Daniel G. Storck

Daniel G. Storck was appointed to NVTC as an alternate in January 2020 and serves as principal member on the VRE Operations Board. Mr. Storck joined the Fairfax County Board of Supervisors representing the Mount Vernon District in January 2016. Mr. Storck led the Fairfax Green Initiatives and many other environmental efforts; Richmond Highway widening and BRT developments; Potomac Banks-Explore Fairfax South branding tourism development; Original Mount Vernon High School community hub development; Mount Vernon Rec Center redevelopment; the new Lorton Fire Station; the new Lorton Community Center, Library and Park hub; the new Lorton Police Station and South County Animal Shelter. Mr. Storck currently chairs the Fairfax County Board of Supervisors' Environmental and Audit Committees, vice-chairs the Economic Advisory Commission and Economic Initiatives Committee; serves on the Alexandria, District of Columbia, Fort Belvoir and Prince William interjurisdictional committees; and the Metropolitan Washington Council of Governments (COG) Chesapeake Bay and Water Resources Policy Committee and Air Quality Committee, and Virginia Association of Counties (VACo) Board of Directors. In his professional life, Mr. Storck has developed and owned several health care and benefits firms. He holds an M.B.A. in management and a B.S. in finance from Miami University (Ohio).

James R. Walkinshaw

James R. Walkinshaw was appointed to NVTC in January 2020 and serves as a principal member of the VRE Operations Board as well as Operations Board Chair for 2023. He also is a member of the NVTC Legislative and Policy Committee. Mr. Walkinshaw was elected to the Fairfax County Board of Supervisors to represent the Braddock District in November 2019. He serves as Chair of the Board's Legislative Committee and Vice Chair of the Public Safety and Older Adults Committees. James was born and raised in Northern Virginia and has devoted his career to ensuring that the community remains a great place to live, work, and raise a family. During more than a decade of service as Chief of Staff to Congressman Gerry Connolly, he oversaw all aspects of the Congressman's office and served as his chief adviser on a host of issues, working closely with state and local officials. Mr. Walkinshaw graduated from New York University with a Bachelor of Arts degree in Politics in 2005. Since 2012, he has volunteered as a mentor to at-risk youth through Fairfax County's Befriend-A-Child program. He currently serves as Chair of the Council to End Domestic Violence where he helped lead the effort to create the county's "Make the Call" campaign to raise awareness of the 24-hour domestic and sexual violence hotline and help victims get access to the services they need. James is a former vice president of the Ravensworth Farm Civic Association, where he has spearheaded an annual awards ceremony to recognize neighborhood volunteers and served as a block captain. He is a long-time volunteer with the Friends of Lake Accotink Park.

Jeffrey C. McKay

Jeffrey C. McKay was appointed to NVTC in January 2008, serving as chairman in 2013 and 2017, and secretary-treasurer in 2020. Currently he is an alternate on the VRE Operations Board. He also served on the WMATA Board of Directors from 2008-2012. Mr. McKay is a lifelong Fairfax County resident, born and raised on the historic Route One Corridor in Franconia District. From kindergarten to eighth grade, he attended two of Fairfax County's world-class public schools, Woodlawn Elementary School and Walt Whitman Middle School, before graduating from Bishop Ireton High School. Jeff also graduated with a B.S. in Public Administration and Political Science from James Madison University and is a graduate of the University of Virginia's Sorensen Institute for Political Leadership. Mr. McKay has more than 20 years of experience working on behalf of the residents of Fairfax County. First serving for 12 years as then-Supervisor Dana Kauffman's chief of staff before running and winning the election as Franconia District Supervisor in November 2007. He was elected Chair of the Board of Supervisors in 2019. Since joining the Board, Jeff has been a champion for equity, education, affordable housing, transportation, revitalization, and the environment in Fairfax County. His commitment to these issues has been demonstrated on the Board as former Chair of the Legislative and Transportation committees and current Chair of the Budget Committee. Jeff is also a regional leader. Currently, he is Chair of the Dulles Corridor Advisory Committee and serves on both the Northern Virginia Transportation Authority and the Metropolitan Washington Council of Governments. He was twice the Chair of the Northern Virginia Transportation Commission; a member of the Northern Virginia Regional Commission; and on the Board of Directors for the Virginia Association of Counties where he is a past president. Jeff's work has been recognized by the Mount-Vernon Springfield Chamber of Commerce as Citizen of the Year in 2019, by the Faith Alliance for Climate Solutions as the recipient of the 2020 Sustainability Champion Legacy Award, and by the Fairfax County Park Authority Board as the recipient of the 2021 Chairman's Choice Award.

