Joseph A. Mannarino - President

One of two co-founders of Buffalo Construction Consultants, Inc., Mr. Mannarino is the President bringing with him 30 years of construction experience. Mr. Mannarino started his career as an estimator and has worked in every role of construction management all the way up to operational management. Throughout his career, he has earned a reputation for guiding complex projects from start to finish. Among the projects under Mr. Mannarino's management were the inaugural phase of the $1.3 billion Buffalo Public Schools program, where he supervised all aspects of construction and developed an Occupational Safety and Health Administration (OSHA) partnering agreement; Lancaster Central School District, along with building condition survey work are several updates to the districts athletic components; Sweet Home Central School District, security updates along with athletics updates; Niagara Falls City School District, three phases of work including one of the largest turf field complexes for a high school nationwide. West Seneca Central School District where he managed the renovation of ten separate school buildings or more than 1.2 million square feet. Mr. Mannarino earned both his bachelor of science and doctorate degrees in civil engineering from University at Buffalo, where he also received a master's in business administration.

Peter J. Dechert

Steven P. Dechert

As Project Executive of Buffalo Construction Consultants, Inc., Mr. Dechert brings 40 years of experience building all types of complex projects, to each new project he oversees. From ensuring that each project stays within the client's budget through the design process, to project planning and scheduling, to ensuring that the project is built on time and on budget, Mr. Dechert helps to lead each project to a successful outcome. His experience includes a hands-on approach developed after years in the field working as project engineer and project manager, solving problems and working through issues on each owner's behalf. Also, Mr. Dechert has the experience of serving as a 9-year member of a board of education, which helps him to understand the priorities that are foremost in an owner's thinking about a capital project. Mr. Dechert's particular expertise is in the construction of K-12 school projects, complex healthcare projects, and of cultural facilities such as the Burchfield Penney Art Center, the Chautauqua Institution Amphitheater, and the Niagara Falls Culinary Institute. Mr. Dechert holds a bachelor's degree in English and Cultural Anthropology from the State University of New York at Brockport.

William Mahoney - VP

Mr. Mahoney is the second of two co-founders of Buffalo Construction Consultants, Inc. With more than 20 years of experience, Mr. Mahoney has earned a reputation as a focused, fair-minded professional within the local construction industry. His attention to detail and ability to facilitate clear channels of communication have earned him the respect of clients, architects, and contractors alike. Mr. Mahoney's management helped to oversee the most ambitious capital improvement program in the City of Buffalo's history: the 10-year, $1.3 billion reconstruction of over 60 schools in the Buffalo Public School District; a renovation for the Skaneateles School District in the Finger Lakes region; and he oversaw East and Edison Technical Schools from Rochester City School District's Modernization Program Phase 1b, both received restoration work to the exterior envelope, interior renovations, site improvements and ADA updates. Mr. Mahoney holds a bachelor of science degree in civil engineering from Clarkson University and a bachelor of science degree in physics from the State University of New York at Fredonia.
