Gary Sladic

Jordin Cohen, Ph.D., serves as the Vice President of Noblis' Homeland Security Mission Area. He brings an extensive background with civil service, consulting, and analytical experience in the federal sector, focused on the defense, intelligence and homeland security communities. He has over 30 years of experience in academia, government, and the professional services industry, supporting strategic issues including homeland defense, counterterrorism, and cyber security. His experience includes the areas of cyber security, national security policy, homeland security policy, critical infrastructure analysis and protection, business administration including financial management, communication, business policy, and strategic management. Prior to joining Noblis, Dr. Cohen was a Director in Deloitte & Touche's Technology Risk Practice and Principal at Booz Allen Hamilton Analytics and Security Mission Area. He was an Assistant Professor of International Relations and Foreign Policy and Scholar-in-Residence at American University's School of International Service and served the Defense Department and Intelligence Community in several strategic positions. Dr. Cohen is the recipient of numerous awards and commendations including the Department of the Navy Meritorious Civilian Service Medal, the DoD Special Activity Award, and a DHS Letter of Commendation, as well as a Doctoral Dissertation Grant from the National Science Foundation. He was also a non-resident Senior Fellow at George Washington University Center for Cyber and Homeland Security. He holds a Doctor of Philosophy in Political Science from the University of Colorado at Boulder, a Master of Arts in International Affairs from American University, and a Bachelor of Arts in Government from Oberlin College.

Mrs. McGinley joined Noblis in 2012 as deputy general counsel and deputy compliance officer. In this role, she also helped manage and oversee the Noblis ethics and compliance programs including conducting training and investigations. Prior to working at Noblis, Mrs. McGinley was associate general counsel for the U.S. operations of one of the world's largest aerospace and defense contractors, where she was responsible for all U.S. mergers and acquisitions activity in addition to managing legal issues related to employment and employee benefits, real estate, and government and commercial contracting. Mrs. McGinley worked for several national and international law firms in the private practice of corporate law prior to going in-house. Mrs. McGinley received her J.D. from the University of Virginia School of Law and graduated magna cum laude from the Honors College of the University of South Carolina with a degree in international studies and economics. She is a member of the Virginia and District of Columbia Bars. Mark Lay is vice president and chief information officer (CIO) of Noblis, a non-profit science and technology organization that serves the federal government. Prior to this role, Lay served as Noblis' deputy CIO and Solution Delivery Organization lead. During his 19-year tenure with the company, he has held several leadership roles and directed multiple transformational initiatives, including integrating multiple complex systems, earning FedRAMP authorization for Noblis' platform- and cyber-as-a-service solution and accelerating value-driven technology solutions to customers. He has extensive experience in both the private and public sectors and a strong focus on mentoring future leaders.