Jennifer DeBruhl

Jennifer DeBruhl was appointed on March 30, 2022 to serve as an Alternate on NVTC representing the Commonwealth of Virginia. Jennifer DeBruhl, AICP, PMP, was appointed the Director for the Virginia Department of Rail and Public Transportation in June 2022 by Governor Youngkin. She also serves as a member of the Commonwealth Transportation Board, chair of the Virginia Passenger Rail Authority board, and as a board member for several transit organizations around the Commonwealth. Ms. DeBruhl joined DRPT as the Chief of Public Transportation in 2016 following over 20 years of distinguished public service to the transportation community, at the Virginia Department of Transportation (VDOT) and Federal Highway Administration (FHWA). At DRPT, Ms. DeBruhl played a significant role in the development and implementation of Virginia's Making Efficient + Responsible Investments in Transit (MERIT) program increasing accountability in public transportation funding, launching the Virginia Breeze intercity bus service, and spearheading the new Transit Ridership Incentive Program to expand regional connectivity and reduce barriers to transit use. Ms. DeBruhl has an undergraduate degree in Urban Studies, a master's degree in Urban and Regional Planning, and a Certificate in Public Management, all from Virginia Commonwealth University. She is a member of the American Institute of Certified Planners, Leadership APTA Class of 2018, Chair of the APTA State Affairs Committee and member of the Board of Directors, Vice Chair of the AASHTO Multi-state Transit Technical Assistance Program Steering Committee, and is a certified Project Management Professional.

John C. Tuck

John C. Tuck III was appointed to the Northern Virginia Transportation Commission by Speaker of the House Todd Gilbert in February 2022. Mr. Tuck is the Managing Director and Industry Practice Leader for Professional Services clients of Marsh, which is a business of Marsh McLennan. In this role, Mr. Tuck is responsible for coordinating the delivery of all Marsh resources to his clients, supervising the client team, developing marketplace strategies, and crafting solutions for unusual business and insurance risks. His expertise with complex accounts includes the design of both traditional and alternative risk management programs, including captives and rent-a-captives, loss portfolio transfers, finite risk programs, and integrated risk programs. Mr. Tuck joined Marsh in the Spring of 2021. He spent 12 years at Aon Corporation developing complex risk transfer strategies for leading global private equity funds and their related portfolio companies. Prior to joining Aon, John spent 7 years as a public company Management & Professional Liability Insurance underwriter with a focus on Directors & Officers Insurance at The Hartford and Axis Capital in New York. He earned a Bachelor of Science degree in finance from Fairfield University, Fairfield, Connecticut.

John Foust

John Foust was appointed to NVTC in January 2009 and serves as a member of the NVTC Program Advisory Committee. Mr. Foust is currently serving his fourth four-year term on the Fairfax County Board of Supervisors where he represents the Dranesville District. He is chairman of the Board's Housing and Economic Initiatives Committees, and vice-chairman of the Board's Budget and Health and Human Services Committees. In addition to his service on NVTC, Mr. Foust represents Fairfax County on several county and regional boards and commissions including the Route 28 Highway Transportation Improvement District Commission, the Mosaic Community Development Authority, and the Phase I and Phase II Dulles Rail Transportation Improvement District Commissions. He is also Chairman of the County's Economic Advisory Commission and a member of the Northern Virginia Regional Council of the Virginia Initiative for Growth and Opportunity. Before joining the Board of Supervisors, Mr. Foust practiced law in Northern Virginia and was active in several civic associations and advisory boards including the Fairfax County Environmental Quality Advisory Council, the McLean Citizens Association, the McLean Planning Committee, and the Boy Scouts of America. He has a degree in Economics from the University of Pittsburgh, an MBA degree from West Virginia College of Graduate Studies, and a law degree, with Honors, from George Washington University.

