Dr Rachel Heath-Davies is an experienced senior leader and manager. She has a breadth and wealth of practical experience across several sectors - public, private and third sector. With over 25 years' experience in strategic leadership and policy, Rachel has successfully shaped the strategic direction in a number of important areas including in public sector improvement, education and qualifications, and the Welsh language. She is a qualified and highly experienced senior leader, as well as a qualified teacher, trainer, assessor, auditor, researcher and policy maker. With a PhD in education policy, she has a great deal of expert knowledge and sound understanding across the education and training sectors, including schools, Further Education, Higher Education, Adult Community Learning and work-based training. She has worked in the Department for Education, Welsh Government, local education authorities, Cardiff University, WJEC and Qualifications Wales. Having worked in local and national government roles over 25 years, she has a great deal of experience and understanding of policy making, implementation and evaluation and has many contacts in this field. A business graduate from Cardiff Business School, Rachel went on to develop her business acumen and managerial skills in her successful career and was a Managing Director first at the age of 30. She has proven skills and experience in strategy, business and financial planning, policy, HR, economics, accountancy, work psychology, marketing, and project management. Her PhD was sponsored by the Economic Social Science Research Council and was an in-depth academic study into post-16 choices in the further education market. As an experienced consultant Rachel has a solid track record in delivering projects to time, cost and quality. Her most recent large-scale project was advising Welsh Government on their implementation of the new Welsh Language Standards.
