Amanda Hoy

Amanda is the Senior Operations Manager at CIC Wealth and is responsible for providing clients with tailored customer service experience. In addition, Amanda assists with the creation of financial planning projections and historical investment performance reports for clients. Amanda graduated from James Madison University in 2012 with a Bachelor of Science degree in Anthropology. She continued her education with the College for Financial Planning, and earned the Financial Paraplanner Qualified Professional™ designation. Amanda was born and raised in Montgomery County, MD. She is involved with P.E.O., a women's philanthropic organization, and enjoys working out, spending time with her family and friends, and going to the beach.

Andy Smith

Andy is the Director of Advanced Planning for CIC Wealth. He has expertise in devising advanced planning solutions for business owners. His main areas of focus include financial and estate analysis, business succession planning, as well as the detailed analysis and design of retirement and pension plans. Prior to CIC Wealth, Andy was a Financial Advisor with First Financial Group, a financial planning firm located in Hunt Valley, Maryland. Andy has a Bachelor of Science degree in Finance from the University of Baltimore. Andy enjoys spending time with his wife and 3 children. He is very interested in nutrition and fitness and in leading a healthy lifestyle. He enjoys running, cycling, weight lifting, sports, film, and travel.

Austin Pearl

Austin's philosophy towards money is simple: A person's relationship with money is the third most important factor impacting their mental and physical well-being after their health and relationships with family. This belief arose as a result of having witnessed the personal impacts of both sound and unsound financial decision-making from a very early age. Austin has become a student and teacher who aims to help his clients successfully navigate the nexus of global markets and behavioral finance. Austin builds comprehensive investment and retirement plans for high net worth individuals, beneficiaries, divorcees, senior government and military leaders. A former South Asia specialist at the United States Department of Defense, he has a background in strategic intelligence and communications. He strongly believes educating clients is the key to helping them make the right decisions. Austin earned his Bachelor of Arts degree in International Affairs from the George Washington University and received his Master of Science degree in Strategic Intelligence from the National Intelligence University. He is a husband, surfer, fisherman, and amateur fossil hunter. He lives in Arlington, Virginia with his wife Gabi and sons Jackson and Julian.

Dawn Wright

Dawn is a Financial Advisor and Planning Strategist at CIC Wealth. She joined the firm in July 2022 after working for many years in the financial industry. Prior to joining the firm, she worked at a multi-billion-dollar global investment firm doing various functions including investment performance, ETF analysis, equity research, and financial modeling. Dawn is passionate about building comprehensive financial plans for clients. She believes building individualized plans for clients allows them to understand the significance of every input and the impact on their ability to reach their financial goals. Dawn received her Bachelor of Science in Business Administration with a concentration in Finance from Towson University. Shortly after she completed the financial modeling and valuation training through Investment Banking Institute. She also received her Master of Business Administration and Master of Finance from University of Maryland in 2021. Dawn lives in Harford County with her husband, Brian, and two dogs, Kooper and Ryder. She loves animals and has fostered more than 20 dogs. She enjoys hiking, strength training, and traveling in her spare time.

Frank Cappadora - Chief Compliance Officer

Frank is the Chief Compliance Officer of CIC Wealth. He is responsible for client portfolio designs and also coordinates 401(k) employee enrollment meetings and plan participant communications. Formerly with Harvest Investment Consultants, LLC and VALIC, an American General Company, Frank managed financial portfolios as an Investment Advisor and a Retirement Planning Specialist working with high net worth clients nearing or already enjoying retirement. Frank has received formal training in investment fiduciary responsibility, has earned the CRPC® professional designation (Chartered Retirement Planning Counselor) as well as the professional designation of Accredited Investment Fiduciary® (AIF), awarded by the Center of Fiduciary Studies, Joseph M. Katz Graduate School, University of Pittsburgh. Frank graduated from Towson University with a Bachelor of Science degree in Business and a concentration in Finance. As a resident of Maryland for the past 30 years, Frank lives in Carroll County with his wife and daughter. He is an active member of his church and community and enjoys coaching his daughter's travel fast-pitch softball team in his spare time.

Heather Betz

Heather Betz is a Baltimore native and has over 20 years of experience as a legal assistant. In her new role as Client Service Administrator, Heather will be responsible for managing administrative functions and internal processes. She and her husband enjoy spending most weekends taking their two sons to and from sporting events. Heather prides herself on her organizational skills and time management, as an administrator and mother.

Jaimee Wibberley

Jaimee is the Client Relations Manager at CIC Wealth. She is responsible for coordinating and planning all client events, and helping the team deliver extraordinary client service. Jaimee graduated from Indiana University with a BS in Communications and a focus on television production. She began her career working at the assignment desk at C-SPAN in Washington, DC. She left C-SPAN in 2000 to focus on being a full-time mom, and once her kids were in school she joined her husband Ryan at CIC Wealth. Jaimee now lives in North Potomac with her husband, Ryan and their Mini Goldendoodle Dewey. They have two daughters Brooke and Taylor, both in college. When Jaimee is not in the office she can usually be found at the gym, where she is a part-time fitness instructor.

