Ashley Retsinas

Ashley serves as the Assistant Director of Business & Finance and serves as the State Comptroller. Ashley oversees the General Accounting Office, ADOA Budget and Accounting groups, and the School Facilities Oversight Board. Ashley joined ADOA in September 2019 and assisted DBF with Deputy Comptroller duties. Prior to coming to ADOA, Ashley worked as a Business Administrator at the Arizona Department of Corrections where she managed and oversaw the budget and operations of the Administrative Services Division. In addition to her degrees in Accounting and Management, she holds a Master of Business Administration degree from the University of Phoenix. Ashley is a Trustee of the Arizona State Retirement Board and is a proud resident of downtown Phoenix.

Callie Kozlak Tyler

Callie Kozlak Tyler is the Assistant Director for the School Facilities Division at the Arizona Department of Administration, which oversees the capital needs of K-12 school districts and administers funding for building renewal. Prior to joining ADOA, Callie served on the executive leadership team at the Arizona Department of Education for four years, first as the Associate Superintendent for Policy & Government Relations, managing the agency's public policy development and implementation of federal COVID recovery legislation, and later as the Chief of Staff. Prior to ADE, Callie worked as the Field Campaign Manager for Education Policy at UnidosUS and served as public policy fellow at the US Department of Education in the Office of the Secretary. She received her B.A. from Boston College and her Masters in Education from George Mason University while teaching first grade in Washington, DC. Callie now calls Central Phoenix home, where she lives with her husband John. She enjoys hiking, kayaking, and exploring all the amazing state of Arizona has to offer.

David Steuber

David Steuber serves as the State Procurement Administrator and Assistant Director of the State Procurement Office for the Arizona Department of Administration. David is the State's central procurement authority and is responsible for the authorization, oversight, and management of the contracting and purchasing activities of the State. Prior to joining ADOA, David served as the Chief Procurement Officer of the Arizona Department of Economic Security, the State's largest agency. Prior to that he served in multiple roles leading and performing business, financial, and operations functions of various Arizona Department of Economic Security divisions. David holds a Bachelor's degree in Business Administration from Trinity University in San Antonio, Texas and lives in Phoenix with his wife and three young children.

Elizabeth Alvarado-Thorson

Elizabeth Alvarado-Thorson serves as Cabinet Executive Officer and Executive Deputy Director for the Arizona Department of Administration. Prior to this role, she served as Deputy Director for the agency since 2018 and also served as the Assistant Director for Human Resources, overseeing the state's personnel system of more than 32,000 employees. A proud Arizona native, she has more than 30 years of private and public sector experience in strategic and operational leadership. Elizabeth holds a degree in Political Science from ASU and is a 2017 Flinn Brown Civic Leadership Academy Fellow.

J.R. Sloan

J.R. Sloan joined the State of Arizona in 2013 after working in the technology industry for over 20 years in operational and executive-level roles in both private and public organizations. As State CIO, J.R. oversees technology innovation, IT governance, policies, and standards, as well as the delivery and operations of enterprise IT services and programs for ASET. He also serves as Chairman of the State of Arizona Information Technology Authorization Committee (ITAC) which approves and monitors high-cost technology projects statewide. Focused on digital transformation for the state, J.R. spearheads projects that make a significant difference for Arizona. He led the creation and implementation of Arizona's Cloud-First Policy which has resulted in the closure of 90 on-premise data centers and the successful migration of over 2,900 applications and has generated more than $10.8 million in recurring cost savings/avoidance. He standardized the development and security for over 130 state agency websites which have increased the number of online services available to Arizonans by 250% in a two-year period and has brought process efficiencies as much as 15x. Completing the rollout of Google Workspace as the enterprise email and calendaring solution to 86 executive branch agencies (40,000+ mailboxes) and now driving the ongoing adoption of the full collaboration capabilities. He also serves as an executive sponsor for key IT initiatives driven by ADOA like Business One Stop and HRIS Modernization.

Jessica Klein

Jessica Klein serves as the ADOA General Counsel and Chair of the Governor's Regulatory Review Council. Jessica was the Deputy Assistant Director for Compliance, Deputy State Procurement Administrator, and Procurement Counsel within ADOA's State Procurement Office from 2021 to 2024. Before this, Jessica served as an Assistant Attorney General in the Agency Counsel Section, State Government Division, of the Arizona Attorney General's Office (AGO) for almost five years, representing state agencies and chairing the Contracts and Procurement Committee. In this role, Jessica received the 2017 AGO's Rising Star award for the State Government Division. Prior to state service, Jessica worked at Sidley Austin LLP, New York, NY, for six years in their Securities & Derivatives Enforcement and Regulatory Practice. Jessica earned her law degree (juris doctor) from Columbia University School of Law in New York, NY, and has two degrees from the London School of Economics, London, UK (Bachelor of Science with honors in Government and Master of Science with honors in Comparative Politics).

