Andrew Mitchell

Job Titles:
  • Bookkeeper
After serving as a loan auditor for a local credit union, Andrew joined Phelps Tax + Financial in 2018. His role as a bookkeeper includes bookkeeping and payroll (both internally and for clients), sales tax filing, research, electronic filing of income tax returns, as well as tax preparation for both individuals and businesses. Andrew has a Bachelor of Arts in Music History from Kansas State University, as well as a technical certificate from Minnesota State College Southeast.

Janet Quintana

Job Titles:
  • Payroll Accountant
Janet joined Phelps Tax + Financial in 2021. Within her role, she is responsible for day-to-day operations, including overseeing supplies and equipment and tracking everything coming in and out. Janet also monitors tax preparations and payroll for various clients, maintaining all reports and tax payments required. She is completing a bachelor's degree in Business Administration from Friends University. Outside of work, Janet is involved in her neighborhood association, serving as the treasurer. She previously served as the treasurer for Desk & Derrick, an organization that helps to educate people within the oil and gas industry.

Jermaine Barrier

With a Bachelor of Business Administration in Finance from Wichita State University and five years of industry experience, Jermaine Barrier joined the Phelps Tax and Financial team in 2022, where he processes sales tax and helps with income tax returns during the busy season. Prior to joining our team, Jermaine gained great experience processing sales and payroll tax for restaurants and automotive chains, in addition to working for a company that processes student loans. Outside of work, he enjoys spending time with his wife and three cats, traveling, going to concerts and festivals, and trying different restaurants throughout Wichita.

Penny Hornberger

Job Titles:
  • Office Manager
With more than 20 years of experience as an administrative assistant, Penny joined Phelps Tax + Financial in 2022. Her role as the office manager includes answering the phone, scheduling appointments, meeting and greeting clients and potential clients, assisting with drop-offs and pick-ups, taking payments and more. Penny has been married for more than 40 years, and they have a married son and two grandsons. She and her husband enjoy spending time with their grandsons, from swimming and sporting events to celebrating birthdays and holidays. Originally from Virginia, Penny loves country music and reading.

Ryan Phelps

Job Titles:
  • Vice - President / Tax Specialist
Drawing on experience working for various financial institutions, Ryan Phelps joined Phelps Tax + Financial in 2011. Today, he serves in a dual role as the vice-president of the company and as a tax specialist. Within his role as vice-president, Ryan provides vision and direction for the company. His tax specialist responsibilities focus on individual and small business tax preparation, business start-up consultations and helping clients navigate financial challenges that come with running a business. He has a Bachelor of Arts in Sport Management from Wichita State University. Ryan is involved in the Delano Business Association and gives tax presentations and talks to small business groups. In his free time, he coaches CrossFit, maintains his fitness, cooks and mixes cocktails, studies Spanish and enjoys spending time with his wife, children and Dobermanns.
