Antony Silk

In a career spanning private practice, local authority, housing co-ops and registered providers, Antony brings over thirty years of experience in the housing sector delivering services focused on customer empowerment, compliance and safety. As Director of Procurement at Optivo, Antony is energised through creative solutions, the social value proposition and contracting through relationships. As Board member of SEC, he is an avid supporter of their intent to develop future solutions and thinking for the sector. Christopher Hughes

Job Titles:

Christopher joined the team in September 2022. He has over 20 years' experience in various customer focused roles. He has over 8 years' experience in public sector procurements and capital works projects, previously at Kent County Council.

David Ashby

Job Titles:
  • Director of Strategic Development
David is a Chartered Building Surveyor and a Fellow of the RICS. He has over 30 years' experience in social housing. He understands how SEC works and what clients are looking for. David brings a unique blend of asset management experience and technical knowledge to our business.

David Smith

David leads on our partnership programmes - ensuring our Members are well-served and that our brand message and tone of voice is consistent every time. His team drives forward a range of initiatives on influencing solutions for the sectors future and shortening the skills gap.

Ellie Park

Ellie has worked for SEC for over 5 years. She leads on delivering our marketing plan - ensuring that our brand and tone of voice is consistent across every customer interaction. She's passionate about delivering events that facilitates conversations between our customers and contractors.

Elspeth Brown

Job Titles:
  • Head of Contracts & Compliance - Town & Country Housing
Elspeth brings 20 years experience in the housing sector to the SEC Board. At Town & Country Housing Elspeth leads on the delivery of their joint venture responsive repairs and voids service, with a focus on customer service as well as health and safety. She is also responsible for ensuring their service and compliance contracts are administered correctly.

Emilie Kemsley

Emilie has worked in public procurement since 2012. She's responsible for running mini tenders for our customers and managing direct awards. Along with our other Procurement Partners, she's also responsible for delivering our framework re-procurements.

Jenna Hicken - COO

Job Titles:

Jenna is responsible for our procurement pipeline through frameworks and bespoke projects. She leads our Procurement and Technical teams in delivering brilliant services to our customers. She's also responsible for identifying new products and services in line with our Strategic plan.

Joanne Doherty

Joanne supports Alex with all aspects of our PROSPECTS programme. She facilitates our training courses and is the first point of call for training enquiries. Joanne brings 8 years training experience to the team - and was responsible for compiling training audits and organising conferences.

Joanne Hiscock

Joanne has over 20 years' experience working in the Housing Sector and specialises in Asset Management. She has experience with delivering challenging projects and ensuring buildings are fit for the future. At Moat, Joanne leads on delivering their Asset Management Strategy and zero carbon targets. She thrives in creative innovation projects and as a Board member wants to help develop these strategies at SEC.

Leone Crowder

Leone supports our team as we continue to deliver more reinvestment back into the sector through our FOUNDATION, PROSPECTS and INSIGHTS programmes. In her role Leone regularly liaises with our Members, framework service providers and partners across our network.

Liam Cochrane

Liam joined SEC in September 2020. He's responsible for running mini tenders for our customers and managing direct awards. Along with our other Procurement Partners, he's also responsible for delivering our framework re-procurements.

Louise Free - Chief Procurement Officer

Louise has over fifteen years' experience in social housing and has worked for both Local Authorities and Housing Associations. She leads on our market engagement with customers and suppliers. Louise is passionate about customer care - and ensures that delivering brilliant services is at the heart of everything we do.

Lucy Oliver

Job Titles:
  • Technical Partner
Lucy supports our customers with their in-house asset management and their technical documents. She has over 10 years' experience working in social housing. Lucy also supports our Procurement team with the design and delivery of our framework re-procurements.

Marc Baines - Managing Director

Marc provides strategic and operational management to all of SEC. He's passionate about creating truly brilliant places to work and makes sure each SEC transaction focuses on ease, options and value. His vision is to continue developing our business and provide innovative routes to market for our customers. Marc joined the South East Consortium (SEC) as Managing Director in September 2015. Marc provides strategic and operational leadership and management of all functions of SEC. Marc graduated with a BA Hons in Marketing in 2008 and has since worked for registered providers of social housing in various operational roles. Most recently Marc was Customer Experience Manager at Optivo where he led the organisation to win local, national and global awards for complaint management. Since joining SEC, Marc has led the organisation to be proactive in its reaction to changes in the social housing sector. This has seen framework usage and contract award value grow by more than 30% within 3 years. In addition to this SEC aren't just about frameworks and can now offer more support for customers with technical or specification requirements. SEC also delivers a growing suite of annual events including our new look Annual Conference. Marc is passionate about creating truly brilliant places to work and really cares about the customer journey. Marc makes sure each SEC transaction focuses on ease, options and value for the customer. His vision is to continue developing our business and provide innovative and creative routes to market for our customers.

Megan Croucher

Megan joined SEC in July 2022. As we continue to deliver a more enhanced service and invest in our team, Megan's role will provide support to customers as she develops in her studies. She'll now be beginning her CIPS as part of her procurement training.

Mia Clark

Mia supports Sally with all aspects of our levy collection. She raises our invoices and is the first point of call for finance enquiries. Mia brings a considerable amount of administration experience to the team - and regularly liaises with our framework service providers on their contracts.

Neil Diddams

Neil is a strategic leader and service delivery specialist, with over 20 years' experience in housing and the commercial sector. Having worked at a senior level with responsibility for significant contracts and budgets (including at Orbit, Carillion Energy Services and British Gas) he has most recently been Partnerships Director at 4i Solutions providing consultancy support to the Housing Sector (including G15 and Kent based peers).

Rachel Cowden

Rachel's passion lies in delivering outstanding customer service. She is the first contact in our business for those who wish to learn more about us and our services. Rachel provides essential support to out Operations team and regularly liaises with our framework service providers.

Sally Hollister

Sally has over 20 years' experience in finance. She is responsible for managing levy collection, invoice and debt recovery. Sally oversees the levy collection on over 500 contracts and liaises with our contractors to better understand contract variations and extensions.

Tina Bull

Job Titles:
  • Head of Housing - Arhag Housing Association
Tina has over 25 years of experience in social housing. This experience includes resident involvement, housing management, service development, contact centre management, service improvement, contract management and customer services. Currently as Head of Housing at Arhag Tina is responsible for ensuring all the core housing functions are delivered with a highly successful housing plus service which includes an award winning employability programme. Residents are always at the heart of all decision making and improvements. Tina worked in the London Borough of Lambeth for 18 years and started as a Tenancy Housing Officer moving on to Service Development and then Repairs Performance Manager. In 2007, when Lambeth Living, Lambeth's arms-length management organisation, was created she became their Complaints Manager. For the past five years she was the Head of Service Improvement and her successes include improving complaints handling resulting in an 80% reduction in complaints received; the successful procurement of a contact centre contract which delivered annual savings of £1m; and leading the successful reintegration of Lambeth Living back into the council.

Tracy Shepherd

Tracy began working for SEC in 2011. She's responsible for managing our team of Procurement Partners and delivering our framework re-procurements. Her team runs our customers' procurement projects and liaises with contractors for direct awards.
