Adelaida Pérez Milán leads the Infrastructure team within the Business Development Unit at DT Global Europe. Adelaida is an Environmental Engineer with an MBA from IE Business School. Driven by her professional goal to link working for a more sustainable and fair world, Adelaida combined her studies in engineering with international development. Adelaida's career has been focused on engineering and consulting projects related to the infrastructure, environment, and energy sectors in developing countries. She has worked in the management and coordination of the complete cycle of projects with multilateral financial institutions, from NGOs, Multilateral Organizations, Public Administration, and (primarily) the private sector. Adelaida also has experience working towards the opening and consolidation of new markets in Africa, Latin America, and other regions, with significant expertise in West Africa and the Maghreb.

Alberto Peña

Alberto Peña leads the Finance Division for DT Global Europe and has spent most of his professional career working in finance for multinational and multicultural companies, such as Unilever and Chanel. In those roles, Alberto developed an operational role based on maximizing margins and profits in every section of the company. He has had primary responsibility for the planning, implementation, management, and operation of all financial activities of a company, including business planning, budgeting, forecasting, and bank negotiations. Alberto is a results-oriented leader with highly developed analytical and diagnostic skills, with additional expertise in human resources and commercial tasks. He is passionate about promoting teamwork and highly committed to supporting DT Global's mission and goals.

Alexandra Frank - CCO

Alexandra Frank is DT Global's Director of Communications. In this role, Alexandra oversees both internal and external strategic communications and marketing, including branding, social media, media outreach, and content creation for DT Global's US, Australia, and European offices. Alexandra previously served as the Senior Communications Manager at Counterpart International, where she oversaw external relations strategy and implementation; raised the visibility of program in over 25 countries across Asia, Africa, MENA, and LAC; and worked closely with program staff to build and strengthen relationships with partners, funders, and the press. While at Counterpart, Alexandra was the recipient of the 2018 PR News Nonprofit Award for Best Blog Series for "Building Better Lives in Guatemala," a seven-part series showcasing Counterpart's food security work in the Western Highlands of Guatemala. Prior to Counterpart, Alexandra founded and managed a communications consulting firm, Sheha Communications, which planned media tours and offered communications support to clients, including the Gates Foundation, Save the Children, and Johns Hopkins University. Over the last 12 years, she has worked for a variety of international development and global health organizations, including the U.S. Agency for International Development (the Africa Bureau and Conflict Management and Mitigation offices), the United Nations - International Strategy for Disaster Relief, and others.

Additionally, Cara has established a vision and direction for high-touch HR programs, policies, and services to serve DT Global's diverse US-based and international workforce. Prior to working at DT Global, Cara served 20 years at the United States Agency for International Development's (USAID) Office of Transition Initiatives (OTI), starting off in the role of Administrative Analyst and growing with the organization to become Acting Chief of Operations and Management. In this role, Cara led eight teams encompassing 50+ employees and provided a range of rapid response human resources, administrative, and operations services. She was also instrumental in creating the HR structure, developing recognition programs and building a strong culture for OTI staff around the world. Cara has received numerous awards for her exceptional work from USAID and OTI, including an OTI Lifetime achievement award.

Dan Rowe

After starting his career in public accounting with Price Waterhouse, Dan went on to serve in senior level positions at IBTCI, Computer Sciences Corporation, Xerox, and other companies. Elisabeth Dallas is Vice President of DT Global's Stabilization & Transition Practice, providing strategic leadership on the design and implementation of programs that successfully mitigate conflict, supports state-of-the art peacebuilding, and facilitates political stability. Prior to joining DT Global, Elisabeth directed Chemonics International's Peace, Stability and Transition Practice, providing technical assistance on conflict sensitive approaches to development and facilitating employee learning to deepen technical knowledge and expertise through training. Elisabeth led the organization's thought leadership and analysis in the areas of conflict sensitivity, do no harm, conflict prevention, reconciliation and peacebuilding. Prior to joining Chemonics, Elisabeth served as a Senior Conflict & Peacebuilding Advisor in the Office of Conflict Management and Mitigation (CMM) in the U.S. Agency for International Development (USAID). She provided technical support to USAID Missions, conducting conflict assessments, designing programs to mitigate conflict and training USAID employees on program implementation. Elisabeth also worked with the Public International Law & Policy Group (PILPG). While at PILPG she advised clients during peace negotiations, drafting post-conflict constitutions and developing transitional justice processes. She served as Senior Program Director for PILPG's Kenya, Nepal, Somaliland, Sri Lanka, Tanzania and Uganda programs. Ms. Dallas also served as PILPG's Chief of Party for the Sri Lanka program.

