Allen Davis

Mr. Davis has worked in disaster preparedness, response, and recovery for 15 years. He spent more than 11 years serving at the US Department of Homeland Security's Federal Emergency Management Agency (FEMA) in Regions VI and IX and supported various other FEMA regions through the course of his tenure. Allen's experience at FEMA includes serving as Public Assistance Group Supervisor, Operations Section Chief, Infrastructure Branch Director, and Deputy Federal Coordinating Officer on a multitude of events throughout the United States and its protectorates, including Guam, the Commonwealth of the Northern Mariana Islands (CNMI), and American Samoa. He served as an infrastructure Subject Matter Expert (SME) on the Catastrophic Typhoon Plan for Guam and the CNMI and the Southern California Catastrophic Earthquake Plan. Allen supported FEMA's Response division as the Infrastructure Branch Director on the Incident Management Assistance Team (IMAT) and Liaison Officer (LNO). He served as an infrastructure Subject Matter Expert (SME) on the Catastrophic Typhoon Plan for Guam and the CNMI, and the Southern California Catastrophic Earthquake Plan. Amanjot received his bachelor's degree in civil engineering from Thapar University, India and MBA from the Baruch College, CUNY, New York.

Amber Madden

Ms. Madden is an experienced leader in federal grant program implementation with over ten years of economic and community development experience, including work in federal, HUD, and CDBG-DR grants management, housing, infrastructure, economic revitalization, resiliency, and financial management areas. She is an expert in federal procurement regulations, sub-recipient management, and CDBG-DR-funded programs, including FEMA local match. She has provided her expertise to large CDBG-DR and HUD grantees such as the City of Houston, Puerto Rico, Florida, West Virginia, California, and the City of New York, overseeing and supporting nearly $10 billion in federally funded grant programs. Amber oversees all Housing Community Development and Infrastructure contracts and provides subject matter expertise related to federally funded grant programs for state and local grantees.

Amy K. Baker

Amy is the Executive Vice President of Tidal Basin Government Consulting which delivers our preparedness; response; recovery; mitigation; and housing, community develop and infrastructure services. Prior to assuming this role, she established and managed the TB Project Management Office, which provides project management support to operational and functional teams throughout the company. As a program management professional, Amy brings more than 24 years of experience in engineering design and consultation. In addition to her program and project management skillsets, she has deep expertise in technical assistance delivery, grants management, planning, and environmental design. Prior to joining Tidal Basin, she served as Associate Vice President and a regional market sector lead for federal work in the water business unit of a global Fortune 500 engineering firm. While there, she managed projects, business development efforts, and daily operations with clients such as FEMA, DHS, NOAA, USCG, NIST, and DOI in support of a $750+ million portfolio of contracts. She has served as a manager in hazard mitigation program assistance, community resilience projects, and capture and a subject matter expert in recovery, resilience, and funding strategies. Highlights of her experiences include Senior Division Manager, Project Manager and Emergency Planning Analyst, and Engineer and Planner at other major engineering firms. Andrew Yonce

In his role, Andrew will oversee Capraro Technologies, Inc., the customer contact center, Mosaic, and the corporate information technology group. Prior to joining RPHC, Andrew served as Director of Technology and Senior Vice President of DecisivEdge, LLC. In that role, he led a team responsible for business analysis, process design, custom software development, managed services, and customer support. He was also responsible for production support and operations for a student lending platform supporting $1B in student loan disbursements to over 3,500 colleges and universities per year. Andrew's team designed and extended the student lending platform over eight years while the student lender grew to be the third largest student lender in the nation. Additionally, Andrew worked for MBNA/Bank of America managing teams that provided technology infrastructure, custom software, and reporting that supported call center operations for their customer marketing and customer retention credit card departments.

Antonian Liddell - CIO, VP

Antonian joined Tidal Basin from supporting the United States Space Force and a research and development company that supports clients in the Intelligence and Department of Defense sectors. While there he served as Chief Information Security Officer and Information Systems Security Manager. He previously served as Chief Technology Officer of the Department of Interior's Chief Information Technology Branch and as Chief Cyber/Information Systems Security Engineer with the Department of Labor. He has also supported various corporations through FEMA contracts with physical security intelligence as a Senior Security Analyst. He holds a Master of Science in Systems Engineering, a Bachelor of Science in Information Systems with a Minor in Security Resource Management, with various certifications including Certified Chief Information Security Officer (CCISO), Certified Information System Security Professional (CISSP), Certified Information Security Manager (CISM), Certified in Risk and Information Systems Control (CRISC), and Certified Ethical Hacker.

