Amanda M. Navarro

Amanda M. Navarro is an accomplished senior leader who has worked at the intersection of racial justice and health equity for almost 25 years. As executive director of Convergence Partnership, Amanda leads the national funder collaborative's efforts to amplify the leadership of people of color and shift power structures within philanthropy and government toward racial justice and health equity. Amanda helped guide and manage the Partnership for 13 years inside PolicyLink, where she served as Chief Impact Officer, to accelerate the organization's impact strategy. During her time at PolicyLink, Amanda worked closely with philanthropic institutions and government agencies at the local, regional, and national levels to increase investments and sharpen grantmaking strategies that deliver equitable results for low-income people and communities of color, as well as trained hundreds of diverse leaders and groups across the country on a range of strategies to advance racial and health equity. Amy Liu

Amy Liu is Interim President of the Brookings Institution. Amy most recently served as Vice President and Director of the Metropolitan Policy Program at Brookings and the Adeline M. and Alfred I. Johnson Chair in Urban and Metropolitan Policy. She is a national expert on cities and metropolitan areas, adept at translating research and insights into action on the ground. As director of the Metropolitan Policy Program, which Amy co-founded in 1996, she pioneered the program's signature approach to state and local engagements, which uses rigorous research to inform strategies for economic growth and opportunity. Amy has worked directly on such strategies with scores of public-, private-, and philanthropic-sector leaders in regions around the country, including Chicago, Detroit, Louisville, San Diego, and Birmingham. She also has extensive experience working with states and the federal government to develop policies and strategies to support cities and metropolitan areas. In 2013, Amy served as a special advisor to the U.S. Secretary of Commerce, guiding policy priorities related to trade, innovation, and data. Prior to her work at Brookings, she was Special Assistant to HUD Secretary Henry Cisneros and staffed the U.S. Senate Banking Committee's subcommittee on housing and urban affairs. Ana Lucía Raubitschek

Ana Lucía has a background in public health and community-centered monitoring and evaluation. She has a deep commitment to advancing health equity, especially in marginalized communities around the world. Before joining Equal Measure, Ana Lucía served as an evaluation lead for the Marshall University Center of Excellence for Recovery. She partnered with a range of community organizations to analyze the effects of social determinants of health on employment and recovery of people living with substance use disorders in southern West Virginia. Ana Lucía also has years of experience working in Peru at community health offices and clinics, leading research projects and developing local initiatives in the areas of disability health, social inclusion, and preventative health education. She enjoys using a participatory approach, working alongside communities to improve health outcomes and drive social change.

Anna Jungclaus - CFO

Anna has a background as a CPA in both the for-profit and nonprofit worlds. She has more than 25 years of experience in auditing, finance, and treasury aspects of accounting. As part of Equal Measure's executive team, Anna has been integral to Equal Measure's strategic planning and forecasting, using her financial skills to inform organizational strategy regarding the maintenance of fiscal health within the organization. She also maintains successful fiscal partnerships in the Philadelphia area. Other responsibilities include management of Equal Measure's financial and human resource systems (payroll, benefits, tax filings, etc.) and of a growing finance, administrative, and IT team. Included within these areas are: planning and managing the annual audit, communicating key financial information to the Board, and overseeing internal accounting systems as well as all client financial reporting and billing. Prior to joining Equal Measure in 2011, Anna supported the organization as a consultant through Your Part-Time Controller, LLC. As a YPTC manager, Anna managed nonprofit clients in Philadelphia and Washington, D.C., and helped to manage and grow YPTC's D.C. office. She started her career at Price Waterhouse and worked in the airline, coal/oil/gas, and chemical industries over the years.