John J. Bell

Senator John J. Bell was appointed to NVTC in June 2020. Senator Bell took office in the Virginia Senate in 2020, representing the 13 th District (parts of Loudoun and Prince William counties.) In the Senate he serves on the following committees: Commerce and Labor, General Laws and Technology, Local Government, and Privileges and Elections. Senator John Bell is a retired member of the United States Air Force and served almost 26 years before retiring as a Major in 2007. During his Air Force career, John served as a finance officer all over the world, including tours in support of operations in Iraq and Afghanistan. Following his career in the United State Air Force, he continued his work in the private sector, where he led teams of financial professionals and assisted government clients to identify inefficiencies and implement cost-saving solutions. John retired from Booz Allen Hamilton in 2017. He was elected to the House of Delegates in 2015 and served through 2019, when he was elected to the Virginia Senate. Senator Bell earned a bachelor's degree in business administration from Regis University, a master's degree in organizational development from George Washington University and a master's degree in business administration from Wester New England College.

Jon Stehle

Jon R. Stehle, Jr., joined NVTC as an alternate in 2018. Mr. Stehle is serving his second term on the Fairfax City Council. He serves on the Executive Committee of the Virginia Municipal League as the chair of the City Section and the Metropolitan Washington Council of Governments Chesapeake Bay and Water Resources Policy Committee. Mr. Stehle is a director with the Performa Group. Previously, he was a strategic performance management lead with a federally-funded research and development center. As a senior analyst with the U.S. Government Accountability Office (GAO), he received a GAO Meritorious Service Award in 2013. Mr. Stehle earned a bachelor's degree in history from Washington & Jefferson College and a master's degree in public and international affairs from the University of Pittsburgh Graduate School of Public and International Affairs. He also completed a master's degree in national security and strategic studies with the U.S. Naval War College.

Kate Mattice

Kate Mattice is the Executive Director of the Northern Virginia Transportation Commission (NVTC), a position she has held since 2017. In this capacity, Ms. Mattice leads a team of program, data, and financial managers responsible for more than $350 million/year in state, federal, and toll revenue funding for transit services that support Northern Virginia. NVTC is the regional venue for public transit deliberations in Northern Virginia and the public voice of transit in Northern Virginia. The Commission represents the localities of Arlington County, Alexandria, Falls Church, Fairfax City, Fairfax County and Loudoun County with a 21-member board of elected and appointed officials. NVTC is the co-owner of the Virginia Railway Express, administers the express lane-funded Commuter Choice program, and holds responsibility for Virginia's oversight and governance of the Washington Metropolitan Area Transit Authority. It also leads initiatives and crosscutting analyses aimed at improving the public transportation experience in Northern Virginia. She joined NVTC in 2014 as director of transit programs and policy following 13 years with the Office of Budget and Policy at the Federal Transit Administration.

Katie Cristol

Katie Cristol was appointed to NVTC in 2016 and served as chair in 2021 and 2022. She is a principal member of the VRE Operations Board, recently serving as chair in 2019. She also serves as an alternate representing NVTC on the Virginia Transit Association (VTA) Board of Directors. Arlington County Board Chair Cristol is a community advocate and public policy professional. She was first elected to the Board in November 2015, and previously served as Chair of the County Board in 2018 and 2022. She is the Co-Chair of Arlington's Project PEACE, an interagency collaboration to address domestic and sexual violence in our community. Regionally, Ms. Cristol also represents Arlington on the Northern Virginia Transportation Authority. Since 2020, she has served as Chair of the Urban Section, and on the Board of Directors, of the Virginia Municipal League. She is also the past Chair of the Operations Board of The Virginia Railway Express and the Metropolitan Washington Council of Government Human Services Policy Committee. Between 2020 and 2022, she was an inaugural member of the E Pluribus Unum Fellowship for racial equity; her fellowship project centered on nonprofit funding reform and grantmaking for racial equity and is now in its implementation phase in Arlington County. Her work has also been recognized by the Arlington Gay and Lesbian Alliance with their 2020 Equality Award, and by the Greater Washington Region Clean Cities Coalition with their 2021 Northern Virginia Visionary Award. Ms. Cristol has been an advocate for women's issues, including reproductive health, political representation, and support for survivors of sexual assault, for over a decade. She was appointed to the Arlington Commission on the Status of Women by the County Board in 2012 and supported the Commission's efforts to garner attention for critical issues such as women's professional advancement and childcare affordability and to recognize the achievements of women in the community. Prior to joining the County Board, she was appointed by the School Board and the Randolph Elementary School PTA to serve as the school's liaison to the Arlington Public Schools Advisory Council on Instruction. Ms. Cristol holds a public policy master's degree from Princeton University, a bachelor's degree from the University of Virginia, and is a 2012 graduate of Arlington Neighborhood College. She and her husband, Steve, and their son Cary, live off Columbia Pike, one of the most diverse corridors both in the County and the metropolitan region.