Frank Maiolo - Managing Director

Frank Maiolo is DT Global's Managing Director of Australia and Asia Pacific, based in Adelaide, Australia. He previously served as AECOM International Development's Managing Director for Asia Pacific and was a member of AECOM's global international development leadership team, overseeing group operational performance and the delivery of services to key donors worldwide. In this role, Frank was instrumental in leading activities to support foundational design and strategy development for the Asian Infrastructure Investment Bank (AIIB). Frank has successfully held a number of long-term Team Leader/Chief of Party roles on AusAID (now DFAT) programs, including in Cambodia and Thailand. His commitment to quality delivery includes maintaining ongoing project directorship roles on major programs, which has seen Frank deliver support across Asia and the Pacific since the late 1990s. Frank's more than 20 years of international development experience builds upon his earlier career experiences in both the public and private sectors. Frank holds a Master of Business Administration (MBA) from The University of Adelaide and is a Graduate member of the Australian Institute of Company Directors (GAICD). He is highly respected for delivering, leading, and overseeing quality outcomes for core international development clients globally.

Gianmattia Lobina

He has been working in the sector of multilateral donors and technical assistance for many years, in a variety of positions and roles. He has managed several cooperative projects in Asia and Africa and he has frequently travelled to a number of developing countries, in particular in South East Asia.

Ilan Cooper

Ilan Cooper is the DT Global US Senior Director for Stabilization & Transition, based in Washington DC. He oversees all new business for this practice area, as well as USAID Office of Transition Initiatives (OTI) I implementation. Ilan has worked for legacy DT Global companies for the past ten years, directing business development for Development Transformations prior to the creation of DT Global. While working there, he also managed DT's USAID/OTI portfolio, their UK funded Conflict, Security, and Stability Framework (CSSF) work, and various other Department of State and USAID projects across a variety of conflict zones including, but not limited to Iraq, Libya, Yemen, and Syria. Prior to joining DT, Mr. Cooper worked as a Political Risk Editor for Oxford Analytica. Mr. Cooper has several publications on transitional justice, conflict, and security and has Master's degrees, with distinction, from the University of Chicago and Georgetown and a BA, with honors, from King's College London.

Jessica Reitz Curtin

Jessica Reitz Curtin serves as DT Global's Vice President for Learning and Innovation in the United States. She is a political transition and governance expert with fifteen years of experience managing programing and designing frameworks and systems for monitoring and evaluation, learning, research and analytics. Prior to joining DT Global, Jessica spent ten years with USAID's Office of Transition Initiatives (OTI) managing complex, highly visible stabilization, countering violent extremism, and civil society programs in fragile and transitional environments. She served as Acting Chief of OTI's Field Programs Division, overseeing OTI's programming globally, four years managing OTI's programming in Middle East, and served overseas in Haiti and Afghanistan. During and following graduate school, Jessica was an associate with the Belfer Center for Science and International Affairs at the Harvard Kennedy School where she conducted research on intelligence policy and religion and conflict. She also did political fundraising for USAction, a progressive grassroots organization promoting investment in America's future, and fundraising and program development for Free the Slaves, a non-profit organization combating human trafficking and modern slavery worldwide. She is a Fellow with the Truman National Security Project and a Member of the Council on Foreign Relations.

