2015, Albert was elected Executive Director of the Chinese Judicial Studies Association, an affiliated organisation of the Supreme People's Court.

Angel Chung

Angel obtained a Bachelor of Journalism in the University of Queensland, Australia and has experience as an online media journalist in Brisbane. After returning to Hong Kong, she has been a freelance columnist of Thomson Reuter's Compliance Complete Column for a number of years. In addition to pursuing her career in human resources management, she maintains an immense interest in public relations and event management. Angel was the President of the University of Queensland Alumni (HK) Chapter in 2015 and during her term of presidency, she led the alumni to visit the Federation of Returned Overseas Chinese in Guangdong that was the first Australian university alumni association to ever had that privilege to be so welcomed and formally received. Also in 2015, Angel was appointed Vice Chairman of the Committee of Events and Entertainment by the Institute of Certified Management Accountants Hong Kong Office. In 2016, she became the Honorary President of the Hong Kong Chapter thereof.

Barry Chin

Barry obtained his LL.B. with honors from the Wolverhampton University, a B.Sc. (Electrical Engineering) from the University of Saskatchewan in Canada, and then his MBA from Andrews University in Michigan, USA. He qualified as a Chartered Electrical and Mechanical Engineer in England, and he is also a Registered Professional Engineer in Hong Kong and Canada before his admission as a solicitor in Hong Kong in 1998 and as a solicitor of the England and Wales Supreme Court; and has since been in private legal practice. Barry is also a Certified Tax Adviser, a Vice-President of the Forensic CPA Society of Hong Kong and an Executive Vice-Chairman of the Association of Hong Kong Professionals. In 2016, Barry has been appointed by the Chief Executive of the HKSAR Government as a Member of the Independent Police Complaints Council.

Dr James Kong-Tin Wong

James obtained a Bachelor of Law and a Master of Law from Peking University, a Doctor of Law from Renmin University of China and a Postgraduate Diploma in English and Hong Kong Law from the Manchester Metropolitan University. He was admitted as an Attorney of the PRC in 1994, and registered with the Law Society of Hong Kong as a foreign lawyer since 1996. James is a member of both the Charted Institute of Arbitrators and the Hong Kong Institute of Arbitrators and is an accredited mediator. James is a prolific writer and publishes regularly in legal journals. He was a visiting lecturer in China Business Law at the Hong Kong Polytechnic University from 1995 - 1997, a visiting professor in PRC Bar Examination Revision Program at the All China Lawyers Training Institute, Shenzhen from 1995 - 1998, and has been a part-time lecturer at the University of Hong Kong since 2001. Dr Lee George Lam

George holds a BSc in sciences and mathematics, an MSc in systems science and an MBA from the University of Ottawa in Canada, a post-graduate diploma in public administration from Carleton University in Canada, a post-graduate diploma in English and Hong Kong Law and an LLB (Hons) in law from Manchester Metropolitan University in the UK, a LLM in law from the University of Wolverhampton in the UK, a PCLL in law from the City University of Hong Kong, a Certificate in Professional Accountancy from the Chinese University of Hong Kong SCS, and an MPA and a PhD from the University of Hong Kong. A former member of the Hong Kong Bar, He is also an Fellow of the Hong Kong Institute of Arbitrators, the Hong Kong Institute of Directors and CMA Australia, and an Honorary Fellow of CPA Australia and the University of Hong Kong School of Professional and Continuing Education (HKU SPACE). Dr Louis Chen

Louis graduated with a Bachelor of Laws degree from LL.B Shenzhen University in 2010 and a Master of Laws degree majoring in International Economic Law from City University of Hong Kong. He was awarded a scholarship by the Columbia Law School, Columbia University, New York, USA in May 2011. To pursue further academic interest, he commenced his Doctorate degree of Juridical Science in the City University of Hong Kong under the supervision of Dr. the Hon. Priscilla Mei-fun Leung, SBS, JP, one of our Foundation's Senior Consultants, in 2011 and was graduated in 2016. Whilst studying at the City University, Dr. Chen exhibited good leadership skill in his office as the President of the University's Postgraduate Association. His interest in public affairs takes Dr Chen to the Tsinghua University and his is currently pursuing his Master degree in Public Administration. Dr. Chen is recognized as one of the Top 10 Outstanding New Young People in Hong Kong in 2018. For engagement in Hong Kong public affairs, he was appointed as a committee member of the HKSAR government's Home Affairs Bureau Appeal Board. Currently, he is Committee Member of the STEM Education of the Curriculum Development Council, a Member of the Municipal Services Appeals Board. Dr Chen is officially appointed as a member of the Chinese Association of Hong Kong and Macau Studies by Mainland authority; appointed an Adjunct Professor by the Nanning Normal University and as an Adjunct Researcher in the Hong Kong Macao Basic Law Research Center, Shenzhen University. In 2020, Dr Chen was appointed Member of the All-China Youth Federation (National Committee).