Kirk McPike

Kirk McPike was appointed to NVTC in January 2022 to serve as an alternate representing the City of Alexandria. Mr. McPike was elected in November 2021 to serve on the Alexandria City Council. Prior to his election, he spent many years serving on Alexandria boards and commissions, with a focus on affordable housing and budget issues. Mr. McPike came to Alexandria in 2010 to run Adam Ebbin's campaign for the Virginia State Senate. Kirk grew up in Dallas, Texas, where he earned a bachelor's degree in political science at Southern Methodist University. Kirk is also a graduate of the Political Leaders Program of the Thomas C. Sorensen Institute of Political Leadership at the University of Virginia. Kirk is the former chair of the Alexandria Economic Opportunities Commission, which works with the City to support services for lower income Alexandrians. In 2017, Kirk was appointed to Alexandria's Budget and Fiscal Affairs Advisory Committee. On the Budget and Fiscal Affairs Advisory Committee, Kirk worked with representatives of communities across Alexandria, business leaders, policy experts, and City staff to advise City Council on budgetary issues. Kirk is the Chief of Staff to Congressman Mark Takano, the Chair of the House Committee on Veterans' Affairs and a leading progressive voice in Congress. As chief of staff, Kirk advises the Congressman on issues ranging from LGBTQ rights to foreign affairs. On Capitol Hill, Kirk is a member of the Congressional LGBTQ Staff Association and the House Chiefs of Staff Association. As a member of City Council, Kirk is a member of the Alexandria Workforce Development Center Subcommittee, the Eco-City Alexandria Environmental Action Plan Steering Committee, the High School Project Advisory Committee, the Legislative Subcommittee, the Alexandria Economic Opportunities Commission, the Alexandria Transportation Commission, the Citizen Corps Council, the Eisenhower East Design Review Board, the Local Emergency Planning Committee, the Eisenhower Partnership Board of Directors, and the Metropolitan Washington Council of Governments Metropolitan Washington Air Quality Committee. He is also an alternate member of the Metropolitan Washington Council of Governments Climate, Energy and Environmental Policy Committee and the Metropolitan Washington Council of Governments Board of Directors. Kirk and his husband, Cantor Jason Kaufman, live in the Seminary Hill neighborhood of Alexandria's West End.

Libby Garvey

Libby Garvey was appointed to the Northern Virginia Transportation Commission in January 2017 and serves as a member of the NVTC Program Advisory Committee and the NVTC Legislative and Policy Committee. She also is an alternate member of the Virginia Railways Express Operations Board. Ms. Garvey was elected to the Arlington County Board in March 2012, after serving on the Arlington County School Board for 15 years, including five times as chair. She has twice served as Chair of the Arlington County Board. Ms. Garvey began her professional career as a teacher in the Peace Corps in the Central African Republic. She later worked as a legislative aide to Congressman Lee Hamilton and as Executive Director of the Mount Holyoke College Washington Internship program. Virginia Governor Mark Warner appointed Ms. Garvey to serve on the P-16 Education Council, a position she continued under Governor Tim Kaine. Ms. Garvey sits on several regional groups, including the Northern Virginia Regional Commission (NVRC), and the Metropolitan Washington Council of Governments (COG) where she has served as Chair on the Chesapeake Bay and Water Resources Committee and the Region Forward Committee. Additionally, she has served on the Emergency Preparedness Council since 2003, and on COG's Food and Agricultural Regional Member Committee since its inception in 2021. In December 2022 Ms. Garvey was awarded the prestigious Elizabeth & David Scull Metropolitan Public Service Award from the Metropolitan Washington Council of Government (COG) for her tireless work in public service and regional cooperation. Throughout her career, Ms. Garvey has been involved in many community organizations. She established the Kennan Garvey Memorial Fund for Phoenix Bikes in memory of her husband and served on its board for 14 years. She has served as an occasional volunteer speaker for the Washington Regional Transplant Community. An Arlington resident since 1977, Ms. Garvey earned her Bachelor of Arts degree from Mount Holyoke College in Massachusetts.