Juan Pablo Castro

Juan Pablo (JP) Castro serves as DT Global's Senior Program Excellence Advisor as of November 2020. In this role, JP supports all of DT Global's program start-ups and close outs and oversees Program Management System and other high priority Program Excellence processes and systems. Before joining the learning and innovation team, JP worked for several years on crisis-response and political transition programs, many of which were funded by USAID's Office of Transition Initiatives (OTI). JP served in a variety of leadership positions across multiple programs, most recently as DT Global's Chief of Party in OTI's Transition to New Sudan Program. Previously, he served as a Senior Transition Advisor and a Deputy Chief of Party for OTI programs in Lebanon and Syria. Throughout his professional career, JP has successfully navigated security, linguistic, and political challenges to create impactful programming in different parts of Africa, Latin America, and the Middle East. Beyond leading, crafting, and adapting programmatic strategies in challenging environments, JP is well versed in remote management and has overseen complex program startups and closeouts. He has built high-performing teams that have overcome challenges time and again, delivering timely and pertinent assistance in often unforgiving time horizons. Many of the people he has mentored throughout the years have moved on to senior roles in other OTI programs.

Laura Torà is the Head of the Economic Growth Unit at DT Global Europe's Business Development Division, where she has been working since 2017. She has over 10 years of professional experience as a consultant and project manager in the field of international development, including private sector development, trade, agriculture, value chains, sustainable development, social innovation and entrepreneurship, and sustainable development. Prior to joining DT Global, Laura was a consultant at the World Bank and at the Inter-American Development Bank's Multilateral Investment Fund in Washington, D.C. Her professional career also includes a 2-year experience in Ecuador working directly with grassroots organizations to strengthen the value chains of cocoa and Andean grains, as well as several short-term consulting assignments for institutions such as the United Nations, ESADE Business School, the Columbia University's The Earth Institute or the International Union for Conservation of Nature (IUCN), among others. Maria Garron is the Managing Director of DT Global Europe, based in Madrid, Spain, and is responsible for overseeing all European operations. Maria previously served as Managing Director at AECOM International Development Europe. Maria holds a Degree in Law from the Complutense University of Madrid and a Master's degree in International Relations and Foreign Trade (CFE Business School) and in Strategic Management and Social Leadership for Foundations and NGO´s (IESE Business School). After graduation, Maria started her career as a lawyer, but soon joined the international development sector where she has acquired over 20 years of experience in managerial positions. She has also worked as project director and senior consultant in more than 40 developing countries, and with a broad range of donors (including EuropeAid, IDB, WB, DFID, and Sida). Mark Strohbehn serves as a Director at DT Global US in the Stabilization and Transition practice area. His growing portfolio centers on community-driven activities focused on countering and preventing the growing influence of violent extremist influence globally, particularly in the Middle East and North Africa regions. He brings more than a decade of experience designing, managing, and monitoring programs that provide essential service delivery, civil society development, local governance capacity building, and grass-roots activism in some of the most austere contexts, including Yemen, Syria, Iraq, and Afghanistan. Mark also specializes in supporting local, moderate voices as counter-weights to extremist and malign actors in environments that are generally vulnerable to extremist influence or unwelcoming of US Government influence. At DT Global, Mark manages a roster of USAID institutional support contract mechanisms established for DT Global to provide surge support to USAID missions globally, particularly in the Middle East, North Africa, and in Washington, D.C. He also oversees DT Global's contracts supporting the US Department of Defense through specialized training and staffing support. Prior to joining DT Global in 2015, Mark was the Business Development Manager at Making Cents International, where he was a critical member in expanding Making Cents' portfolio to become a prime USAID implementer on the Youth Power IDIQ. Before Making Cents, Mark worked with Blumont (formerly IRD) where he managed USAID's Peace Through Development II, which focused on countering the messages of violent and extremist actors in Chad, Niger, and Burkina Faso. During this time he also managed several USG efforts in Northern Iraq (KRG) to build the capacity of civil society actors working to counter the then-growing threat of what would become ISIS. Mark was a Peace Corps Volunteer in Jordan from 2009-2011 focused on youth development through expanded access to extra-curricular activities, and immediately before that a Peace Corps Volunteer in The Gambia from 2007-2009 focused on small business development in the agriculture sector.