James Pessagno

James has over 15 years of experience in the financial industry, joining CIC Wealth in 2018 after spending the majority of his professional career as an independent advisor and in Retirement Plan sales with Nationwide Financial. James has the experience and ability to provide business owners with a more comprehensive style of planning, focusing on increasing the net worth of the business and the owner. This includes, but is not limited to, succession planning, key man policies, buy-sell agreement funding, Retirement plans, Group employee benefits and many other strategies, services, and solutions. His mission is to give business owners a sense of security that what they have worked on and created as their life's work is secure, with paths forward to increase the overall value of the business, and give back a most valued asset, time. James also devotes time to provide financial services to individuals and families who are committed to protecting their assets and achieving their financial goals. James lives in Towson with his wife and three sons. James is active in his community serving on the local youth rugby club board and volunteers with his son's Boy Scout Troop.

Judy Ann Byrd

Every day is an opportunity to gain experience and improve. Judy's philosophy developed over 30 years of diverse professional experience and a lifetime of personal experience. She graduated from the University of Pittsburgh with a degree in Economics and earned an MBA from the Robert H. Smith School of Business at the University of Baltimore. Early focus on core accounting and auditing in public accounting developed her foundation for basic business principles, finance, and customer service attitude. Transitioning to consulting roles provided experience in corporate turnaround and bankruptcy administration, which afforded insight into business structures that work and those that do not. She also traveled worldwide investigating how companies in various industries recorded and reported royalty obligations, uncovering dramatic underpayments for clients in this niche industry. She attributes her success to an ability to develop rapport and her sincere interest in others' ideas, thought processes, and perspectives. Judy enjoys live performances of any kind, active outdoor activities, and the serenity felt when near open water.

Malcolm Ethridge - EVP

Malcolm Ethridge is an executive vice president and financial advisor with CIC Wealth, headquartered in Rockville, MD. As a Certified Financial Planner, Malcolm's areas of expertise include retirement planning, executive benefits, investment portfolio development, and insurance. He leverages that expertise to help bring clarity to some of the most complex financial situations that working professionals tend to face. In addition to his duties as a financial advisor, Malcolm is very active in several community service organizations as both a board member and/or mentor. He is very passionate about the case for financial literacy, and the transformative effects it can have on young people. He has conducted several workshops and seminars, given keynotes, participated in panel discussions, and weighed in on the formation of programming designed to help give high school and college students a strong financial foundation. Malcolm is both co-host and executive producer of Manage Your Damn Money; a show designed to help make casual conversations about personal finance the rule and no longer the exception among millennials and other young people. Malcolm and his co-host tackle topics as complex as credit scoring and paying off student debt, all while mixing in references to pop culture and current events to keep things entertaining. The production is available as both a podcast and a television show. As a very proud Aggie Alum, Malcolm holds a Bachelor's degree from North Carolina A&T State University, where he studied marketing and management. Malcolm is a native Washingtonian, and in his free time, he enjoys skiing, flag football, and reading.

Michael Fein - President

Michael is the President of CIC Wealth. A believer in financial roadmaps, Michael has made it a personal mission to not only understand a client's finances, but also his/her goals, dreams and lifestyle choices. Michael was formerly an advisor with Harvest Investment Consultants where he managed personal portfolios and retirement plans individually valued in excess of $35-million dollars. An active speaker on all topics related to finance, Michael is often called upon to speak to Fortune 500 companies, independent investment and trade organizations throughout the Mid-Atlantic region. A resource to financial reporters, Michael's theories are often quoted in local, regional and national publications. Michael earned the professional designation of Accredited Investment Fiduciary® (AIF), awarded by the Center of Fiduciary Studies, Joseph M. Katz Graduate School, University of Pittsburgh. Michael also holds the Certified Fund Specialist (CFS) accreditation and the Certified Long Term Care (CLTC) designation. Currently Michael is working on earning his Chartered Financial Consultant (CHFC) designation. Michael is also a member of the Financial Planning Association and the Center of Fiduciary Studies. On an athletic scholarship as a Division 1 tennis player, Michael earned his BS degree in Economics & Finance from Towson University. Michael received the distinct honor of Scholar Athlete and Most Valuable Player in his junior & senior years. Born and raised in the New York/New Jersey area, Michael has called Maryland home since 1990. He lives in Reisterstown, Maryland, with his wife and three children. The CIC Wealth story begins in the halls of the Towson University Business School, where roommates Michael Fein and Ryan Wibberley formed a personal bond that would eventually lead to a long-term business relationship. Upon graduation, both Michael and Ryan went their separate ways. After seven years at two large investment firms, Ryan realized that there was a conflict of interest between what the company wanted him to sell and what he felt was most appropriate for the client. Rather than promoting the agenda of his employers, Ryan wanted to build long-term relationships by focusing on the client's best interests. So in 1999, Ryan founded CIC Wealth. Three years later, Ryan convinced Michael to join him at CIC Wealth. In the early years following CIC Wealth's establishment, Frank Cappadora, and Satish Survanshi joined the team. Harboring the same passion for providing personalized financial services, they both brought decades of experience to the firm. Frank's background in managing operations and Satish's expertise in portfolio management would prove essential towards helping clients plan for their future. In 2013, Andrew Goodman joined CIC Wealth bringing with him 23 years of experience as a proven value investor, specializing in finding companies trading below their intrinsic value. Ryan previously served his clients as a Financial Advisor at Legg Mason in Washington, DC where he offered financial planning and investment services.
