Anthony Carr - CTO

Anthony Carr graduated from Queen's University of Belfast in 2008, with a First-Class Honours Master's degree in Civil Engineering. Following graduation, Anthony joined Doran Consulting, having previously undertaken a year in industry and several summer placements within the company. Anthony became a Chartered Engineer in 2015 and was appointed to the post of Associate in 2016. Throughout his career, Anthony has developed a keen interest in sustainable development and has developed particular expertise in the design, modelling and implementation of large-scale earthworks schemes, road design and sustainable drainage systems (SuDS). Anthony works as a team leader within the infrastructure sector of the company, having gained valuable experience in a wide range of civil engineering projects including the development of harbours, airports, highways, hospitals, schools, waste management facilities, power transmission and Energy from Waste infrastructure.

Brian Green

Brian Green was educated at Foyle College, Coleraine Academical Institution and Queen's University Belfast. His early training was with Dr Doran and following a period away from Doran Consulting with a local authority, he returned to the company as a senior engineer and became a partner in 1972. Mr Green has been closely associated with the Northern Ireland Region of the Concrete Society having served as Regional Chairman from 1985 to 1987, National Vice President from 1987 to 1989 and National President of the Society for the 1994 to 1995 session. He has been a member of the local committee of the Institution of Civil Engineers and is a past Chairman of the Northern Ireland Branch of the Institution of Structural Engineers. From 1991 to 1993 he was Honorary Secretary of the Northern Ireland Group of the Association of Consulting Engineers and became Chairman of the Group in 1996. He is an occasional lecturer at the School of Civil Engineering, Queen's University Belfast, on the design of reinforced concrete and steel building structures.

Campbell Davis

Campbell Davis joined Doran Consulting in 1988 after completing a PhD and was appointed a Partner in 2003 (title updated to Director following the company's incorporation in 2005). He has in excess of 30 years' experience in a range of civil engineering disciplines with a focus on marine structures, bridges and river engineering. His areas of expertise include harbour and marine structures, coastal protection works, dredging, underwater inspections, condition inspections, structural and load capacity assessments, concrete repair & refurbishment, heavy civil & structural engineering in association with reinforced concrete and structural steel design, bridge assessment and design, river & canal engineering and Flood Risk Assessments. Campbell has acted as Project Director on a wide and varied range of major Marine & Port Infrastructure projects throughout the UK and Ireland including Belfast Harbour, Portrush, Kilkeel, Portavogie, Ardglass, Dublin Port, Wicklow, GreenPort Hull, Tilbury2 & Killybegs Donegal. Campbell has extensive experience in the inspection, assessment and refurbishment of existing bridges as well as the design of new bridges. He leads the company's Bridge Team which undertakes work throughout the UK and Ireland. The team are appointed to several bridge frameworks for Translink, Transport Infrastructure Ireland and numerous local Councils throughout Ireland.

Ciara Lappin

Ciara Lappin joined Doran Consulting in 1999 and was appointed to the post of Technical Director in 2016. She has over 20 years' experience in a range of civil engineering and public health projects. Her areas of expertise include infrastructure, harbour development, environmental improvement schemes & public realm works, leisure and sports projects including mountain bike and walking trails and water & wastewater treatment. Ciara is an NEC3/4 Project Manager and is an Advanced Accredited NEC4 Contracts Manager. Ciara has project managed large scale industrial harbour and commercial projects across both Northern Ireland and England and has extensive experience in the design and build of water and wastewater treatment works and sewerage schemes for NI Water. In addition to providing a range of civil engineering services to clients, Ciara has also lectured on civil engineering contract matters at Queen's University Belfast.

Colin Maxwell

Colin Maxwell was educated at Sullivan Upper, Holywood and Queen's University Belfast. He joined Doran Consulting in 1977, was appointed to the post of Associate in 1986 and as a Partner in 1993. Mr Maxwell has been an Honorary Secretary of the Northern Ireland Branch of the Institution of Structural Engineers. He has designed a wide range of building structures including factories, office blocks, schools and hospitals. He has a particular interest in the application of computers to structural analysis and has presented a paper on the structural design of Antrim Area Hospital. Mr Maxwell also has considerable experience of project management and of working in multi-disciplinary teams and formerly led the company's CDM Co-ordination Services which provides requisite services to clients in accordance with the CDM Regulations.

David Walker

David Walker joined Doran Consulting in 1983, was appointed a Partner in 1999 (title updated to Director following the company's incorporation in 2005) and became Managing Director in 2011. He has over 30 years' experience in a range of civil engineering areas of expertise including infrastructure, harbour and coastal development and protection, industrial sites, residential development (public and private), water and waste water treatment, leisure and sports projects (including playing fields) and landfill containment. Within the company, he was involved in several landmark industrial projects at Belfast Harbour including the construction of a wind turbine assembly facility, quay wall, deep water berths and a ferry terminal. He also provided various services on an ongoing basis for over 30 years in relation to the three of Northern Ireland's chief fishing ports at Ardglass, Kilkeel and Portavogie. In addition to providing a range of civil engineering services to clients, David is an honorary treasurer and Past Chairman of the Concrete Society (NI Region).

Ian Long

Ian Long joined Doran Consulting in 1987 and was appointed a Partner in 2001 (title updated to Director following the company's incorporation in 2005) and became Managing Director in 2017. He has over 30 years' experience in a range of structural engineering areas of expertise including the design and construction of various reinforced concrete and steelwork structures including hospitals, schools, power stations and a range of other industrial and commercial developments. He also oversees projects involving the restoration and structural refurbishments of historic buildings. In recent years Ian has acted as Project Director on many award winning civic structures, including the Bernard Crossland Building (QUB), Omagh Hospital and Primary Care Centre and Chichester Free School. Ian has also been involved in the redevelopment and refurbishment of a range of iconic local churches and other historic buildings. Ian has extensive experience in the healthcare sector having been Project Director for work at several important local acute hospitals and primary healthcare facilities, including Altnagelvin, Craigavon Area Hospital and Omagh Hospital and Primary Care Centre. In addition to providing a range of structural engineering services to clients, Ian is a Past Chairman of the Institution of Civil Engineers (NI Region).