Melissa is a high performing leader with a proven track record for achieving excellent results in complex environments. With more than 20 years' technical and program management experience, she has managed large and diverse projects for a range of private and public sector clients, both in Australia and internationally. She has an outstanding ability to lead and manage others in a complex service environment, involving multiple stakeholders and remote projects, and has demonstrated a passion for high standards of execution and achievement of committed results. Melissa is passionate about inclusion and strives to deliver a fairer world for all, where everyone has the same opportunities regardless of their gender, sexuality, ability, or ethnicity. She has extensive strategic and practical experience in GESI and monitoring and evaluation having provided analysis and planning services to several international development and industry clients across the Asia-Pacific region. With over 20 years corporate and private legal experience, Merelyn specializes in international development law, international contracts, governance, anti-corruption, ethics and compliance. Natasha Thomas

Neil Durnan

Neil Durnan serves as Director of Program Excellence within the Learning and Innovation unit at DT Global. In this role, Neil oversees the development and refinement of DT Global's program management systems and processes from start-up to close-out. In his current role, Neil draws upon over 13 years of experience implementing and managing international development programs in the Middle East, Africa, and Eastern Europe, with an emphasis on stabilization, transition, and democracy and governance programming. Neil has extensive remote management experience, including implementing programs from Turkey, Jordan, and Germany, in addition to program management and business development roles within the home office. He has implemented programs for a number of agencies such as USAID, including the Office of Transition Initiatives and Bureau for Global Health, the UK Foreign, Commonwealth & Development Office, US State Department, and National Endowment for Democracy. Prior to joining DT Global, Neil worked for Chemonics International, serving in leadership roles on OTI and FCDO Syria programs, including managing assistance to the Syria Civil Defense ("White Helmets") and serving as Field Director for the Jordan Food Assistance Program, which provided critically needed flour to bakeries in southern Syria. Santiago Sedaca - Chief Investment Officer

Santiago Sedaca joins DT Global in January, 2021 as Chief Investment Officer and Global Economic Growth Practice Lead. In this role, Santiago will serve as a member of DT Global's Executive Leadership Team, developing and leading a global Economic Growth practice area, assuming a leadership role on corporate development and acquisition prospecting, and working closely with the DT Institute on their Economic Growth efforts - all while ensuring seamless collaboration with our current economic growth teams in the European, Australian, and US operations. Santiago brings with him decades of experience as an industry leader, and a respected development innovator and practitioner. He has worked with all major bilateral development agencies and development banks, managed significant public-private partnerships across Latin America, Africa, and the Middle East. Most recently, Santiago was at Palladium, where he was a Managing Partner for the Americas, and prior to that at CARANA Corporation, where he served as President up until the company's merger with Palladium. He has designed and managed hundreds of millions in development programs, including the recently launched $250 million USAID Catalyze program, which works to leverage $2 billion worth of private financing into underinvested sectors in frontier markets. He has a unique combination of deep technical skills and successful experience in corporate development, having led M&A processes, reviewed impact investment deals, and created investment attraction organizations. Prior to CARANA, Santiago served in various roles in corporate development and strategy at SRI International, Arbros Communications, and the Salt Lake 2002 Olympic Organizing Committee. He is part of the USAID Administrator's Advisory Committee on Private and Voluntary Aid, is co-chair of the Society for International Development's Finance Committee, and recently served as Vice Chairman of the Council of International Development Companies and on the Board of the Private Sector Council of consulting and technology companies serving the USG market. Sloan Mann - President

Sloan Mann serves as President of DT Global in the United States. As President, Sloan oversees DT Global's corporate strategy and operations at the US home office in Washington, DC and field offices abroad. Prior to DT Global, Sloan co-founded Development Transformations in 2009 after having spent fifteen years working in the military and international development spaces. His civilian-military background helped shape his vision of more effectively designing, implementing, and measuring development projects in the world's most complex operating environments. A West Point graduate, Sloan served five years in the Army during which he conducted peacekeeping missions in Bosnia-Herzegovina and Kosovo. He later went on to graduate with distinction from Georgetown University's Master of Science in Foreign Service Program. Recently, Sloan worked as an adjunct professor at Georgetown where he taught a graduate-level course on war-to-peace transitions. Over the span of his career, Sloan has held several prominent roles, including a USAID Development Advisor to the Special Forces in Afghanistan. He also worked in Darfur, Sudan where he was a Field Program Officer with the USAID Office of Foreign Disaster Assistance. Prior to this, he served as an Abuse Prevention Officer in Iraq with USAID's Office of Transition Initiatives.

