Chris Woods began serving at the Director of San Joaquin County's Human Services Agency (HSA) in September 2019. Chris began his career in social services with HSA as an Eligibility Worker in 1997 after earning his Bachelor's degree in International Business from Linfield University. Upon completion of his Master's Degree in Business Administration at the University of the Pacific in 1999, Chris promoted within HSA to Management Analyst, Management Services Administrator, and Deputy Director of Administration. In 2015, he was promoted to the position of Assistant Director of HSA. In September 2019, Chris was appointed Director of HSA by the Board of Supervisors. Education Chris holds a Master's Degree in Business Administration from University of the Pacific and a Bachelor's Degree in International Business from Linfield University.

Cynthia McCoy-Miller began serving as Senior Deputy Director of DCFS since 2012. She has been employed with Los Angeles County since 1980 and has over time worked her way up the ranks. Cynthia leads and manages the largest and most complex administrative bureau within the Department, the Mega Bureau. Cynthia has extensive experience in performance based management and administrative operations, and has oversight of the following operations: Contracts Services Bureau, Bureau of Finance and Administration, Business Information Systems Division, Administrative Support Bureau, and Bureau of Operational Support Services. As the Senior Deputy Director and Executive leader over the Mega Bureau, Cynthia is committed to ensuring better outcomes for our children, families, staff, and the communities we serve by enabling optimum support through infrastructure, administrative, programmatic, and information technology services. Cynthia is also the Executive Sponsor over the Department's Workforce Excellence investment area, which is one of three key investment areas that the Department is deploying under its Invest LA strategic framework, a comprehensive initiative to promote system improvements in safety, permanency and well-being for children, and will guide the course of our work over the next five years. Education Cynthia holds a Masters of Social Work degree from the University of Southern California, a Bachelor of Social Work degree from California State Poly Pomona, and an Associate of Arts in Social Work degree from the Los Angeles Southwest College. Cynthia is an active community member who uses her professional platform to help elevate and enhance both the professional and personal growth of people through advocacy, coaching and mentoring, skill-building, and empowerment. She oversees and participates in many efforts of DCFS' fund-raising events such as "March of Dimes" and March for Babies.

Kristin Stranger

Kristin Stranger serves as Assistant Director for the Bureau of Workforce Services, South, with the Los Angeles County Department of Public Social Services (DPSS). In this role, she supports the district offices in the south part of county and the regional Greater Avenues for Independence (GAIN) offices countywide in the delivery of food, cash aid, and health coverage benefits and Welfare-to-Work services to millions of eligible Los Angeles County residents. She has worked in health and human services administration in California for 18 years at both the state and county levels. Prior to DPSS, Kristin served as the Health and Human Services Agency Director in Calaveras County, California. There she was responsible for the administration of protective services, public benefits, public health, behavioral health, and various other programs and services at the direction of the Board of Supervisors. She has also served as Deputy Director of Community Services with the El Dorado County Health and Human Services Agency. Prior to county service, Kristin worked for eight years at the California Department of Social Services in both analytical and managerial policy roles in the California Work Opportunity and Responsibility to Kids (CalWORKs) and CalFresh programs. Education She is a graduate of the University of California, Santa Barbara.

Paula Llanas

Paula Llanas, Director of Imperial County Department of Social Services began her career in 2004 as a social worker and worked in various capacities within the department including Social Worker Supervisor, Program Manager, Deputy Director, and Assistant Director. Prior to her appointment to Director, Paula served as the Assistant Director of the Department of Social Services for five years. Throughout her almost two-decade tenure, she has built strong partnerships at a local, state, federal, and international level to best serve the most vulnerable population of our community. Mrs. Llanas has directed and implemented various specialized programs, including working with the International Department of Social Services, U.S. Consulate, Desarrollo Internacional de la Familia, and Instituto Nacional de MigraciĆ³n on repatriation processes for children and adults; and Letters Rogatory, an international legal process with the judicial system in Mexico. Education Paula holds a Master's Degree in Social Work, and a Bachelor's Degree in Liberal Arts and Sciences Psychology from San Diego State University.