Chantel Rush

Chantel Rush is managing director of The Kresge Foundation's American Cities Program. Craig Howard

Craig Howard has more than 25 years of nonprofit experience, most of them in workforce and community economic development, designing and implementing replicable programs that create jobs and opportunities for disadvantaged people in the U.S. and abroad. Until his retirement, he served as a program director for the John D. and Catherine T. MacArthur Foundation. Prior to joining the MacArthur Foundation, Craig was vice president and co-director of the Low Wage Worker and Communities unit of MDRC. He also served as a senior program director for the James Irvine Foundation, a planner with the National Economic Development and Law Center, and a program officer at the Ford Foundation-first in the Office for Eastern and Southern Africa in Nairobi, Kenya, and later in the Urban Poverty Program in the Foundation's New York office. Dr. Lisa Fitzpatrick

Giselle Saleet

Giselle has a background in mixed-method evaluations, with a focus in quantitative and qualitative data collection, data analysis, data management, and data visualization. Her work has focused on educational research and program evaluations that impact Philadelphia's youth. At Equal Measure, Giselle works on projects that draw upon her expertise in Philadelphia, including the Fund for the School District of Philadelphia and the City of Philadelphia Anti-Violence Community Partnership. She also contributes to projects that inform the national efforts of Playworks and the Aspen Forum for Community Solutions' Opportunity Youth Forum, where she develops and co-leads interviews and focus groups, conducts quantitative and qualitative analyses, supports IRB submissions, and implements tools for project workstreams. Prior to joining Equal Measure, Giselle was an analyst for the School District of Philadelphia (SDP). In that role she worked on various mixed-method evaluations of early literacy, school climate, and college and career initiatives; designed and managed quantitative and qualitative data collection systems; and provided recommendations to SDP program offices for effective implementation. Her work in educational research is heavily influenced by her previous role as a Community Schools Site Director, managing school partnerships between the University of Pennsylvania and West Philadelphia high schools.

James Liou

James brings 15 years of classroom teaching and district-level education leadership to Equal Measure, as well as experience leading and advising evidence-based philanthropic program design, grantmaking, and evaluation in support of communities, families, and students. As a former National Board-certified educator, James is an ardent advocate for investing in-and strengthening-our systems of public education, and for keeping students, their families, and the wisdom of professional teachers at the center of the work. At Equal Measure, James directs regional and national projects, including an evaluation of the Aspen Institute's Justice and Governance Partnership within its Criminal Justice Reform Initiative; the design, implementation, and evaluation of a youth research advisory group for the Annie E. Casey Foundation; and a learning and evaluation partnership with PolicyLink. James also leads a strategy and evaluation engagement for the Fund for the School District of Philadelphia (SDP), and an evaluation with Playworks, a national nonprofit partner with SDP. Prior to joining Equal Measure, James was a senior consultant at a national education consulting firm, where he led strategy and operations for a portfolio focused on building strong nonprofit organizations and effective grantmaking programs in partnership with national philanthropies, nonprofits, and state and local education agencies. He also worked as a program officer at a family foundation in Philadelphia, where he developed and led a K-12 grantmaking portfolio. Growing to more than $400 million in assets under management, the fund focused on capital structure allocation mostly on the credit side, but strategically within convertible and equity vehicles, and with components of the portfolio comprised of directional long, capital structure arbitrage, and directional debt and equity short positions. Jason is the founder of Greener Partners, a 501(c)(3) not-for-profit organization with a mission of connecting communities to healthy food, vibrant farms, and hands-on education experiences within the Greater Philadelphia region. The organization has grown from a half-acre garden engaging 200 children with a group of volunteers in 2009, to four regional sites encompassing over 125 acres, including an urban-based farm, hospital-based farm, school-based farm, and two mobile truck gardens that together engage over 15,000 children annually. Kelly Sloane

Kelly brings to Equal Measure more than 15 years of experience as a researcher with expertise in race, ethnicity, class, place, and opportunity. She has a broad background in qualitative and mixed-methods research design for exploratory, implementation, and outcomes research and evaluation. At Equal Measure, Kelly leads an evaluation of Lumina Foundation's Prioritizing Adult Community College Enrollment (PACCE), an initiative that seeks to scale innovative practices to enroll adult learners-particularly adult learners of color-in participating community colleges. She also supports an evaluation for the City of Philadelphia's Anti-Violence Community Partnership Grant Program. Before Equal Measure, Kelly led or co-led research and evaluations of place-based interventions, including Say Yes to Education, Cleveland; the Philadelphia Community Schools initiative; and several pilots funded by the United Way of Greater Philadelphia and Southern New Jersey. Most recently, Kelly conducted a research project that privileged the perspective of Black nonprofit leaders and offered recommendations for Philadelphia's regional funders about how they can best support Black-led and Black-serving nonprofit organizations. Lyneir Richardson