Dr Robin Huang

Robin graduated from Tsinghua University with a Bachelor of Laws, Bachelor of Engineering and a Master of Laws degree and was awarded a Doctor of Philosophy in Law by the University of New South Wales, Australia. He is currently an Associate Professor in the Faculty of Law of Chinese University of Hong Kong, serving as the Assistant Dean (External Affairs - Asia) as well as the Director of Centre for Financial Regulation and Economic Development. He specializes in corporate law, securities regulation, financial markets and foreign investment, with a particular focus on Chinese and comparative law issues. He has published extensively in his areas of expertise, with books published with prestigious publishers such as the OUP, and articles published in some of the top-rated journals in the US, the UK, Australia, Canada, Hong Kong, Mainland China, and elsewhere, including the American Journal of Comparative Law and the Delaware Journal of Corporate Law. He is also Conjoint Associate Professor in the Faculty of Law of University of New South Wales, Senior Fellow in the Law School of Melbourne University, as well as Adjunct Professor at the China University of Political Science and Law. He has held visiting positions or has been invited to give talks at prestigious institutions such as the World Bank, Harvard Law School, Cambridge Law School and Tsinghua Law School. In 2015, Robin was admitted as a Member cum Researcher by Special Appointment of the Chinese Judicial Studies Association, an affiliated organisation of the Supreme People's Court.

Dr Sylvia Song

Sylvia graduated with a bachelor degree in science in 1994, a Master degree in agronomy in 1997 and a Doctor of Philosophy in urban planning and environmental management in 2003 from the University of Hong Kong. She is a licensed PRC patent attorney and a member of All-China Patent Attorneys Association. From 2004 to early 2011, Sylvia was an employed patent engineer with a top tier Chinese IP firm in Hong Kong specialising in patent prosecution in the fields of chemical engineering, polymer chemistry, pharmaceutical chemistry, pesticides and cosmetics. She is an expert in analyzing the novelty and inventive steps. Sylvia founded the Hong Kong Patent & Trademark Agent Ltd (HKPTA) in March 2011, now she advises clients on patent prosecution in the areas of chemistry and mechanical engineering as well as on designs and trademark registrations. As she develops an interest in law, she joined the Foundation as an Associate Member in 2016 and was appointed our Business Development Manager in 2019 to further advance the objectives of the Foundation.

Dr Vitus Leung

Vitus graduated with a bachelor degree in Chemistry at the University of London in 1985. In 1989, he obtained his doctorate degree in Biomaterials and Computational Chemistry at the University of Hong Kong. In 1994, he qualified as a chartered chemist and member of the Royal Society of Chemistry. In 1998, he passed the Hong Kong Common Professional Examination Certificate in Law, and in 1999 the PCLL examination of the University of Hong Kong. He was admitted as a solicitor in Hong Kong in 2001. Since 2009 he became qualified as a mediator of various mediation accreditation authorities in Hong Kong. He is also the principal partner of Leung, Tam & Wong Solicitors. Vitus is renounced in his contribution to the education sector. In 2012, he was appointed a honorary professor of School of Business and Hospitality Management and board of governor of the Caritas Bianchi College of Careers and Caritas Institute of Higher Education. In 2013, he was appointed as a school management committee member of the Shau Kei Wan East Government Secondary School. During the period of 2016 to 2018, he was appointed as honorary associate professor of the University of Hong Kong. In respect of public duties in Hong Kong, Vitus is the assessment panel member of Social Workers Registration Board since 2011. In 2013, he was appointed by Hospital Authority as a member of the council of chairman of hospital governing committees and advisory committee of Hong Kong Island hospitals. In 2014, he was appointed a Justice of the Peace in Hong Kong. In 2016,he taught in the Bachelor of Nursing programme of the Nethersole School of Nursing CUHK as a part-time lecturer. In 2018, he was also appointed by Hospital Authority as the chairman of its public relations subcommittee. For social services in Hong Kong, Vitus contributes to the society in 3 major areas: professional development, health issues and youth development. For legal professions, he serve as a member of the personal injury committee in the Law Society of Hong Kong. Dr Willy Fu