Steven Baker

Steven Baker is a leader with a proven track record in the implementation of large development programs in complex environments. He specializes in strategic risk, program investment, and economic development advice to a variety of non-governmental, private sector and government organizations. Stuart Schaefer

Stuart Schaefer joined in June 2021 as DT Global's Practice Leader for Governance in the Asia-Pacific office. He has over 30 years of experience in international relations and development working for government, not for profit, and private sector organizations. He has undertaken a variety of both short- and long-term leadership, analytical, policy, program, and operations roles in Australia and overseas. Stuart has over ten years of experience living and working in difficult environments and partnering with local community and government organizations. He led the Australian government's development assistance programs in Papua New Guinea, Solomon Islands, and Afghanistan, with most of his experience working with countries throughout the South Pacific. He has also delivered government programs working with indigenous communities in the Northern Territory of Australia. On leaving government, Stuart worked as the Director of International Programs at Save the Children Australia before moving to the private sector.

Tatiana Biagosch

Tatiana Biagosch is the Director of the Operations Support Division at DT Global Europe. Tatiana holds a degree in law as well as a Master's degree in European Studies in Brussels and a postgraduate degree in International Consultancy for the Institutional Development in Barcelona. After graduation, Tatiana started her career as a lawyer, but soon joined the international development sector where she has acquired over 19 years of experience in different position and roles, working with a broad range of Donors. (EuropeAid, IDB, WB, DFID, Sida, etc) Tatiana has experience in business development (commercial missions, follow up of expression of interest and tenders, consortium building, recruitment and negotiation, and preparation of technical offers), project implementation (technical management, financial control, backstopping activities, formulation of documents, and work plans), and in operations (HR, training, Legal, Compliance, quality management, and process improvement). She has held managerial positions in all three areas, providing her a general knowledge and vision of the business.

Torge Gerlach - CEO

Torge Gerlach is the Chief Executive Officer of DT Global, where he oversees the company's global operations, coordinating all aspects of the company's performance including operational, financial, strategic, marketing and global cross-collaboration, maximizing stakeholder engagement, and client satisfaction. An international development professional for over thirty years, Torge previously worked with AECOM for eleven of those years, serving most recently as the President of AECOM's US-based international development business unit for four years. Previously, he held senior executive positions including the role of Chief Operating Officer and Chief Financial Officer with AECOM and one of its legacy companies that he co founded in 1986, The Services Group. Early in his career, Torge served as an advisor on World Bank, Asian Development Bank, and USAID-funded programs on economic growth, private sector development, export diversification and promotion, and institutional capacity building and strengthening. His over-thirty years of hands-on experience in more than 60 countries across the globe provide a diverse and rich experience base on which Torge draws in his executive management role. Married for twenty-five years to Dr. Elise Zamsky and the father of three adult boys, Torge enjoys family time together at their vacation home in Cape Cod and is an avid sailor and tennis player. He is a native German speaker, has native fluency in English, highly proficient in French, and conversant in Spanish.

Vince Crosdale

Vince serves as the Practice Leader for Infrastructure for DT Global Asia-Pacific. A Chartered Professional Engineer, Vince has extensive experience in the development, design, and delivery of transport infrastructure projects throughout the Pacific, South-east Asia, the Subcontinent, Middle East, and Africa. With over 30 years' experience, Vince has close to 20 years' direct experience as Team Leader implementing donor-funded transport technical assistance activities for feasibility studies, detailed planning and design, and project delivery managing smaller, specialist development and technical assistance teams through to large multi-disciplinary teams funded by a range of donors and MDBs (DFAT (formerly AusAID), ADB, World Bank, JICA), as well as a number of Australian local governments.
