Mr. Abdulmuhsen Alkhalaf has been a member of the Board of Directors since September, 2022. He is the Saudi Vice Minister of Finance. Alaa M. Abdel-Rahman

Alaa M. Abdel-Rahman is the advisor to Egypt's Minister of Finance for International Financial Institutions (IFIs), as well as a senior economist at the Macro-Fiscal Policy Unit at the Ministry of Finance. He manages the relationship between the Ministry of Finance and IFIs, including the International Monetary Fund (IMF), credit rating agencies, AIIB and investment banks. He has participated in several international forums, including AIIB Annual Meetings, IMF and World Bank Spring and Annual Meetings, G20 and BRICS Finance Ministers and Central Bank Governors' Meetings, among others. He also supervises the macro-fiscal framework at the Macro-Fiscal Policy Unit with a particular emphasis on the fiscal framework of the Ministry of Finance. He is currently the Director for Constituency 6 in AIIB. He has been the advisor and then the alternate director of the Constituency since September 2021 and has been actively engaged in relevant matters of AIIB in Egypt and the Constituency as a whole. He holds an MA in economics, with a specialty in Developmental Economics from Concordia University in Montreal, Canada.

Alberto Ninio - Chief Legal Officer

Alberto Ninio is responsible for the legal aspects of the Bank's work, advising the Board of Governors, the Board of Directors, the President and other members of the senior management team on all legal matters related to the Bank. He brings over 30 years of experience in the multilateral development banking, environmental law and corporate responsibility fields. Prior to his appointment as General Counsel in 2021, he was Director General of the Operational Services Department and led AIIB's operational support team in the areas of environment, social, procurement and financial management. Prior to joining AIIB in 2020, Ninio served in a variety of senior roles at the World Bank, including as Chief Counsel, Environmental Law and, later, as Deputy General Counsel for Operations, and in the private sector, including at Vale S.A., a major multinational mining and logistics corporation based in Brazil. He holds a Bachelor of Laws (LL.B.) from the Federal University of Rio de Janeiro and a Master of Laws (LL.M.) from the American University in Washington, DC. Ninio is from Brazil.

Andrew Cross - CFO

Andrew Cross leads AIIB's controller and treasury functions, and the development of new financial products and services, among other projects. Cross joined AIIB in May 2019 as the Assistant Chief Financial Officer (CFO). The role supported the CFO in ensuring sustainable financial strength and steady growth in financial resources, as well as safeguarding Triple-A credit ratings in support of AIIB's overall mission. He was appointed CFO in January 2020. Prior to joining AIIB, Cross was the Deputy Treasurer at the International Finance Corporation (IFC), a member of the World Bank Group. He supported the IFC Treasurer in providing leadership and oversight for IFC treasury hub operations in London and Singapore. Cross joined IFC in January 2006 as a Principal Financial Officer and was a member of the funding team. He was involved in IFC's market borrowing operations and emerging market local currency issuance program. Prior to that, Cross was an investment banker at Merrill Lynch International from 1993 to 2006, initially based in London. He worked as a Director in Debt Capital Markets with responsibilities spanning Sovereign, Corporate and Financial Institution Clients in the Europe, Middle East and African regions. From 2000 to 2002, Cross was based in Johannesburg at Merrill Lynch International with responsibilities for Southern Africa Debt Capital markets. He has an undergraduate degree from the University of Waikato, New Zealand and an MBA from the University of Cranfield, United Kingdom. Cross is from New Zealand.