Ashlee Herring Delventhal

Prior to joining Tidal Basin, Ms. Delventhal served the emergency management community at Denver International Airport, the New Orleans Office of Homeland Security and Emergency Preparedness, FEMA, and the American Red Cross. This experience enables her to lead project teams and support clients from the perspective of an emergency manager and with a working knowledge of the public sector. Ashlee holds a Bachelor of Science in Emergency Management and a Master of Science in Applied Aviation Safety. She is an International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) and a Certified Member (CM) of the American Association of Airport Executives (AAAE). Ashlee's interest in emergency management began after Hurricane Andrew destroyed her hometown in a suburb southwest of Miami, FL in 1992. She knew she wanted to be part of the solution in disasters, instead of a bystander. In 2003 she began her career in Emergency Management. Since then, Ashlee has responded to 14 major disasters and three mass casualty accidents, while helping countless entities strengthen their preparedness programs. Ashlee currently lives in Denver, CO with her husband and two dogs.

Bailey deRouen

Ms. deRouen serves as a director on Tidal Basin's Housing, Community Development, and Infrastructure team. With over 10 years of community development and disaster management experience, Bailey has served state and local governments in developing and implementing community development, disaster recovery, and mitigation programs with a focus on resiliency. Through her work, she delivers sustainable, compliant, and resilient housing, buyout, economic revitalization, public services, infrastructure, and planning programs that prioritize low- and moderate-income households. With a deep and practical understanding of CDBG-DR regulations and years of experience implementing the programs with colleagues and different levels of public engagement, Bailey has collected a comprehensive inventory of best practices and applied solutions for performing outreach and engagement and for designing, standing up and running a program disaster recovery through closeout. Through her direct experience incorporating other federal funding sources into state and local recovery and mitigation efforts, as well as through her ability to effectively collaborate and find common ground with other federal partners and various levels of governance, Bailey helps states and local governments leverage their internal and cross-agency efforts, as well as other private and federal funding sources, such as disaster and mitigation funding from FEMA, U.S. Department of Agriculture, Small Business Administration, U.S. Army Corps of Engineers, and Economic Development Administration. Bailey has a master's degree in urban planning with a focus in mitigation from the University of New Orleans. She is a certified planner with a JD focused on environmental law from Loyola College of Law, New Orleans.

Betsy C. Bell

Bruce Conant

Mr. Conant is the Deputy Operations Manager for Puerto Rico. Bruce has 23 years of construction management and joined Tidal Basin in 2018 as a project manager. Currently, Bruce oversees Puerto Rico's Repair, Reconstruction, and Relocation (R3) Program. He also manages damage assessment, inspection and construction management, and closeout processes. Additionally, Bruce supports Tidal Basin's FDEM Project Management Office engagement, where he provides his subject matter expertise to facilitate initial housing assessments and the installation of travel trailers in response to Florida's Hurricane Ian disaster. Previously, in his role as senior director of HCDI, Bruce provided oversight for all field operations, including the management of construction contractors, scoping, progress inspections, and invoice review and approval processes. His successful oversight and management of field operations assisted in yielding positive results for over 108,000 families by providing temporary housing repairs after Hurricane Maria ravaged the island of Puerto Rico. Bruce assisted with the startup and implementation of the nation's largest Sheltering and Temporary Essential Power (STEP) Program totaling approximately $1.7 billion in Puerto Rico. Bruce's military background, coupled with his acute expertise in construction management, has added value across many housing projects administered by Tidal Basin.

Carlos J. Castillo - SVP

Carlos J. Castillo serves as a Senior Vice President and the Chief Development Officer (CDO) for Tidal Basin Group. An internationally recognized emergency and disaster management leader with more than 40 years of experience, Carlos joined Tidal Basin directly from FEMA, where he most recently held the position of Acting Deputy Administrator for Resilience. In this Presidentially appointed role, he led an organization of more than 1,300 employees and oversaw the Federal Insurance and Mitigation Administration, National Preparedness, Grant Programs, National Continuity Programs, and the Office of Counterterrorism and Security Preparedness. Before his Federal service, Carlos served 26 years with the Miami-Dade County (FL) Fire Rescue Department. He held various leadership positions in this role, including Director of Emergency Management. He worked with local, state, and Federal officials on many of the most significant disasters throughout the United States. Carlos was one of the founding members of the National Urban Search and Rescue Response System and has provided support internationally after earthquakes, hurricanes, airline crashes, and various domestic terrorist events such as the Oklahoma City bombing and the 9/11 attacks. Carlos holds a master's degree in Public Administration from Florida International University and is a Certified Emergency Manager (CEM). Carlos has served as an Adjunct Instructor in the Masters of Disaster Management program at Florida International University and is a guest lecturer on disaster resilience and risk reduction at the University of Miami and Georgetown University. Charles (Chuck) Parker