Jeff Meeke

Lynda Martin

Job Titles:

Lynda Martin joined Doran Consulting in 1991 and was appointed a Partner in 2003 (title updated to Director following the company's incorporation in 2005). Prior to joining the company, Lynda was a postgraduate research assistant at the University of Ulster specialising in shipping navigation channels, where she gained a DPhil in 1987. She continued her work at UU studying compound river channels until joining Doran's in 1991. Lynda has 30 years' experience in the management of water and heads the company's Public Health Team. Clients benefit from her expertise in a wide range of water management issues including potable and wastewater treatment, water supply, storm and foul drainage computational hydraulic modelling and appraisal studies. Under Lynda's management, the company's Public Health Team has become one of the leading practices in the region with extensive experience in wastewater treatment, having worked on over 100 schemes at over 20 key sites across Northern Ireland. The team was recently appointed to the Northern Ireland Water Professional Services Support Framework. In addition to providing a range of water management services to clients, Lynda sits on the Board of Construction Industry Council and is the Director responsible for the company's British Standards Institute certificated Integrated Management System.

Jeff Meeke joined Doran Consulting in 2000 and was appointed to the post of Technical Director in 2023. He has over 20 years of experience in the design and project management of public health projects and a range of civil engineering disciplines including infrastructure, sports pitches and harbour development. Within the Public Health Team Jeff has worked extensively on a range of projects including potable water treatment and distribution, wastewater treatment and sewerage systems. He has produced a range of feasibility studies and taken capital projects for public sector clients through design, procurement, and construction delivery. In addition, Jeff has been extensively involved in a range of Design & Build commissions with contractors. Jeff has recently been responsible for managing frameworks for the delivery of both Outline and Detail design work for an extensive range of upgrades to wastewater treatment works projects throughout the UK and Ireland.

Michael Nelson

Michael Nelson joined Doran Consulting in 1994 and was appointed a Director in 2012. He has over 20 years' experience in a range of structural engineering areas of expertise including the design and construction of facilities in various sectors including education, health, industrial and commercial. He has also been involved in a large number of design and build and partnering commissions both in the private and public sectors throughout the UK. Michael is a leading structural engineer in the energy sector and has particular niche expertise in High Voltage Direct Current (HVDC) transmission links, having overseen several related projects. Michael also has extensive experience in the design of airport facilities having been involved in major alteration, extension and refurbishment works of several key airports across Northern Ireland and Great Britain. In addition to his extensive design and energy experience, Michael is also the company's Health & Safety Director and Director in charge of Construction Design & Management Services (CDM) overseeing a team of chartered CDM Advisors providing Principal Designer services with a substantial portfolio of work in a range of commercial, marine, and aviation locations. In addition to providing a range of structural engineering services to clients, Michael is a past Honorary CPD Officer for the Institution of Structural Engineers (NI Region).

Paul Keown

Paul Keown joined Doran Consulting in 1999 and was appointed a Director in 2014. He has nearly 20 years' experience in a wide range of structural engineering projects, including extensive experience in basements and multi-storey construction, utilising a range of construction materials. His areas of expertise include retail, residential, office developments, hotels and heavy industrial work. In recent years, Paul has gained expertise in providing structural design advice in the area of waste handling, recycling and waste to energy facilities across the UK. He has also been extensively involved in a number of prestigious retail and commercial developments across the UK including shopping centres with related facilities such as car parking and a range of hotels. In addition to providing structural engineering services to clients, Paul participates in the wider engineering community and has produced a number of award winning technical papers on projects in which he has been involved, including the Bar Library development and Albert Clock Tower stabilisation.

Roger Knipe - CTO

Roger Knipe joined Doran Consulting in 2016, became an Associate in 2018 and was promoted to Technical Director in 2023. Roger works closely with clients, other designers and contractors to ensure that projects are delivered to the highest possible standard and has extensive experience in commercial buildings, industrial and process structures, transportation structures and education projects. Recent high-profile projects where Roger has led the structural and civil engineering design include the City Quays 3 office development in Belfast Harbour, Rookery South Energy from Waste plant, the new Armagh campus of the Southern Regional College and the new Belfast Grand Central Station. Roger has had a long-standing involvement with the Institution of Structural Engineers and has served as chair of their Young Members Panel, a member of the Council and Treasurer of the Northern Ireland Regional Group.

Stephen Lockwood

Stephen Lockwood was educated at Bangor Grammar School and Queen's University Belfast. His initial training was with consulting engineers and contractors in South Africa, specialising in the design and construction of heavy civil and structural engineering work related to cement factories and power stations. He joined Doran Consulting in 1986, was appointed to the post of Associate in 1989 and as a Partner in 1993. Mr Lockwood served as Honorary Secretary of the Northern Ireland Branch of the Institution of Highways & Transportation and has presented papers on Bridge Assessment, Bearing Replacement and Bridge Foundations. Within the company, he designed and supervised a number of major building projects including schools, office blocks and structural steel support structures for heavy pressure vessels in power stations, notably Sizewell B Nuclear Power Station in England. Bridge works in which Mr Lockwood has been involved have included the suspension footbridge at Bearney in Sion Mills, the Eastern Approach Bridges in Belfast, Swann's Bridge in Limavady and numerous bridge assessment and repair contracts.