Willy was a senior police inspector of the Royal Hong Kong Police Force before obtaining his Bachelor of Laws degree and Master of Laws degree at the University of Wolverhampton and his Doctor of Laws degree at the Renmin University of China. He qualifies as a Chartered Legal Executive in England and practiced as such in Hong Kong. He has extensive experience in criminal litigation, intellectual property litigation, injunction applications as well as cases ranging from police investigation to ICAC and Immigration Department's investigation. Willy is a member of the China Institute of Legal History, the Society of Hong Kong Scholars, the Commonwealth Lawyers Association, the Hong Kong Legal Community who is concerned about the Co-location Arrangement of the Hong Kong Section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link (the spokesman at the hearing of Hong Kong Legislative Council), the Hong Kong Basic Law Education Association and the Association of Hong Kong Professionals. Willy has interest in academia and he lectures at various universities, including the HKUSPACE programme of the University of Hong Kong, the SCS of the Chinese University of Hong Kong, the SWP of the Hong Kong Polytechnic University and the Hong Kong Shue Yan University as well as the Visiting Researcher of Center of Taiwan, Hong Kong and Macau Law of Law School of Nankai University and the Visiting Researcher of Internet Traffic Law Research Center of Beijing Jiaotong University. His research interest covers various legal field: criminal law, Basic Law, One Country Two Systems, intellectual property law, human rights law, cybercrime, comparative legal studies and legal philosophy. His career in academia led to the publication of several major articles in learned legal journals and of important dissertations at the Dissertation Zone of Beijing Hong Kong Academic Exchange Centre, the "Research Journal" of Hong Kong Association for China Graduates and the "Studies on Legal Culture" (3rd Edition)(2007) published by the Renmin University of China Press, the seminar of "Associação de Estudos de Direito, Administração Pública e Tradução de Macau" as well as the newspaper "Wen Wei Po". In June 2019, the "Challenge and Opportunity for the Amendment of Fugitive Offenders Ordinance by HKSAR" published by the China Legal Exchange Center. Besides academia, Willy has immense interest and significant achievement in martial art. He is a member of the American Society of Industrial Safety, a Chief Instructor of Bodyguard Association of Hong Kong and a holder of the Taekwondo black belt 5th Dan registered in the Kukkiwon, World Taekwondo Headquarters. Coupled with his former police officer's experience, he provides advice on risk management and acts as a security consultant for several celebrities and dignitaries in China (including Hong Kong), the UK and the USA. Willy held various posts by public appointment: he was a member of the HKSAR Public Affairs Forum, an Adjudicator of HKSAR Obscene Articles Tribunal (2003-2013), a member of the Private Premises Working Committee of the Sham Shui Po District Board (2011-2012). Willy is active in serving the community in his capacity as a consultant of Association of Retired Elderly (the 1st Project Director), the Parent Manager of Good Counsel Catholic Primary School (2014-2017), the President of Hong Kong Greatview Taekwondo Association, the Honourary Legal Advisor of Hong Kong Taekwondo Association, the Deputy Director of the Referee Unit, the Poomsae Judge Unit and the Discipline Unit of Hong Kong Taekwondo Association (2017-2020) and the Advisor of Asian Pacific Alliance Chambers of Commerce. In January 2019, Willy is appointed member of the Chinese Association of Hong Kong and Macau Studies; and also as an executive director of the Chinese Legal Culture Studies Association under the Beijing Law Society. At the same time, he accepted appointment as a council member of the ‘Professor Zeng Xianyi' Legal History Scholarship Council. In March 2019, the Federation of Hong Kong, Shanghai Yangpu and Macau appointed Dr. Fu as its Secretary General. In October 2019, the Beijing Jiaotong University appointed Dr. Fu as the Part-time Professor, School of Laws. In November 2019, the Guangdong-Hong Kong-Macao Greater Bay Area Youth Development Law Institute, Hong Kong and Macau Basic Law Research Center, Shenzhen University appointed Dr. Fu as the Visiting Researcher. Dr. Fu has actively participated in the Foundation's activities and has represented the Foundation in many external forum and conferences in his capacity as the Deputy Secretary General, before being promoted to as the Secretary General in February 2019. Dr. Fu is further promoted to the office of Vice Chairman of the Foundation in December 2019.

