Deb Hird

Deb Hird is a San Jose native and has worked in project management for 30+ years at several of the Bay Area's leading firms in building design and construction, including Pacific Peninsula Group. She had led teams large and small and managed a number of high-end housing construction projects in Silicon Valley. While working for several years in the demanding field of sports management, Deb planned, organized and managed a series of successful multi-city events that required her to assemble inter-disciplinary teams, coordinate and schedule vendors and volunteers, and adhere to strict local permits and regulations. Deb has broad experience in managing people and projects, generating comprehensive plans and meeting deadlines-on time and under budget. She has a flexible, people-oriented approach and doesn't hesitate to roll up the sleeves and stay onsite until every detail on her checklist is complete.

Mark Owens - President

Mark Owens has over 25 years of successfully overseeing all phases of small to multimillion-dollar reconstruction, capital improvement, fire/life safety projects for residential and commercial clients. His experience includes managing construction crews, defect reconstruction repair oversight, environmental hazard abatements, building envelope repairs/improvements, fire/life safety component upgrades, and capital improvement projects, and a vast experience in working with multiple trades and consultants. Iin 2006, Mark joined the CitiScape Property Management Team to help develop their burgeoning, in-house project/construction management department, and by 2009, he was able to successfully work with CitiScape's Ownership to spin out the Department into its own company, rebranding the company in 2014 as Reliant. Prior to Reliant, Mark served as an independent Project Manager where he oversaw mid to large-scale construction projects and engaged activities involving emergency management, capital improvement campaigns, special assessment packages and construction defect cases. Mark's background also includes activities and roles in the non-profit industry. During such time he managed staff and participated as an advisor to various Boards of Directors where his primary efforts were focused on organization development and branding. Mark moved to San Francisco in 1987 from the East Coast, attending the University of Florida and prior to that leaving in the northeast, outside of Philadelphia and Pittsburgh, PA. In his spare time, Mark loves to engage in DIY projects in his home, and is an avid reader and audiophile. He also is immersed in learning guitar and enjoying the occasional concert, (preferably hard rock/metal though his musical tastes are quite eclectic).

Nicholas Mounts

Nicholas Mounts joined the Reliant Team in 2020, bringing with him 11 years' experience in painting supply/sales and 5 years' experience in construction/reconstruction industry, specifically in estimating, operations and project management. Since joining the Team, Nicholas has excelled in assisting Reliant's Clients in all types of projects, including navigating water losses and associated insurance claims. Nicholas' extensive problem-solving skills enables him to affectively manage and complete projects in a timely and cost-efficient manner. Nicholas moved to San Francisco from Chicago in 2008, and when he's not busy overseeing his project portfolio, he is busy biking around the Bay Area and playing music and participating in performance art, as well as seeing musical artists perform. Nicholas is also a dog dad to a loveable Bulldog named Marvin.

Victor Juan-Chang

Victor has over 30 years of experience in the construction industry managing numerous types of projects such as residential, Multi-family, commercial, hospitals and schools with costs ranging from $10,000 to approximately $6,0000,000. 20 out of his 30+ years of professional experience managing complex seismic upgrades and building envelope repair projects in occupied unit developments throughout the bay area. Victor understands that each project has its own challenges, however, his ability to have clear communication with all parties involved and his teamwork approach has led to successful projects. He enjoys being able to collaborate with a group of professionals who share the same vision and goals. He believes that understanding and working with each team member's strengths and weaknesses is critical for the success of a project. Further, his skills include projects management, estimating, buyouts, contract negotiations and value engineering. He holds a Construction Management degree from the University of Washington and a California Contractor's State License. In his free time, Victor loves to do home-improvement projects and is an avid soccer player, playing multiple times a week.