Antoine Castel - Chief Risk Officer

Antoine Castel is Chief Risk Officer and heads the Risk Management Department. His main responsibilities are to ensure the stability and financial continuity of AIIB. He oversees risk capital allocation and utilization, manages financial and non-financial risks, including reputational consequences, as well as fosters a strong risk culture throughout the Bank. He further oversees the Bank's compliance and integrity function assuring KYC/AML/Financial Crime and sanction compliance. Castel has extensive commercial and investment banking experience across Asia, Africa and Europe. Coming from a background in business development, he progressively grew his risk focus to balance significant commercial development with a selective risk approach. From 2018 to the end of 2020, he was Country Head of Société Générale (SG) in India, particularly active in aligning its credit portfolio and raising its renewable structured financing platform, but also leading the sound development of its footprint in financial markets. In 2017, he was deputy-CEO of SG in China where he was also in charge of Risk, Legal and Compliance. From 2000 to 2016, he held various financial markets management positions in China, South Africa and France in SG CIB and previously, in Credit Agricole CIB. He started in financial markets sales in 1998 after four years working for Danone. He is a graduate of Université Lumière Lyon II and holds a master's degree in Finance with honors. Prior to a life in finance, he graduated EOR from IVème Bataillon ESM de Saint-Cyr and paratrooper from ETAP. Castel is from France.

Arno Oudijn

Arno Oudijn is a member of the Board of Directors of the AIIB since July 1 st 2024, representing 15 European countries. He has participated in work related to the Board of Directors of the Asian Infrastructure Investment Bank on behalf of his constituency since early 2021. As of September 2021 he works as Financial Counsellor at the Netherlands Embassy in Beijing, engaging in the realm of financial issues, such as capital and banking markets and taxation policy. Prior to his current position he has worked in the Netherlands Permanent Representation to the EU (2016-2021) and worked in different (managerial) positions in the Netherlands Ministry of Finance responsible for both domestic and international files (1987-2016), amongst others engaging in bilateral and multilateral (OECD) negotiations. Arno Oudijn holds a master degree in law from the University of Leiden.