Edward Liu

Edward Liu is qualified as a solicitor of Hong Kong, England & Wales and a lawyer of P.R. China. He is a partner of Hill Dickinson LLP and leading the office's China-related practice. Edward is also the principal Representative of International Chamber of Shipping (China) liaison Office in Hong Kong, the inaugural overseas office of International Chamber of Shipping since its establishment in 1921 in London. Edward's main area of practice is in commercial litigation and international arbitration. He is extensively experienced in advising and handling international commercial disputes covering areas such as sale of goods/trade and commodities, energy and offshore projects, shipping and shipbuilding, shareholder and equity related disputes, international investment (particularly connected with Belt & Road projects), commercial fraud, regulatory investigations, sanctions, worldwide enforcement of judgments and arbitration awards etc. Edward has been appointed as members of a number of statutory and advisory bodies to the Hong Kong Government, including Advisory Committee on Promotion of Arbitration, Steering Committee on Mediation, Advisory Body on Third Party Funding of Arbitration and Mediation, Aviation Development and Three-Runway Advisory Committee, Hong Kong Maritime and Port Board, Mandatory Provident Fund Schemes Appeal Board, Appeals Panel (Housing), and an adjudicator of the Registration of Persons Tribunal. Fook Yee

Fook Yee obtained a Bachelor of Laws from the University of London, a Master of Laws from the University of Hong Kong and a Doctor of Laws from the Chinese University of Political Science and Law. He was the Founding President of the Hong Kong Institute of Surveyors in 1984 and has been a fellow member of the Institute since. His profession, prior to becoming a barrister, was an experienced surveyor. He is also a fellow member of the Hong Kong Institute of Arbitrators. For his business interest, Fook Yee served as executive director and non-executive director in various listed companies in Hong Kong, and most remarkable service was Chairman of Henderson Sunlight Asset Management Ltd, manager of Sunlight REIT, a listed company in the Hong Kong Stock Exchange. Fook Yee has contributed significantly to Hong Kong's public affairs. Fook Yee has been a senior adviser to the Heung Yee Kuk, a statutory advisory body established under the Heung Yee Kuk Ordinance (Cap 1097). He was a Legislative Councilor of the Provisional Legislative Council in 1996 and 1998. He was appointed Advisor of Hong Kong Affairs, Member of the Hong Kong Basic Law Consultative Committee in the 1980s and Member of the Preparatory Committee for the HKSAR since 1995. Fook Yee was appointed as a Member to the 6th and 7th Chinese People's Political Consultative Conference from 1986 to 1993 and elected as a Delegate of the 8th to the 10th National People's Congress of the People's Republic of China from 1994 to 2008. For his impeccable public service to Hong Kong, he was appointed as a Justice of the Peace in 1989 and was bestowed the Gold Bauhinia Star in 2001. For his outstanding service to Hong Kong, he was bestowed the Silver Bauhinia Star in 2003 and has recently been further conferred the Gold Bauhinia Star in 2015 by the HKSAR Government.

Henry Yip

With respect to the community service, Henry has been sitting in several committees in the Law Society of Hong Kong. In addition, from 1999 to 2001, he was a member of the Real Estate Services Committee of the Coalition of Services and the Europe Committee of Hong Kong General Chamber of Commerce. From 2000 to 2002, he was a member of the General Committee of the Chinese Club. In 2012, he was the Vice Chairman of The Association of Hong Kong Professionals.

