The number of trustees which shall constitute the full Board of Trustees is fixed at thirty-eight (38), as set forth in the Charter and Bylaws of the University... The Secretary of Education, the Secretary of Agriculture and the Secretary of Conservation and Natural Resources are ex-officio voting members of the Board of Trustees. The Governor of the Commonwealth of Pennsylvania and the President of the University are ex-officio non-voting members of the Board of Trustees... Six trustees, who shall be members of and represent organized agricultural societies and associations, are elected by three delegates from each county in the Commonwealth representing organized agricultural societies or associations of the said county.