M. David Skiles

Mr. M. David Skiles was appointed to the Northern Virginia Transportation Commission by Speaker C. Todd Gilbert in February 2022. Mr. Skiles returns to the Commission, having previously served from 2018-2020 as an appointee of former Speaker M. Kirkland Cox. Mr. Skiles is an active member of the Northern Virginia business community and resides in Fairfax County. He is a partner at The Vectre Corporation, a Richmond-based government affairs and grassroots advocacy firm whose clients include large corporations, trade associations and nonprofits. As a community leader, Mr. Skiles serves on a variety of boards in Northern Virginia, including the Board of the Northern Virginia Chamber of Commerce, the Board of Governors at Army Navy Country Club, and on the Fairfax County Airports Advisory Committee. He is the former chairman of the Library Board of Virginia and served on the Resources Committee for the Jamestown Yorktown Foundation's 2019 Commemoration.

Matt de Ferranti

Matt de Ferranti was appointed to NVTC in April 2020. He is serving as the vice-chair for 2023 and also serves on the NVTC Executive Committee and the NVTC WMATA Committee. Mr. de Ferranti was elected to the Arlington County Board in November 2018. Mr. de Ferranti's career, first as a teacher in a low-income community in Houston and later as a lawyer, has been dedicated to helping people build better lives for themselves and their children. As an attorney, Matt worked on land use and economic development issues for local governments. He subsequently served as an advocate for economic and educational equity at Feeding America, Habitat for Humanity, Rebuilding Together, and the Education Trust. He began serving on Arlington County's Housing Commission in 2013. In 2014, he was appointed to the Arlington Public Schools Budget Advisory Council, where he served as chair in 2017-2018. He also has served on the Joint Facilities Advisory Commission, which brings Arlington County, Arlington Public Schools and the community together to plan for the future. Mr. de Ferranti is a 2015 Leadership Arlington graduate, 2016 graduate of the Sorensen Institute for Political Leadership, and 2017 graduate of Arlington Neighborhood College.

Matthew F. Letourneau

Matthew F. Letourneau was appointed to NVTC in January 2016 and served as chairman in 2019. He represents NVTC as a principal director on the Washington Metropolitan Area Transit Authority (WMATA) Board of Directors and chairs WMATA's Finance and Capital Committee. He also serves as a member of the NVTC Executive Committee, the NVTC WMATA Committee and the NVTC Legislative and Policy Committee. Mr. Letourneau was elected to represent the Dulles District of the Loudoun County Board of Supervisors in November 2011 and re-elected in 2015 and 2019. Mr. Letourneau led the effort to expand and restructure Loudoun County Economic Development and implement a new international business development strategy, which resulted in a major increase in commercial business development. He also has been a strong advocate for transportation projects, such as the widening of Route 606, the expansion of the Loudoun County Parkway, and the Metro Silver Line extension to Loudoun. In 2018 he served as chairman of the Metropolitan Washington Council of Governments Board of Directors (COG), becoming the first person from Loudoun County to chair the COG Board since 1983. He has served as a member of the COG Board since 2012 and served as corporate president in 2014 and vice-president of the COG Board in 2016. He also serves on the COG Region Forward Committee. He represents Loudoun County on the Route 28 Transportation Improvement District Commission. In his professional capacity, he serves as Managing Director of Communications for the Global Energy Institute at the U.S. Chamber of Commerce. He is a cum laude graduate of The Catholic University of America in Washington, DC.