Asma Shaikh

Asma Shaikh is Acting Vice President and Chief Administration Officer, responsible for overseeing human resources, information technology and facilities and administration services. She also chairs the Information Technology Committee and the Human Resources Review Committee. Concurrently, Shaikh also serves as the Director General, Human Resources Department, where she leads the development and execution of AIIB's Human Resource Strategy in line with the overall strategic direction of the Bank. Her focus is on building a faster and more agile people management approach through digital transformation, while fostering a performance-driven culture that empowers people, supports innovation and drives meaningful global impact. Shaikh brings over 30 years of multi-cultural experience across various industries and sectors, where she has successfully led organizational transformations through HR interventions. Prior to joining AIIB in March 2023, she was the Chief Human Resource Officer of the National Bank of Pakistan, the largest public sector bank of Pakistan, where she was responsible for driving a true performance-based culture, in addition to aligning HR strategy and practices with organizational strategies and fostering management relationship. Before that, she held various HR leadership positions in multiple countries in Asia, the Middle East, and Africa. She helped build the Dubai Islamic Bank's people infrastructure from scratch as an essential founder member. She was also an instrumental player in the performance turnaround at Barclays Bank, Dubai and Africa through various initiatives that included robust performance management and career path programs. She holds an MSc in Global Human Resource Management, is a certified Executive Coach by International Coaching Federation, a Certified Director of the Pakistan Institute of Corporate Governance and has been on multiple Boards as a Director. Craig Murphy joined the Board of Directors in July 2024. He is an official of the New Zealand Treasury. He has 15 years' experience working on material issues for the New Zealand Treasury, including the New Zealand Government's response to the Global Financial Crisis, the Initial Public Offering of State-Owned Enterprises and central government support for the Christchurch earthquake recovery. More recently, he has led public housing transactions, the Government of New Zealand's response to COVID-19 for large businesses, and New Zealand's Investment Management System, which included New Zealand's capital investment pipeline and the capital budget process. Erik Berglof is the Bank's inaugural Chief Economist. He sets the vision and strategy for the Economics Department and leads the planning, implementation and supervision of its work plan in support of the Bank's mandate. Prior to joining AIIB in September 2020, he was Director of the Institute of Global Affairs, London School of Economics, and Chief Economist of the European Bank for Reconstruction and Development from 2006 to 2015, where he was part of creating, and co-led, the Vienna Initiative, a European crisis response team credited with mitigating the impact of the 2008 Global Financial Crisis. He is an expert in transition economics and institutional transformation through private sector development. Hun Kim is Acting Vice President, Investment Solutions. He is responsible for providing leadership and overseeing three departments, namely, the Sectors, Themes, and Finance Solutions Department (STF); Sustainability and Fiduciary Solutions Department (SFS); and Portfolio Management Department (PMD). He serves concurrently as Director General of the STF Department and is responsible for developing the technical excellence of the Bank's investment operations and expanding the Bank's operational knowledge across all sectors and themes in support of both sovereign and nonsovereign investment operations. Under his leadership, STF performs a proactive role in shaping the direction and impact of AIIB's investment operations. The department takes the lead in initiating and carrying out upstream work to cultivate expertise, support and incubate new initiatives in emerging technologies, provide advisory services for public-private partnerships, and promote growth in other productive sectors. Previous to his appointment, Kim has played a pivotal role in building AIIB's social infrastructure portfolio from the ground up, which has grown to over USD2 billion since it was established in 2021. Kim is a seasoned development professional who has built his skills and expertise throughout his long and successful career in the Asian Development Bank (ADB) where he has held various leadership positions, the last of which was Director General, South Asia Department. Prior to that, he was ADB's Country Director in India Resident Mission. Jin Liqun is the inaugural President and Chair of the Board of Directors. On July 28, 2020, he was elected to serve a second term of five years, beginning on Jan. 16, 2021. Before being elected as the Bank's first President, he served as Secretary-General of the Multilateral Interim Secretariat tasked with establishing the Bank. Jin has rich experience across the private and public sectors and with MDBs. He served as Chair of the China International Capital Corporation Limited (China's first joint-venture investment bank), Chair of the Supervisory Board of the China Investment Corporation, and Chair of the International Forum of Sovereign Wealth Funds. He previously served as Vice President and then Ranking Vice President of the Asian Development Bank and as Alternate Executive Director for China at the World Bank and at the Global Environment Facility. Jin spent nearly two decades at the Chinese Ministry of Finance, reaching the rank of Vice Minister. Limitovskiy joined AIIB in November 2018 from the Eurasian Development Bank where he was Deputy Chairman leading business activities in infrastructure. Before that, he was responsible for international project finance at the VTB Group in Russia. Over the challenging period of 2009-2010, he was involved in managing the real estate loan portfolio of Sberbank and established the infrastructure finance practice there. Before that, he led and helped develop leveraged and structured finance operations for Gazprombank and Alfa Bank. Ludger Schuknecht is Vice President and Corporate Secretary. He is responsible for AIIB's relations with its Members, the Board of Governors, the Board of Directors, other aspects of governance including the admission of new Members and the integrity of the Bank's governance. He also oversees how the Bank communicates with key external stakeholders and has supervision over its awareness-building and brand and reputation management efforts to promote understanding of the Bank's operations and mission among internal and external audiences. Before joining AIIB in August 2021, he held important leadership posts at the national and international levels. Most recently, he was a Visiting Professor at the LeeKuan Yew School of Public Policy, Singapore. Prior to this role, he was Deputy Secretary-General at the Organization for Economic Co-operation and Development (OECD) and waspreviously Chief Economist and Director General of Germany's Federal Finance Ministry. In this position, he served as the G20 Finance Deputy for Germany and Co-chair of the Infrastructure Investment Working Group of the G20. Schuknecht has extensive experience working with international financial institutions, including the International Monetary Fund (IMF), the European Central Bank and the World Trade Organization. He also acted as the Chief Negotiator for Germany in the founding of AIIB, making him one of the architects of AIIB and one of the drafters of its Articles of Agreement. Mark Collins was elected as a Director at AIIB on July 1, 2024, having served as an Alternate Director since 2021. He has almost 20 years of experience working on international and public policy. He is currently a senior official at HM Treasury, the economic and finance ministry of the United Kingdom (UK), where he has served in various roles. Among these roles were as a deputy director with responsibilities relating to the UK's economic and financial relationship with large emerging markets and the UK's shareholding and engagement with AIIB and the European Bank for Reconstruction and Development (EBRD). He also worked on economic growth, health spending, and European Union finances. He led the team responsible for the UK's engagement with shareholding and contributions to the World Bank Group in the UK's Foreign Commonwealth and Development Office. In addition, he served as the UK G7 and G20 Sherpa assistant and a senior policy advisor on foreign and international economic affairs at the UK's Cabinet Office (the ministry supporting the UK Prime Minister). He also worked as a consultant researcher and co-author with the United Nations Development Programme. He holds a master's degree in International Relations from the University of Nottingham.

