Adrienne Veltman

Adrienne started with MKA Canada in 2010 as the receptionist in the Calgary office and moved into the Office Manager role shortly thereafter. In that role she has been responsible for report compilation, and both administrative and project tasks. She has also made a significant contribution to Business Development throughout Canada. With her appointment to Lead Project Administrator for Canada, she will oversee the compilation of reports and administrative/project tasks for the Calgary, Vancouver and Construction Dispute Resolution groups. She provides leadership to the Office Managers in each respective MKA Canada office to maintain standards for Client reports and assist the consulting staff in various functions on construction estimates, construction claims, and reports, while maintaining company efficiency and functions to meet our goal of high quality work. Adrienne played a pivotal role in the establishment and expansion of our presence in Vancouver, Toronto and Edmonton.

Barry Milliner - President

Barry was educated at Natal University of Technology in Durban, South Africa, earning his National Diploma in Building Surveying. Barry has close to 30 years of quantity surveying and construction management experience. As Managing Director of a building and civil construction firm in Southern Africa, Barry led the construction of hospitals, schools and colleges, large scale retail facilities, office buildings, mass civil and infrastructure projects, and mining, industrial and process facilities. Barry's duties included interface with project stakeholders, project schedule management, budgetary control, procurement, subcontract management, cost reporting and quantification and negotiations on claims. Based in Mozambique between 1998-2001, Barry was the Project Manager on various construction projects on the Mozal Aluminum Smelter, which received the Project Management Institute's International Project of the year award in 2001. Since joining MKA in 2001, Barry has provided construction consulting expertise across the United States and Canada. His work includes construction project management consulting, project controls audits, and defective construction, property loss and builder's risk claims. He has consulted in class actions, delay and disruption and lost productivity claims, and provided quantum analysis and construction progress through re-measurement, examination and preparation of construction schedules on all forms of construction projects. Barry has gained extensive experience in mega-projects in remote locations in Southern Africa as well as Northern Canada. He is a Professional Quantity Surveyor (PQS) and has acted as an expert in numerous litigated matters at various levels of the Courts in the United States and Canada.

Carter Aschenbrenner

Since joining MKA Canada Inc., Mr. Aschenbrenner has provided consulting expertise for many project types such as sawmills, industrial process facilities, metal production facilities, farming & agricultural facilities, resorts, hockey arenas, civil works, dam projects, docks & piers, residential housing, condominiums, apartment complexes, health care facilities, educational facilities, religious buildings and gas facilities. Mr. Aschenbrenner's consulting services experience on these facilities includes scoping of the loss, conceptual order of magnitude estimates for setting reserves, detailed repair and replacement cost estimates, interim project scope evaluations, clerk of the works services, invoice analysis, preparation of bid scope documents, ACV calculations, budgeting and cost forecasting, cost segregation, construction dispute claim analysis and negotiations with contractors. He has also provided specific IICRC restoration consulting services in relation to water, fire and smoke damage, specializing in health care and educational facilities, applying his CSA/IICRC knowledge and experience. He has completed various Certifications within the IICRC that cover techniques, and standards of damage control and building restoration. Mr. Aschenbrenner is an active member with the Association for the Advancement of Cost Engineering (AACE) International and the Association of Science & Engineering Technology Professionals of Alberta (ASET).

Catalina Tamayo

Catalina is our Client Relationship Manager. She possesses exceptional communication skills, a keen eye for detail, and a deep understanding and focus on customer needs. Since joining MKA in 2019, she has gained experience in an extensive number of MKA projects in the preparation of reports, issue packages and in project cost analysis for Adjusters, Insurers, Contractors, Owners and Design Professionals. Through this work, she has a thorough understanding of Risk Exposure. She has also been responsible for the preparation of multiple MKA Proposals. Catalina combines a personable approach with a Client results-driven mindset, and leads our Client Relationship Management Program, Independent Adjusters Program, Client Communications Program and our Community Program whilst collaborating closely with the Executive Team and each Department within our company in Canada.

James Mahay

James Mahay has 20 years of consulting experience within the Insurance, Construction and Surety sectors. This includes quantity surveying, cost estimating, building surveying, and project management. His expertise includes consulting on a range of Property Losses, Industrial Losses, Construction Cost Audits, and consulting on a range of Course of Construction claims. He is also experienced in the restoration of Religious and Historic buildings. James has had extensive involvement in a range of projects, including those as a result of major catastrophic events, across Canada, United States and the Caribbean Islands. He is a member of the Board of Directors and oversees operations across Canada with a passion for driving organizational growth and success. He has a strong technical understanding of the estimating standards and procedures that have built the foundations of MKA. James graduated with a BSc degree in Building Surveying from Leeds Metropolitan University in the U.K. He is a member of the Chartered Institute of Building and the Royal Institute of Chartered Surveyors.