Melissa Walker

Michael R. Turner

Michael R. Turner was appointed to NVTC in January 2020. He serves as a member of the NVTC Program Advisory Committee. Mr. Turner was elected to the Loudoun County Board of Supervisors to represent the Ashburn District in November 2019. He serves as the chair of the Board of Supervisors' Transportation and Land Use Committee and a member of the Fiscal Impact Committee. Mr. Turner is a 1973 graduate of the U.S. Air Force Academy and a former command pilot with more than 3,500 flying hours as both an air rescue helicopter pilot and a fighter pilot. A Desert Storm veteran, he served on the U.S. Central Command staff before and during the war. Turner's final assignment was on the Joint Staff in the Pentagon in support of the chairman of the Joint Chiefs of Staff from 1993-1997, where he worked in the Strategic Plans and Policy Directorate. Since his retirement from the Air Force in 1997, Mr. Turner has worked principally as a nonprofit development officer at six nonprofit organizations. He also has nonprofit experience in legislative affairs. Mr. Turner is a recipient of the Bronze Star Medal, the Defense Superior Service Medal and the Air Medal. He has a bachelor's degree in science from the U.S. Air Force Academy and a master's degree in business administration from Chapman University in California.

Ms. Aimee S. Gilroy

Ms. Aimee S. Gilroy was appointed to the Northern Virginia Transportation Commission by Speaker of the House Todd Gilbert in February 2022. With two decades in the private sector, government, political arena and as an entrepreneur, Ms. Gilroy has extensive experience at the international, federal, state and local levels. She possesses a significant network of key policymakers, opinion leaders and industry executives across the country. She leads teams, coalitions and stakeholders to implement policy and legislative strategies in advancing a company's policy agenda, profitability, and visibility. She has a reputation for guiding with a thoughtful, pragmatic approach, prioritizing collaboration and execution. Currently, Ms. Gilroy is a strategic advisor to the Barbara Bush Foundation for Family Literacy on partnership and grant opportunities. In this role she leverages her national network to create engagement opportunities and facilitate introductions to other potential partners in support of the implementation of the National Action Plan for Adult Literacy. Previously, Ms. Gilroy led state government relations for Raytheon Company prior to the merger with Raytheon Technologies. In this capacity, she was the primary company liaison to governors, lieutenant governors, state legislators, and local officials as well as national organizations including National Governors Association, National Conference of State Legislatures, and the U.S. Conference of Mayors. As part of her portfolio, Aimee coordinated Raytheon's economic development initiatives, which negotiated more than $300 million of incentives. From 2001-2009, Ms. Gilroy served President George W. Bush's Administration at the Departments of State, Commerce and the White House. Her political career encompassed the races of Senator Kay Bailey Hutchison (1993), Governor George W. Bush (1994) and both George W. Bush Presidential campaigns (2001/2004) as well as four Republican National Conventions. Following her tenure in public service, Ms. Gilroy founded two companies - Strudwick Solutions, LLC and Abingdon Blooms, LLC, which provided opportunities to attend renowned national and international floral schools as well as contract with The White House floral department. Ms. Gilroy earned a bachelor's degree in mass communications from Texas State University - San Marcos, Texas. She has certificates from the Center for Creative Leadership for the Leadership Excellence Program (2017) and Raytheon's Frontline Leader Program (2013). Nick Clemente