Mr. Muhammad Yahya Akhunzada

Mr. Muhammad Yahya Akhunzada has been a member of the Board of Directors since January 1, 2025. He is the Joint Secretary, Ministry of Economic Affairs, Government of Pakistan, responsible for development and general portfolio management of multilateral development banks and bilateral partners, as well as external debt management. A career civil servant, he has been appointed to various positions over his 20-year career with the Government of Pakistan and provincial governments of Punjab, Khyber Pakhtunkhwa and Gilgit Baltistan. His responsibilities span across administrative, financial, judicial, development portfolio management, general administration and project management, and supervisory roles in various fields, including finance, health, education and local government. He has served as head of both district and divisional administrations and at both Provincial and Federal Secretariats. He also served as Secretary Finance, Gilgit-Baltistan, responsible for the preparation of the annual budget, management of financial resource and formulation of financial policies, resource mobilization, revenue generation and expenditure management. He has also remained on the Board of Governors of the Islamic Development Bank. Mr. Pavel Snisorenko

Mr. Pavel Snisorenko has been a member of the AIIB Board of Directors since July 15, 2021. He is currently the Head of the Department for International Financial Relations at the Ministry of Finance of the Russian Federation. He is also a member of the International Investment Bank's Board of Directors and a Deputy Director of the New Development Bank's Board of Directors, as well as the Chair of the Expert Council at the Eurasian Fund for Stabilization and Development. He was a Director of the Department for Analytical Support of Foreign Economic Activity at the Ministry of Economic Development of the Russian Federation from 2019-2020. He served at the Executive Boards of the World Bank and the International Monetary Fund (IMF) from 2013-2019, and has held various positions at the Central Bank of Russia from 2005 to 2013. Mr. Rit Syamananda was elected as a Director at AIIB on July 1, 2024, after being an Alternate Director since November 2023. He currently holds the position as the director of International Economic Policy Division at Fiscal Policy Office, Ministry of Finance of the Kingdom of Thailand. He is responsible for the international affairs of the ministry. In this role, he oversees the participation of Thailand in multilateral development banks, including AIIB, as well as Thailand participation in World Bank and Asian Development Bank. His position also engages him in international cooperation in both bilateral and multilateral such as ASEAN, ASEAN+3 and APEC as well as liberalization in financial services. Mr. Rit served Thai Government at Office of the Board of Investment. He then moved to the Fiscal Policy Office where he spent most of his career at the Tax Policy Division and International Economic Policy Division. He later became the director of both divisions.

