As Senior Vice President, Chief Financial and Administrative Officer and Treasurer, Mr. Sladic is responsible for all of the financial, operating, and administrative activities within the corporation. He also serves as the trustee of the Noblis pension plan.
Mr. Sladic has 29 years of experience in government contracting and financial systems where he has worked across various financial areas to ensure Noblis long-term fiscal stability. Since joining Noblis in 1996, he has held multiple positions in the finance organization and has adapted to the growing complexities within government compliance. He has played a pivotal role in each of the merger and acquisitions executed over the years by Noblis.

Jordin Cohen, Ph.D. Vice President, Homeland Security Mission Area As the Vice President of Noblis' Homeland Security Mission Area, Jordin Cohen brings an extensive background with civil service, consulting and analytical experience in the federal sector, focused on the homeland security communities.
Jordin Cohen, Ph.D., serves as the Vice President of Noblis' Homeland Security Mission Area. He brings an extensive background with civil service, consulting, and analytical experience in the federal sector, focused on the defense, intelligence and homeland security communities. He has over 30 years of experience in academia, government, and the professional services industry, supporting strategic issues including homeland defense, counterterrorism, and cyber security. His experience includes the areas of cyber security, national security policy, homeland security policy, critical infrastructure analysis and protection, business administration including financial management, communication, business policy, and strategic management.
Prior to joining Noblis, Dr. Cohen was a Director in Deloitte & Touche's Technology Risk Practice and Principal at Booz Allen Hamilton Analytics and Security Mission Area. He was an Assistant Professor of International Relations and Foreign Policy and Scholar-in-Residence at American University's School of International Service and served the Defense Department and Intelligence Community in several strategic positions.
Dr. Cohen is the recipient of numerous awards and commendations including the Department of the Navy Meritorious Civilian Service Medal, the DoD Special Activity Award, and a DHS Letter of Commendation, as well as a Doctoral Dissertation Grant from the National Science Foundation. He was also a non-resident Senior Fellow at George Washington University Center for Cyber and Homeland Security.
He holds a Doctor of Philosophy in Political Science from the University of Colorado at Boulder, a Master of Arts in International Affairs from American University, and a Bachelor of Arts in Government from Oberlin College.

As general counsel, secretary, and chief ethics and compliance officer, Mrs. McGinley is responsible for all legal matters, ethics matters, and corporate secretary duties within Noblis. This includes corporate governance, corporate transactions, tax compliance, intellectual property, litigation management, employment issues, and real estate.
Mrs. McGinley joined Noblis in 2012 as deputy general counsel and deputy compliance officer. In this role, she also helped manage and oversee the Noblis ethics and compliance programs including conducting training and investigations.
Prior to working at Noblis, Mrs. McGinley was associate general counsel for the U.S. operations of one of the world's largest aerospace and defense contractors, where she was responsible for all U.S. mergers and acquisitions activity in addition to managing legal issues related to employment and employee benefits, real estate, and government and commercial contracting.
Mrs. McGinley worked for several national and international law firms in the private practice of corporate law prior to going in-house.
Mrs. McGinley received her J.D. from the University of Virginia School of Law and graduated magna cum laude from the Honors College of the University of South Carolina with a degree in international studies and economics. She is a member of the Virginia and District of Columbia Bars.

Mark Lay is vice president and chief information officer (CIO) of Noblis, a non-profit science and technology organization that serves the federal government. In this role, he sets and leads all areas of Noblis' information technology strategy and implementation to maintain a secure and resilient infrastructure and deliver innovative services that evolve and scale with the company and customer missions.
Prior to this role, Lay served as Noblis' deputy CIO and Solution Delivery Organization lead. During his 19-year tenure with the company, he has held several leadership roles and directed multiple transformational initiatives, including integrating multiple complex systems, earning FedRAMP authorization for Noblis' platform- and cyber-as-a-service solution and accelerating value-driven technology solutions to customers. He is a two-time recipient of the company's President's Award for outstanding contributions to the corporate mission.
Before Noblis, Lay held technology leadership positions at AMS and Aspen Systems. He has extensive experience in both the private and public sectors and a strong focus on mentoring future leaders. He holds a B.S. in Computer Science from the University of Virginia School of Engineering and Applied Sciences and currently serves as a Board Member for the Fairfax County Government, Information Technology Policy Advisory Committee.

Matt Salter is vice president and Chief Growth Officer (CGO) for Noblis, a leading provider of science, technology and strategy services to the federal government. In this role, he leads the company's corporate growth strategy across the defense, intelligence and civilian markets and drives the enterprise integration and execution of organic and inorganic growth, ventures, marketing and communications, business development operations and business intelligence services to achieve strategic growth goals. With a focus on strengthening and maintaining the corporate growth culture, Salter also ensures that the company has the business development capacity, capabilities and knowledge to compete and win.
In his previous role, Salter served as vice president of Business Development for the company and its Federal Civil sector where he led the development and execution of account-level growth in aerospace, transportation, citizen services and healthcare domains. Across the civilian portfolio, Salter developed and managed a cross functional team of business developers, capture managers, solution architects, proposal content developers and writers to achieve mission area and account pipeline actionability metrics, win rates and revenue targets.
Throughout his tenure at Noblis, Salter has applied discipline and rigor to Noblis' business development lifecycle while mentoring next-generation account and business development leaders. He brings more than 20 years of experience in sales and 15 years in the GovCon marketplace serving an extensive portfolio and customer missions.
Salter earned a bachelor's degree from George Mason University and serves on the Food for Others Board.

Mr. Jacques serves as the Vice President of Noblis' Intelligence and Law Enforcement Mission Area, responsible for the overall direction of the company's mission in the intelligence, national security and law enforcement sectors of government. Mr. Jacques has over 20 years of experience leading transformational initiatives ranging from technology modernization to organizational performance and growth strategies. Mr. Jacques specializes in operational aspects of business optimization to include strategy development, change management, technology transformation, organizational process improvement, contract and program management and human capital strategies.
Prior to joining Noblis, Mr. Jacques was a Director of Intel Capture for Belcan and a Principal at Booz Allen Hamilton, leading the Consulting practice across several Intelligence Community agencies. Over the course of his career, several programs either led or supported by Mr. Jacques have been recognized for excellence in delivery through organizational/agency and Director of National Intelligence excellence awards.
He holds a Masters in Information Systems from Johns Hopkins University Carey School of Business and a Bachelor of Arts in Geography from the University of Mary Washington.