Nick Clemente was appointed to the Northern Virginia Transportation Commission by Speaker of the House Todd Gilbert in February 2022. Mr. Clemente was born and raised in Northern Virginia and is proud to call Leesburg home. In elementary school, he was diagnosed with dyslexia. However, he was able to succeed through perseverance and determination, receiving his B.A. in Communications from Wittenberg University in 2011 and his MA in Social Entrepreneurship from George Mason University in 2014. Mr. Clemente began working in politics while in college for Congressman Steve Austria. Shortly after his college graduation, he ran a few political campaigns in Northern Virginia. In 2013, he joined Thompson Advisory Group as their Government Affairs Coordinator until 2016. From 2016 to 2018, Nick worked as an Asset Manager at Comstock Companies. Since 2018, Mr. Clemente has served as the membership director for the Virginia Chapter of the Associated Builders and Contractors. In this role, he is responsible for growing the association by recruiting new members, helping current members with issues ranging from developing a safety program, to understanding changing regulatory and legislative issues and helping member companies grow their business through networking. Outside of his professional career, Mr. Clemente is actively involved in his community. He served on the Leesburg Planning Commission from 2020 until January 2021 and he was reappointed to the Commission in December of 2021. Nick is also a board member of Opportunity Scholars, a non-profit that is dedicated to giving all students a pathway to an in-demand career they enjoy, that pays well and that leads them to a good life.

Paul C. Smedberg

Paul C. Smedberg was appointed in January 2019 to the Washington Metropolitan Area Transit Authority (WMATA) to represent the Commonwealth of Virginia as a principal director of the Board of Directors. In this new role, he remains a Commissioner on NVTC. He also serves as a member of the NVTC Executive Committee and the NVTC WMATA Committee. Mr. Smedberg previously served on the Alexandria City Council from 2003 to 2018. Representing the City of Alexandria, Mr. Smedberg joined NVTC in 2006 and served as its chairman in 2014 and 2018. He also served as a principal member of the Virginia Railway Express Operations Board from 2006 to 2018, serving as its chair in 2013 and 2017. He served as an alternate director to the seat held by Christian Dorsey on the WMATA Board of Directors. He also represented the city as a member of the Northern Virginia Regional Commission, the Northern Virginia Transportation Authority Planning Committee, the Alexandria Marketing Committee and the City Waterfront Committee. Professionally he is Director of Policy & Public Affairs at the American Society of Nephrology. Mr. Smedberg earned degrees in economics and history from Allegheny College and is a Fellow, Sorenson Institute for Political Leadership at the University of Virginia. In 2010 he was named an Outstanding Virginian by Equality Virginia.

Phil Duncan

Phil Duncan serves as a NVTC alternate member representing the City of Falls Church. Mr. Duncan has served as a member of the Falls Church City Council since 2012. He also serves on the Northern Virginia Transportation Authority and the Greater Falls Church Chamber of Commerce. Mr. Duncan is the founder of Civicatalyst Communications, which provides public relations and outreach services to educational and civic organizations. Mr. Duncan is a graduate of Davidson College, where he majored in political science.

Sarah Bagley

Sarah Bagley was appointed to NVTC in January 2022 and currently serves on the VRE Operations Board and the Program Advisory Committee. Ms. Bagley was elected in November 2021 to serve a three-year term on the Alexandria City Council. Originally from Virginia Beach, Virginia, Sarah has been actively involved with local voter engagement and activism work since relocating to Alexandria. Sarah leads a non-profit that provides supportive services to residents living in affordable housing communities around the country. Prior to her election, Ms. Bagley was active with the Alexandria Democratic Committee and sending postcards to voters, as a project focused on engaging people locally, regionally and nationally in the electoral process. She also served for several years as the Event Lead for the local group of Moms Demand Action for Gun Sense in America. Through this work, she advocated at the state, local and federal levels for measures aimed at reducing gun violence and raising awareness about gun safety. An avid bike rider and public transit customer, Sarah will advocate for transit-related programs, safer streets for all, and environmentally sustainable solutions for residents, workers, business owners and visitors to Alexandria. Building on her professional experience in affordable housing communities, she will advocate for the vital role of safe, well-maintained and affordable housing plans in our community. Sarah is excited to also serve on the City Naming Committee; Eco-City Alexandria Environmental Action Plan Steering Committee; Alexandria Campaign on Adolescent Pregnancy, Child, Youth and Families Collaborative Commission; Waterfront Commission; and Council of Governments: Climate, Energy and Environmental Policy Committee. Sarah is a graduate of The College of William and Mary and received a Juris Doctor from The Catholic University Columbus School of Law. She resides in Old Town Alexandria with her beagle, Desmond. They found each other through Lucky Dog Animal Rescue.
