Bi Vuong

Bi is an experienced education policy professional who is committed to a practical approach to building evidence and improving outcomes and opportunities for students. She is the author of "Strategic Budgeting: Using Evidence to Mitigate the ‘COVID Slide' and Move Toward Improvement" (2020), a contributor to Opportunity and Performance: Equity for Children from Poverty (2021), and one of the leaders featured in Taking Charge of Change (2021) by Paul Shoemaker. Before joining Project Evident, Bi was the Director of Proving Ground at the Center for Education Policy Research at Harvard University where she worked with states and districts across the country to implement a continuous improvement framework built on meaningful, measurable outcomes. She also launched the National Center for Rural Education Research Networks, bringing evidence-building capacity to districts in rural NY and OH. Prior to Proving Ground, Bi served as the Deputy Chief Financial Officer at the School District of Philadelphia; she has also held positions at the Data Quality Campaign and EducationCounsel, LLC. Bi currently serves on the board of the Academic Development Institute. A graduate of Kenyon College, Bi also holds an MPA from the Woodrow Wilson School at Princeton University.

Cathy Lassiter

Cathy Lassiter is an international consultant with over 35 years of combined experience as a public school teacher, principal, central office administrator, and consultant. Her areas of expertise are in Visible Learning+, Deep Equity, and Teacher Clarity, as well as instructional leadership, school culture, and change management. As an author/consultant for Corwin, Cathy has worked in schools across the U.S. and Canada, and she traveled to Australia to work with teachers on Visible Learning+. Cathy is the author of Everyday Courage for School Leaders, published by Corwin. As a successful middle school principal, she concentrated on meeting the needs of all students by imposing rigorous standards and high expectations. She was named Virginia's Middle School Principal of the Year for the success of her school. As a nationally recognized teacher, Cathy proved her ability to successfully reach students from all backgrounds. Her passion continues to be working with leaders and teachers to change the lives of all students by improving the education they receive each and every day. Cathy has served as an adjunct professor for The George Washington University, teaching graduate courses in educational leadership.

Kim St. Martin

Dr. Kim St. Martin is the Director of Michigan's Multi-Tiered System of Support (MiMTSS) Technical Assistance Center. She regularly works with State Education Agencies, Regional Education Agencies (REAs) like SSTs and ESCs, and districts across the country to assist them in developing an implementation infrastructure that can scale the components of an integrated behavior and literacy Multi-Tiered System of Support (MTSS) framework. Dr. St. Martin was also a panel member for an Institute of Education Sciences (IES) Practice Guide titled, "Providing Reading Intervention for Students in Grades 4-9." She collaborates with the National Implementation Research Network (NIRN) in the Bill and Melinda Gates Foundation Effective Implementation Cohort. Dr. St. Martin has also directed a federally-funded adolescent literacy model demonstration grant and has been a co-principal investigator for a Low-Cost Evaluation Trial, Integrated Tier 2 Institute of Education Sciences (IES) grant. She is the primary author the Reading Tiered Fidelity Inventory (R-TFI) and co-author of the District Capacity Assessment and Regional Capacity Assessment used by districts and REAs to guide their supporting infrastructures for effective implementation supports. Before working with the MiMTSS Technical Assistance Center, Dr. St. Martin was a school administrator and teacher with experience in urban, urban-fringe, and rural school districts.

Mike Siebersma

Mike is the director of consulting and technical assistance at Marzano Research, where he has the privilege of helping educators make positive, systemic changes that improve learning and increase opportunity for each student. Mike leads Marzano Research teams in technical assistance projects that help education leaders access and apply the best research to improve systems, practices, and student outcomes. His leadership focuses teams on the priority of making education research practical. Mike has 20 years of experience in K-12 education as a teacher, principal, school improvement coordinator, and technical assistance leader. He has led system improvement efforts for schools, districts, and states, both nationally and internationally. To his role in fulfilling the mission of Marzano Research, he brings a passion for research and evidence use, practical experience from working across the education system, and a zeal for connecting with people. Mike has a bachelor's degree in elementary and middle school education from Northwestern College and a master's degree in educational leadership from the University of Sioux Falls.