Reelika Murasko

Job Titles:

Ms. Murasko is the Lead of MKA's Information Management and Document Control Group. Since joining MKA Canada Inc. in 2017, she has conducted advanced analysis and review of construction cost submissions and in the development of project cost reconciliations, presentations and preparation of related document packages. Ms. Murasko's oversees a team of analysts in the management of large data sets, including document organization and tracking, data input, performing data analysis and claim issue identification. She evaluates and resolves cost discrepancies located within project cost submissions whilst acting in close communication with Contractors Insured's, Adjusters, Legal

Scarlette Liu

Job Titles:

Ms. Liu has over 10 years of experience in the construction consulting industry, providing services in quantity surveying, project management and project cost analysis. During her tenure in China in 2010, Ms. Liu was responsible for conducting Estimate to Complete cost analysis, invoice analysis and tracking project schedules for a large Construction Company. She worked on projects involving Industrial Warehouses and Commercial Retail Stores. In 2011, Ms. Liu relocated to Ontario, Canada. Whilst pursuing her master's degree at the University of Waterloo, she was also part of a research team for the Construction Industry Institute (USA). The research group focused on improving construction productivity and lowering project costs. Once her studies were complete, Ms. Liu joined a large Nuclear Plant as Construction Claim Analyst. She was responsible for invoice reconciliations, contract document management and monitoring cost controls. In 2015, Ms. Liu joined MKA Canada Inc. in Toronto and consulted on various residential, commercial and industrial projects. Since rejoining the firm in 2021 and relocating to Vancouver, Scarlette has been responsible for the analyses of proposed project budgets, schedule delay analysis, performing scope and cost validation, development of scope of work and bid documents, comparison analyses of bid submissions, damage assessments, conceptual order of magnitude estimates for setting reserves, detailed repair and replacement cost estimates, actual cash value analysis, cost segregation, and invoice reconciliations. Ms. Liu has provided consulting services to Insurance Carriers, Adjusters, Lawyers and Contractors on projects relating to fires, floods, wind, water, structural collapses, hurricanes, hailstorms and wildfires in Canada and the United States.

Scott McNeill

Scott has 16 years of project management and construction management experience, gained in both the contracting and consulting fields. He has an honours degree in civil engineering, is a qualified Project Management Professional (PMP), and is a registered Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA). Scott has 12 years of onsite construction management experience on multiple civil, commercial and electrical infrastructure projects ranging from $30 million to $6 billion. He has participated in the planning, executing and management of complex construction on a diverse array of projects. Scott's experience includes civil infrastructure, roads, bridges, HV transmission & distribution, dams, municipal infrastructure, commercial buildings, international airports and a FIFA World Cup soccer stadium. From 2007-2010, Scott worked on Durban's International Airport, which required of the construction of a new International Airport from a greenfield site on a demanding schedule ahead of the 2010 FIFA Soccer World Cup in South Africa. In 2012, Scott was designated as the Engineer in charge of the construction of a roller compacted concrete (RCC) dam wall and spillway with an earth embankment, gauging weirs, re-alignment of private access roads and the construction of an 80m wide fish barrier weir. In 2013, Scott relocated to Canada for the construction of the $1.4 billion Western Alberta Transmission Line (WATL) project. The WATL scope of works included the construction of two 500kV HVDC Converter Stations, five AC substations and 347km of 500kV HVDC transmission line. As the Substations field engineer, Scott managed utility relocations with various stakeholders and was responsible for all technical aspects on site. In 2016, Scott was promoted to Civil Site Lead on the Keewatinohk Converter Station, an EPC portion of the Bipole III megaproject in Manitoba. Scott was responsible for design and constructability reviews. In 2017, Scott joined MKA Canada Inc., and has provided his construction expertise to adjusters, insurance carriers, lawyers, contractors and property owners in project management consulting, project audits, property loss and builder's risk claims, and construction litigation and arbitration support. He has been involved in projects in which he has prepared detailed repair and replacement cost estimates; performed site scope, quantity surveys and associated cost validations; undertaken invoice analysis of project costs, prepared repair scope bid documents; attended market meetings; evaluated construction dispute claims; developed analysis reports for arbitration and assisted with settlement negotiations. Scott's role with MKA involves extensive analysis of construction project records including job cost data, invoices, schedules, contracts, project correspondence and other relevant project documentation for the development of claim analysis reports.

Sylvia Sten

Since joining MKA Canada Inc. in the Calgary office in 2011, Sylvia has worked on a wide variety of property loss claims, course of construction claims and construction disputes throughout Canada, the United States and the Caribbean. Her experience includes large scale, oil sands and numerous forms of energy facilities, civil and infrastructure projects, schools, hospitals, hotels, restaurants, retail stores, production facilities, sawmills, warehouses, agricultural/farm buildings; and multi-unit residential buildings. Sylvia undertakes construction site inspections to assess damage, prepares detailed cost estimate reports, prepares tender documents for bidding purposes, analyzes project costs and prepares reports for construction disputes through all forms of dispute resolution from negotiation to litigation. Her work includes the liaison and coordination with contractors, engineers, owners, building managers, adjusters, and insurance carriers. Sylvia graduated from the Architectural Technologies Program at SAIT in 2011, is a Certified Engineering Technologist (C.E.T.) with the Association of Science & Engineering Technology Professionals of Alberta, and is a certified LEED Green Building Associate (CaGBC). Following her move to Toronto and having most recently fulfilled the role of Lead Estimator for our company, she now manages our Toronto office.
