MSA provides innovative and cost-effective shared insurance and benefit services exclusively for public agencies... Municipal Services Authority (MSA) was formed in 2012 to serve as a risk-sharing insurance pool for its member agencies and as a platform for pooled purchasing of other benefit programs. In 2014, MSA became a founding member of the Municipal Insurance Cooperative (MIC), an insurance joint powers authority pooled purchasing program. MSA was able to immediately realize insurance premium savings by combining its insurance purchasing with the larger MIC market power.