With 15 years in the disaster management field, Chuck has served in a variety of emergency response roles. He recently served as Tidal Basin's director of Florida Vaccine Operations, supporting the Florida Division of Emergency Management's COVID-19 vaccine operations for the Florida population. Before joining Tidal Basin, he served in South Florida with the American Red Cross for 10 years, the last three as the Regional Disaster Officer, leading a team of 16 paid staff and over 2,000 volunteers. He was the operations lead on a divisional response management deployment team and was deployed pre-landfall to several hurricanes. During his tenure at Red Cross, Parker worked on over 50 disaster relief operations, including over 30 hurricanes, multiple wildfires, tornadoes, multi-family fires, and mass casualty incidents, including the response to the mass shooting at Marjorie Stoneman Douglas High School in Parkland, FL. He has 40 certifications from Red Cross and holds over 150 FEMA certifications, including PDS and APS designations. Prior to Red Cross, Parker owned and operated his own home improvement business. Prior to that, he worked in operations management for over 17 years, 13 of which were with Gannett Co., Inc., where he worked his way up from a distribution center manager to a corporate executive. Parker has over 40 years of supervisory and management experience and has worked with teams of up to 2,000 staff and budgets over $20 million. In addition to supporting clients with executing their communications strategies and creating marketing content, she has also coordinated with development teams and government affairs agencies to secure donations and research grants on behalf of her clients. She also worked at Johns Hopkins Medicine as Senior Director of Strategic Communications and Public Affairs and managed the internal and external communications, public relations, media relations and crisis communications, for the $8 billion system that unites the Johns Hopkins University School of Medicine with the Johns Hopkins Health System. Daina Ruback

Daniel A. Craig - CEO

Daniel Craig is the Chief Executive Officer at Rising Phoenix Holding Company, parent company of Tidal Basin and Rising Phoenix Enterprise Solutions. He has extensive experience in the disaster consulting and post-disaster recovery industries. Prior to joining the Rising Phoenix team, Dan served as the President and CEO of Tidal Basin Group a company he founded in 2006. He worked with state and local governments and not-for-profits, helping them meet their recovery needs by providing experienced disaster recovery staff and proven grant management processes. In his time with Tidal Basin, Dan had advised the White House and more than a dozen governors and State administrations on disaster recovery, housing, and long-term economic recovery strategies. He has spoken at multiple universities, conferences, television, and government leadership gatherings on how to manage disasters while speeding community and economic recovery. Dan also served as Associate Administrator for the Recovery Division for the Federal Emergency Management Agency, part of the United States Department of Homeland Security. He was appointed by President Bush in 2003 and was responsible for overseeing the Federal Government's recovery efforts on all presidentially declared events including the Space Shuttle Columbia crash, the wildfires of 2003, and the hurricanes of 2004 and 2005. Before becoming the Associate Administrator for the Recovery Division at FEMA, Dan was the Regional Administrator for the New England area (Region I), where he was responsible for all FEMA mitigation, preparedness, response and recovery, and training activities in the six New England state region. Daylen Docampo Perez

Daylen provides legal advice to RPHC and all its affiliate companies and supports all the corporate and operating functions of said companies. Her responsibilities include, without limitation, contracts' drafting, review and negotiation, litigation management, compliance management, She joined RPHC from the Office of the City Attorney in Hialeah, Florida, where she served as Assistant City Attorney. Her areas of practice while with the City of Hialeah included contract, corporate, and municipal law, and procurement. During her time there, she represented and provided legal advice to the City in all matters related to its operation with special focus in the purchasing, emergency management, planning and zoning, code compliance, and public works departments, among others. She has experience with drafting and negotiating city agreements of all kinds, including those necessary to secure needed resources for the efficient operation of the municipal government, as well as overseeing the bidding process for those resources in compliance with federal, state, and local regulations. Prior to her work with the City of Hialeah, Daylen was an associate attorney at a law firm servicing the residential mortgage default and foreclosure industry where she represented national lenders, servicers, and creditors in residential foreclosure cases. Deborah Diaz

