Jerry (Jay) McCargo - CEO, President

Jerry (Jay) McCargo is the President & CEO of ARServices, Limited (ARServices). He is a senior executive in government consulting with 30+ years' experience leading profit-and-loss business units and delivering $3+ billion in revenue. As President & CEO, Mr. McCargo provides overall executive leadership of ARServices - a highly credentialed, minority-owned, SBA Certified Small, Disadvantaged Business. His leadership drives the company's profitability and highest quality delivery across ARServices' three lines of business - business transformation services, integrated logistics services and research and development support services - supporting the Department of Defense, civilian federal government customers and industry teaming partners. Prior to leading ARServices, Mr. McCargo held executive leadership roles for other government consulting firms, including large, Fortune 500 businesses such as AT&T Government Solutions, Verizon Federal Systems and Unisys Federal Systems. Mr. McCargo has extensive experience leading the complete business profit-and-loss life cycle from customer contact through contract closeout and consulting stakeholders on topics related to strategic planning, business re-engineering initiatives, human capital management, resource management, and marketing. Some of Mr. McCargo's accomplishments include developing an integrated operations and marketing plan for $2 billion worldwide business unit that exceeded corporate targets and market growth rates for revenue and EBIT; creating a business unit that propelled sales from zero to $250 million; leading financial and technical performance of global contracts totaling $200+ million; leading an expansion into the Federal intelligence market and driving revenue from $38 million to $90+ million in two years. Under Mr. McCargo's leadership, ARServices has successfully graduated from the 8(a) program; won a transformational single-award Department of Defense contract of over $145 million; and achieved selection in the Inc. Magazine 5000 as one of the fastest growing companies in the U.S. for five consecutive years. Mr. McCargo's leadership acumen has been recognized by the U.S. Small Business Administration (SBA) and his fellow Emerging Leaders (EL) Alumni, earning him the position of Chairman on the SBA' s EL Alumni Business Collaborative Board. Mr. McCargo holds a Master's Degree in Business Administration from American University and a Bachelor's Degree in Political Science and English from the University of Rhode Island. He also holds professional certifications from the Wharton School of Business at the University of Pennsylvania, the Tuck School of Business at Dartmouth College, and George Washington University.

John Ratliff - CFO

John Ratliff is the Chief Financial Officer (CFO) at ARServices, Limited (ARServices). He is a senior executive in government service contracting with 34 years' experience designing financial, administrative, and operational systems, policies, and procedures, to provide structure, control, and stability in high-growth corporate environments. As CFO, Mr. Ratliff is responsible for all financial activities of the company and provides strategic financial analysis and operational recommendations as a member of the Executive Management team. The systems he has implemented and his innovative financial and cash management recommendations and solutions have been instrumental in the company's transition from the SBA 8(a) small disadvantaged business development program to a successful mid-sized Inc. 5000 Honor Roll corporation. Before joining ARServices, he worked for both for-profit and non-profit companies. Mr. Ratliff started his professional career at Diplomatic Language Services, a provider of language services to government agencies, where he proposed, financed, and implemented a diversification and expansion strategy that increased revenue by 600%. After this success, he positioned and prepared the company for sale, researched and selected an M&A firm, and negotiated the terms and conditions of the eventual sale agreement. Mr. Ratliff then served as the Vice President of Operations of Women in Community Service, a national social services non-profit, where he oversaw financial and administrative operations and provided strategic and financial planning that ensured programmatic outcomes and full cost recovery.

Pete Pflugrath - EVP

Pete Pflugrath is a senior leader with more than 30 years of public sector experience supporting defense, intelligence, space, federal law enforcement, and health & civilian missions across the federal government. Mr. Pflugrath has significant expertise in the development and strategy applied to client solutions. Prior to ARServices, Mr. Pflugrath was EVP of Markets & Growth for LMI where he was responsible for fostering customer and partner relationships, managing profit and loss, Mergers & Acquisitions, and acquiring new business by championing strategic plan, vision, and goals. In addition to his business operations expertise, his strength lies in developing and executing growth strategies. Mr. Pflugrath has extensive experience innovating for public sector mission and management priorities. Among his many accolades, Mr. Pflugrath is proud of established and managed the largest biometric and forensic laboratory for the FBI, setting up and operating the independent test center for the Defense Health Agency's electronic health record initiative, and the largest border security and humanitarian initiative for the Department of Homeland Security. For the Department of Defense, he has deployed supporting military operations as a logistics subject matter expert to include Operation Desert Storm (Saudi Arabia and Kuwait), Operation Restore Hope (Somalia), and Operation Enduring Freedom (Bosnia). Mr. Pflugrath holds a bachelor's degree in computer science from the College of William & Mary and a master's degree in software engineering from George Mason University. He served for many years as co-chair of the U.S. Geospatial Intelligence Foundation Technical Committee and is currently on the board of advisors to the University of California Berkeley Center for Security in Politics.

Sonya Moore

Sonya Moore is the Senior Human Resources (HR) Manager at ARServices, Limited (ARServices). She is a seasoned HR Professional in government service contracting with more than 25 years of expertise in HR planning, onboarding and induction (for CONUS and OCONUS operations), compliance training, rewards and recognition, communications and offboarding. In past organizations, Sonya has been instrumental in the development of affinity groups and mentoring programs that aided junior employees in career pathing. Some of these included a Women's Network, a Diversity, Engagement, Inclusion and Accessibility Network and a Mentoring Program, a program that she feels is one of her greatest accomplishments. Sonya's entire HR career has been in government contracting and she has worked in organizations that vary in size from 50 employees to 150,000 employees. Additionally, she has supported Sectors in some organizations that have over a thousand employees. Sonya has worked in various roles such as a Senior Human Resources Business Partner, Human Resources Manager and now, ARServices' Senior Human Resources Manager. Sonya has a Master's Degree in Human Resources Development, a Master's Degree in Human Resources Management (both from Marymount University) and a Bachelor's Degree in Business Administration with a specialty in Human Resources Management from the University of North Carolina at Chapel Hill. Sonya also holds a professional Employment Law for HR Certification.
