A select group of Naval Reserve Officers with years of experience in Disaster Rescue and Relief Operations (DRRO) embarked in the challenge of designing and developing the ultimate rescue boat that will address the many problems encountered during flood rescue operations. It must take into account key factors such as the unique Philippine conditions, the people, environment, weather, and resources among others. The rescue boat must conform to strict safety standards, military-grade durability, and near zero failure rate. It must be locally made utilizing the best Filipino craftsmen. Hence, a design study was made and a new rescue boat was conceived called Flood Rescue Operations Gear - Amphibious Pontoon Boat or FROG APB... The rescue boat must be designed based on actual requirement and needs acquired through years of experience in flood rescue...