Hon. Maria Tam

Maria graduated with a Bachelor of Laws from the University of London before admission as a barrister at the Gray's Inn. Maria has immense interest in Hong Kong affairs and decided to campaign for election in the 1979 Urban Council election as the advocate for women's rights. She was one of the 1981 recipients of the Ten Outstanding Young Persons Award and was appointed as a Justice of the Peace in 1982. In the 1980s, she was so successful in politics that she was a member of four different levels councils in Hong Kong, namely the Executive Council, the Legislative Council, the Urban Council and the Central and Western District Board. During her era there was the resumption of sovereignty by China of the colonial Hong Kong in 1997 through signing of the Sino-British Joint Declaration and the subsequent drafting and promulgation of the Basic Law. She held many positions during this transition period, such as member of the Preparatory Committee for the HKSAR, an Advisor to the Central Government on Hong Kong Affairs and a member of the Basic Law Drafting Committee. For her contribution towards the establishment of the SAR, she was conferred the Gold Bauhinia Star in 1998, a medal awarded to eminent persons who have given very distinguished services to the community or who have rendered public or voluntary services of a very high degree of merit. After the resumption of sovereignty in 1997, Maria continues her devoted service to Hong Kong in positions such as member of the Board of the Airport Authority Hong Kong and member of the Advisory Committee on Corruption of the ICAC. In 2015, she was appointed Chairman of the Operations Review Committee of the ICAC. For service to the Mainland, she has been elected as a Hong Kong Deputy to the National People's Congress, later becoming the Convenor of the 36 Hong Kong Deputies and a Member of the Basic Law Committee for the Hong Kong SAR under the Standing Committee of the National People's Congress. She was conferred the Grand Bauhinia Medal (the highest award under the HKSAR honours and awards system to the selected few for their lifelong and highly significant contribution to the well-being of Hong Kong) on 1 July 2013.

Janice is a year 3 Bachelor of Laws student at the University of Hong Kong. She was awarded Multi-faceted Excellence Scholarship by the Home Affairs Bureau to sponsor her undergraduate studies. Janice has a keen interest in conducting legal research. She is appointed as the LexisNexis Student Ambassador. She initiated a research project on children's right to participate in NGOs in Hong Kong through HKU Social Justice Summer Internship Programme. She also conducted research on ethnic minority issues and family law through the Outreach Legal Talks Initiative and delivered legal talks to the elderly. Janice is active in organizing and participating in various community services. She is a member of the Hong Kong CPPCC Youth Association. She is appointed as the Executive Vice Secretary General of the Hong Kong Association of Outstanding Students. She is also the HKU Student Ambassador, HKU Equal Opportunities Student Ambassador, Director of Academic Activities of the Asian Law Students' Association Hong Kong and a member of the membership committee of the Sir Edward Youde Scholars Association. Janice Lee is appointed as Foundation Secretary in November 2021.

John Zhuang

John graduated from the University of Technology, Sydney with a Master of Law and Legal Practice. Prior to this, he also obtained a Master of Science from the University of Sydney, and pursued a Ph.D at the Australian National University. John was appointed as a Justice of the Peace in NSW in 1999. He was admitted as a solicitor and barrister of the Supreme Court of New South Wales, Australia in 2002. John has over 20 years of experience in immigration law practice. Over the years, he has assisted hundreds of entrepreneurs and senior business executives to migrate into Australia or to establish their business presence in Australia. John frequently represents clients at the Migration Review Tribunal, Administrative Appeal Tribunal and Federal Court for merit or judicial review of their visa applications or visa cancellations. Through his extensive immigration work, John has established a solid peer network and earnt a reputation as a leading immigration law advocate in the community. John's other areas of practice include civil litigation, commercial and property law. He also provides legal advice to both individuals and public listed companies concerning foreign investments, mergers and acquisitions in Australia. In addition to his legal practice, John was the founder of The Australian Chinese Times which is the only bilingual (Chinese and English) newspaper published in Australia. He was the CEO for this newspaper between 1996-2004 and successfully established joint publication programs between Beijing Daily, Qingdao Daily, Xiamen Daily and Sichuan Daily with The Australian Chinese Times in Australia. John also writes and delivers public speech on a wide range of legal topics. John was appointed as a visiting Professor at Fujian Normal University, China in 2009. John currently holds several advisory positions with public listed companies and community organizations in Australia and China. Notably, he is a member of the Executive Committee of Xiamen Overseas Friendship Association in China. He is also a legal advisor for Australia China Economics, Trade and Cultural Association.

Lawrence has been active in public and community service both in Hong Kong and in the Mainland China. In December 2015, the Shaoqing Returned Overseas Chinese Association appointed Lawrence as its Overseas Legal Advisor; and in November 2018, he was appointed Senior Advisor of the Zhongshan Returned Overseas Chinese Association Legal Advisory Committee.