Lyneir Richardson is the executive director of The Center for Urban Entrepreneurship and Economic Development (CUEED), a research and practitioner-oriented center at Rutgers Business School in Newark, NJ. Lyneir also teaches an MBA course in Urban Entrepreneurship and Economic Development and serves as faculty advisor to students consulting with small business owners on strategic projects. Lyneir is the former chief executive officer of Brick City Development Corporation, where he had overall responsibility for real estate development, small business services, and business attraction in Newark, NJ. Matthew Closter

Matt brings to Equal Measure more than 10 years' experience in fields such as community development, cradle-to-career educational pipelines, STEM, arts education, and population health-and has worked with organizations in the Philadelphia region and nationally. He has also led educational research initiatives in urban communities, with an emphasis on planning, stakeholder engagement, and implementation. At Equal Measure, Matt serves as a core team member for the partnership on the NSF INCLUDES Coordination Hub, a national initiative to broaden participation of underserved youth in STEM education and careers. He also works on the Bill & Melinda Gates Foundation's Digital Learning Infrastructure initiative and an evaluation of the City of Philadelphia's Anti-Violence Community Expansion Grant Program, part of a historic investment from the city to reduce gun violence. Matt has also lent his expertise to the Florida Consortium of Metropolitan Universities, the Bill & Melinda Gates Foundation's P-16 and Equitable Futures initiatives, and a Pew Charitable Trusts initiative to improve college access and success for Hispanic immigrants, among other projects. Prior to joining Equal Measure, Matt served as the senior research associate at the Rutgers-Camden Community Leadership Center, where he researched the effectiveness of cradle to college educational pipelines in a community development context. He also managed and directed multi-disciplinary and departmental research conferences, symposia, and publications around issues of universities as anchor institutions in community development, particularly in education, population health, STEM fields, and arts and humanities.

Robert Roach

Robert's background is in survey research, data analysis, and program evaluation. He has research and evaluation experience in a number of areas, including early childhood education, postsecondary access and success, career pathways, community health, and capacity building. Robert provides mixed-methodological expertise on several projects related to place-based collective impact, economic mobility, and systems change, including the Bill & Melinda Gates Foundation's Building Equitable Pathways, a community of practice to build more equitable college and career pathways; NSF INCLUDES, a national initiative to broaden participation in STEM; and PolicyLink's Winning on Equity campaign. He also manages Equal Measure's evaluation for the Fund for the School District of Philadelphia, to inform the district's efforts to advance employees into professional careers. Prior to joining Equal Measure, Robert was an intern at Abt SRBI, where he supported questionnaire development and data analysis for public transportation surveys for the U.S. Department of Transportation and numerous state transportation agencies. Before that, he was an Emerging Scholar at the Urban Institute's Center on Nonprofits and Philanthropy, where he co-authored a report on immigrant legal aid organizations. Seth Klukoff

Seth has a background in strategic communications and public affairs, policy advocacy, social marketing, and writing. He has worked extensively with organizations in the nonprofit arena-from foundations and think tanks to advocacy groups and large research organizations-as well as in the for-profit sector. At Equal Measure, Seth leads all aspects of the organization's thought leadership-with an emphasis on strategic communications, social sector trend-sensing, and business development. His responsibilities include leading communications campaigns, managing publications, overseeing the website (winner of the Web Marketing Association Non-Profit Standard of Excellence Award), and maintaining traditional and social media presences. He also coaches Equal Measure team members on developing their thought leadership presence. Seth serves as communications liaison with Equal Measure's clients and works with project teams to develop strategies to promote the lessons and products of those initiatives. Among his roles are serving as an advisor for the National Science Foundation's INCLUDES Coordination Hub, which manages the NSF INCLUDES National Network in its mission to broaden diversity in STEM fields. Before joining Equal Measure, Seth served as an independent consultant, working with organizations such as MWW Group's Public Affairs and Corporate Communications divisions, and with MWW's national clients. Prior to that, he was a senior consultant with Worldways Social Marketing. In that role, Seth led communications and policy advocacy campaigns for public health organizations and foundations. Seth also served as director of strategic communication for the American Board of Internal Medicine, and as director of communications for the Center for Health Care Strategies.