Deborah Diaz joins the Tidal Basin Caribe team as a Director of Mitigation and will be based out of the Puerto Rico office. Prior to joining Tidal Basin, Diaz served as the group supervisor and branch chief for the Hazard Mitigation Community Planning Program and Flood Plain Management and Insurance Program. Served as senior directive for housing state agency and several federally funded local programs for the Commonwealth of Puerto Rico. Diaz has over 20 years of management experience and collaboration with external agencies and programs to conduct mission-oriented analysis of complex survivor-centric issues. She is an emergency manager who has led assorted teams under challenging operational environments. Diaz holds a bachelor's degree in general arts, urban planning, and environmental ecology from the University of Puerto Rico.

Delilah Ruiz Manzano

Delilah Ruiz Manzano is a Director on the Tidal Basin Caribe Housing, Community Development, and Infrastructure (HCDI) team. Delilah is a program management professional with more than 15 years of experience in the public and private sectors. She joined us from the local government of Manati, Puerto Rico, where she served for nearly five years as Executive Director and Recovery Officer supporting the External Resources Department. While there she managed 85 percent of the federal grants allocated to the municipality, overseeing 42 recovery projects funded by FEMA and CDBG-DR, 20 CDBG projects, and 10 Federal Transit Administration capital and improvement projects. Previously, she served as the Executive Director of the Workforce Investment Opportunity Act (WIOA) Programs with the Puerto Rico Department of Economic Development and Commerce managing around $100M in funds from the US Department of Housing alongside fifteen (15) Regional Workforce Local Areas that provide services to the 78 municipalities of Puerto Rico.

Diana Kennedy

Mr. Paredes Maisonet, P.E., is Tidal Basin's Senior Director and Project Manager of the Community Energy and Water Resilience Installations Program for Puerto Rico. During his professional career, Efran worked in the private and government sectors and academia, including 20 years as a Lecturer II for the Electrical Engineer Department at the Polytechnic University of Puerto Rico. He joined the Puerto Rico Electric Power Authority (PREPA) as General Engineer Supervisor in the Planning and Research Division, where he was responsible for overseeing the Planning and Research for the Transmission System Division. In 2009, Efran was appointed to the administration of former Governor Luis Fortuño as Deputy Advisor to the Governor in the Energy and Environment Sectors. In 2013, Efran returned to PREPA as the General Engineer Supervisor of Planning and Research Division. Shortly thereafter he was promoted to Director of the Planning and Research Division, where he oversaw generation, transmission, distribution, renewables, engineering systems, rates, and forecasts, of the power system from a planning standpoint. He was also responsible for developing, planning, and supervising PREPA's Capital Improvement Program. In late 2020, the Puerto Rico Electric Power Authority's Governing Board selected him as the Interim Executive Director for PREPA and subsequently he was appointed Executive Director. Also, he served as a Board Member of PREPA Net, a division of PREPA offering a full range of information technology services. He studied at the University of Puerto Rico, Mayagüez Campus where he obtained his Bachelor of Science degree in electrical engineering (Power) and a Master of Science in electrical engineering (Power). His master's thesis research was on the Determination of Required Rapid Response Spinning Reserve to avoid Frequency Load Shedding under Generation Deficiency Conditions in Puerto Rico's Electric Power System. After completing his engineering degrees, he passed the Professional Engineering examination, becoming a Licensed Professional Engineer.

Mr. Forse is a Regional Vice President and Government Relations lead at Tidal Basin. He has extensive experience in assisting state and local jurisdictions with disaster preparedness, response, and recovery. Prior to joining the team, Don served as Director of Government Relations and Policy for the Texas General Land Office (GLO). As the lead agency for managing Community Development Block Grants for Disaster Recovery (CDBG-DR), Don worked with federal and state agencies, as well as dozens of local jurisdictions, in assisting the GLO to manage over $10 billion in CDBG-DR grants over multiple federally declared disasters. Following Hurricane Harvey in August 2017, Don placed and managed a community outreach team across the 49-county Harvey impact area to assist local communities with their recovery efforts. This included management of both the short-term housing mission in partnership with the Federal Emergency Management Agency and CDBG-DR long-term recovery grants through the Department of Housing and Urban Development. Prior to joining the GLO, Don worked for 16 years in the Texas Legislature, serving members in both the Texas House of Representatives and the Texas Senate. While there, he worked to affect positive changes in public policy on a variety of issues, including natural resources, economic development, energy, transportation, and state budgetary issues.