Ms. Junhong Chang - CEO

Ms. Junhong Chang is now working as Director General, Department of International Economic and Financial Cooperation, Ministry of Finance, P. R. China. Ms. Chang served as Executive Director for China at the World Bank Group from August 2020 to January 2025. She was Co-Dean of the Board, Vice Chair of Audit Committee and member of COGAM. Ms. Chang worked as Director of ASEAN+3 Macroeconomic Research Office (AMRO) headquartered in Singapore, from May 2016 to May 2019, leading AMRO in conducting macroeconomic surveillance for ASEAN+3 members and supporting implementation of regional financing arrangements in the East Asia. Previously, Ms. Chang was Deputy Director General of the Department of International Economic Relations in the Ministry of Finance of China, responsible for China's engagement with major multilateral platforms such as G20 Finance Ministers and Central Bank Governors Meetings and ASEAN+3 Finance Ministers and Central Bank Governors Meetings, and for bilateral economic and financial dialogues between China and other major economies. Ms. Chang joined the Ministry of Finance of China in 1995 and had assumed numerous positions in the Department of the World Bank, the International Department, the Office of External Economic Cooperation, the Department of International Economic Relations, and the Department of International Economic and Financial Cooperation. From June 2019 to June 2020, she served as the Alternate Executive Director for China at the Asian Infrastructure Investment Bank (AIIB). Previously she served as the Alternate Executive Director for China at the World Bank Group (WBG) from 2009 to 2010, and Advisor to the Executive Director for China at the Asian Development Bank (ADB) from 2002 to 2004. Ms. Chang possesses rich experience in multilateral and bilateral economic and financial fora and international financial institutions including MDBs. She has profound insights on global economic issues, international finance, development and financing for development, and regional financial cooperation. Ms. Chang graduated with a Master of Engineering degree from the Management School of Tianjin University in 1995 and held a Ph.D. in Economics from the Chinese Academy of Social Sciences (CASS) in 2012. Ms. Manisha Sinha is a Civil Servant and has been serving in various capacities in Government of India since 1992. Ms. Sinha has extensive experience of more than 30 years in a wide range of Ministries/ Departments handling critical areas in conceptualizing, designing, implementing and managing national policies and schemes. She has expertise in policies and functioning of the Multilateral Development Banks (MDBs), human resource management, change management and project management, and coordination of large-scale public-private partnerships with defined and measurable results. Currently, she holds the position of Additional Secretary, in the Department of Economic Affairs in the Ministry of Finance, Government of India, where she has been entrusted with the responsibilities for eight MDBs including Asian Infrastructure Investment Bank (AIIB), and for Currency and Coinage management of India, Cryptocurrency sector and the Administration of the Department of Economic Affairs. She also represents India at New Development Bank (NDB), and is an Executive Board Director in the International Fund for Agricultural Development (IFAD). Previously, Ms. Sinha served in a variety of government capacities, including as Joint Secretary, Department of Economic Affairs, where she was actively involved with the MDBs including AIIB. She has also worked in areas of skill development, export promotion of textiles, heritage and culture and above all financial services. Ms. Sinha holds a Masters Degree in Development Studies with a focus on Public Policy and Management from the Institute of Social Studies, the Hague, Netherlands, as well as masters in History from St. Stephens, Delhi University.

Quan Zheng is Acting Vice President for Policy and Strategy. She drives AIIB's strategic agenda, oversees AIIB's environmental, social and procurement policies and their implementation, and manages the Bank's administrative budget. She also oversees the Bank's operational partnerships, including institutional engagement, concessional resource mobilization and special funds management. Concurrently, she serves as Director General, Department of Strategy, Policy and Budget (SPB), an appointment that she has held since 2016. Prior to joining AIIB, she served in a variety of leadership capacities at China's Ministry of Finance and was co-Chair of the G20 Infrastructure and Investment Working Group in 2016 during China's G20 presidency. She holds master's degrees in economics from both the Graduate School of the People's Bank of China and the University of Manchester. Zheng is from the People's Republic of China.

Rajat Misra is Acting Chief Investment Officer, Public Sector (Region 1) & Financial Institutions and Funds (Global) Clients [CIO1]. In this role, he oversees AIIB's investment operations with public sector clients in South Asia (except Afghanistan and Pakistan), South East Asia, the Pacific Islands, and Sub-Saharan Africa, and financial institutions and funds clients in all AIIB Members. He serves concurrently as Director General, Public Sector Clients Department Region 1 (PSC1). Prior to this position, Misra served several managerial roles in AIIB, including Acting Vice President for Investment Clients Region 1 and Financial Institutions and Funds (Global), and Director General, Infrastructure Investment Department (Region 1). Before joining AIIB in April 2017, Misra spent 18 years at the investment banking arm of the State Bank of India (SBI). He was also Director and Investment Committee member at the SBI Group-Department for International Development (DFID) Fund for Infrastructure. Misra started his career as an R&D engineer at BHEL, a leading power equipment manufacturing company. He holds a post-graduate degree in Business Management from the Xavier School of Management (XLRI), India, and a bachelor's degree in Engineering from the Indian Institute of Technology (IIT), Varanasi, India. He also attended the Executive Program in Infrastructure at Kennedy School, Harvard University. Misra is from India.