Keith Johnson

Keith Johnson serves as the Assistant Director of Risk Management within the Arizona Department of Administration. Keith has been with ADOA Risk Management since 2018 managing both the claims unit and the insurance unit before being promoted to State Risk Manager. Bringing more than 30 years of experience in the Property and Casualty Insurance industry to the state, Keith specializes in claims administration and management, risk management, project management, and contract management and negotiations. Keith has been a resident of Arizona for the past 50 years and is a graduate of Northern Arizona University with a Bachelor of Science in Business Administration, in addition to an Associate in Claims.

Megan Rose

Megan Rose serves as the Director of Statewide Communications for the Arizona Department of Administration. Megan oversees communications both internally to ADOA and externally to the state's workforce. Prior to joining the State, Megan worked for 16 years at a public relations firm in Phoenix. She is the recipient of one Silver Anvil award, three Copper Anvil awards, and ten Phoenix Merit awards. Megan earned her Bachelor's degree in Communications with a minor in Journalism and Urban Studies from the University of Arizona. Megan and her husband Scott live in Laveen with their four children.

Michael Wisehart

Michael Wisehart serves as the State Comptroller and one of ADOA's Deputy Directors overseeing the IT, Accounting, Budget and School Facilities Divisions. He previously was the Director of the Arizona Department of Economic Security, the State's largest agency and has more than 20 years of experience overseeing human services programs. Michael is a strong problem-solver, collaborative leader and is a champion for process improvement and staff development. A native Arizonan, he has both an MBA and a Bachelor of Science degree in Economics from Arizona State University, and he is the proud father of two amazing boys.

Nicole Sornsin

Nicole serves as the Assistant Director for the Human Resources Division. Prior to this role, she was ADOA's General Counsel and Chair of the Governor's Regulatory Review Council for six years. Nicole's state service began in 2017, serving as Chief Legal Counsel and head of the Legal Department and Recovery Fund at the Arizona Registrar of Contractors. Prior to joining the state, she spent nearly a decade working as a business litigator at the law firm of Snell & Wilmer, LLP, in Phoenix, where her practice focused on, among other areas, general business torts, construction, financial services, employment discrimination, consumer fraud, unfair competition, and complex contract-related disputes. She earned her Bachelor's degree in Journalism and Mass Communication from Arizona State University and her law degree in 2009 from William & Mary Law School in Williamsburg, Virginia. She was recognized as a Southwest Super Lawyers "Rising Star" in the area of Business Litigation for 2014-2017 and was a finalist for the 2023 Arizona Corporate Counsel Awards.

Nola Barnes

Nola Barnes serves as the Assistant Director of the General Services Division for the Arizona Department of Administration. Nola is responsible for facilities operations and maintenance, tenant services, real estate, capital outlay planning, construction project management and compliance, physical security, and surplus property. Nola has been with ADOA for 16 years and previously worked at the Arizona Department of Economic Security for 14 years. Nola holds a Bachelor's degree in Business Administration and lives in Phoenix with her husband, Tom.

Paul Shannon

Paul Shannon serves as the Director of the Benefit Services Division for the Arizona Department of Administration. Paul has direct oversight and responsibility for administering the benefits insurance programs for State employees, State University employees, and retirees. Paul has more than 30 years of experience with government programs, ranging from the Joint Legislative Budget Committee to the U.S. Peace Corps. Paul earned his Bachelor's degree in Business Administration and Master's degree in Applied Sociology from Northern Arizona University.

Ray Di Ciccio

Ray Di Ciccio was officially announced as Deputy Director of the Arizona Department of Administration on June 1, 2019. Previously he served as Director of the Risk Management Division for the Arizona Department of Administration, which included: statewide management responsibility for property, liability, and workers' compensation claims management, loss prevention, environmental remediation, risk financing, excess insurance, and occupational health. Prior to serving as State Risk Manager, Ray was the State Risk Management Finance and Insurance Manager. Outside of State service, Ray's experience included: Audit Management, Finance, Financial Statement Consolidation, and SEC reporting. Ray is a Trustee of The Maricopa County Self-Insured Risk Trust Fund. Ray earned a Bachelor's degree in Accounting from Arizona State University and subsequently achieved a Certified Public Accountant designation. He and his wife Hollie live in Gilbert.

Sean Price

Sean Price serves as one of ADOA's Deputy Directors overseeing the General Services Division, the Office of Continuous Improvement and the State Procurement Office. Sean has worked for the State of Arizona for more than 10 years in a number of leadership positions, including Assistant Director of Taxpayer Services for the Arizona Department of Revenue, Deputy Director of Programs with the Arizona Department of Economic Security, Deputy Chief of Operations for the Governor Ducey Administration and Veteran Programs Administrator with the Arizona Department of Veterans' Services. Sean holds a Master's Degree in Public Administration, with a focus on Urban Management as well as a Bachelor's Degree in Political Science. In addition, Sean is a Flinn Fellow from the Flinn Brown Leadership Academy. In his down time Sean enjoys gardening, hunting and spending time with his wife, two children and dogs.
