David Loveland

David Loveland, Ph.D. is a Senior Program Director at Community Care Behavioral Health in Pittsburgh, PA with a focus on improving substance use disorder (SUD) treatment. His research has included implementing effective behavioral and cognitive behavioral techniques in applied settings. Dr. Loveland oversees several quality improvement projects to enhance engagement, retention and the continuum of care for individuals with a SUD. Ongoing projects include strategies to expand access to evidence-based medications for SUD in all levels of care, enhancing assertive outreach to engage individuals with a SUD who are in crisis settings, improving the front-door of SUD providers, including rapid access to medications and psychosocial services, and developing value-based payment models to sustain a continuum of care.

Dr. Renee Cloutier

Dr. Renee Cloutier is the Scientific Director at the University of Pittsburgh, School of Pharmacy, Program Evaluation and Research Unit (PERU). Dr. Cloutier's interdisciplinary training and research bridge the fields of psychology, addiction science, public health, prevention science, implementation science, and quantitative methods to (1) enhance the multi-system measurement of emerging substance use patterns and harms while (2) improving access and quality of care for individuals with substance use disorder and (3) improving access to knowledge (e.g., real time localized data of emerging toxins in drug supply, fatal and non-fatal overdose rates) and resources (e.g., naloxone) to prevent substance use harms. Dr. Cloutier has had research funded through the National Institute on Drug Abuse (NIDA) and Arnold Ventures Foundation while supporting federal (e.g., CDC, HRSA, SAMHSA), state (e.g., DDAP, DHS), and foundation (e.g., NACDS) funded projects/contracts involving complex, multi-systems level implementation and evaluation. To date, Dr. Cloutier has published 37 peer reviewed journal articles, given 87 conference presentations to national and international academic audiences, reviewed APA and NSF grant proposals, and served on the editorial board of an APA journal.

Jack O'Donnell - CEO

Jack O'Donnell is a successful entrepreneur and business leader, with over 40 years experience leading organizations. While Jack's background is diverse, including operating large businesses in the hospitality industry, he has dedicated the past 15 years of his career to the addiction and behavioral health field. With experience operating throughout the United States and Europe, Jack is perfectly suited to direct C4's diverse activities worldwide. Jack was the CEO of Sierra Tucson, directing both growth and exit strategies for the company during its later years, under its original ownership. He has also, along with his wife Nancy, developed and successfully opened a treatment facility specializing in trauma and addiction issues. Additionally, Jack has consulted with private equity firms and investors, assisting in acquisition, exit, and business development activities. Outside of work, Jack maintains a balanced life. A long time ultra endurance athlete and climber, he is also a proud horseman, still competing nationally in reining events. He is a board member of the Lacey Jarrell Foundation, a non-profit, which supports passionate young artists. The organization is named in honor of his wife Nancy's daughter, Lacey. Jack has also written a book about his professional career, which was published by Simon and Schuster.

Janice Pringle

Dr. Pringle is an epidemiologist by training, with extensive experience in health services research. She is a Professor at the University of Pittsburgh, School of Pharmacy, and the founder and Director of the Program Evaluation Research Unit (PERU) within the University of Pittsburgh, School of Pharmacy. Her area of expertise is health services research and organizational health, especially as it relates to healthcare innovation implementation. She has conducted numerous health services research studies and program evaluation efforts involving (but not limited to): screening, brief intervention and referral to treatment (SBIRT), innovative addiction treatment approaches, chronic disease intervention and prevention models, medication adherence interventions, and patient access to care improvement efforts. She has also developed a framework for assessing organizational health and guiding systems transformation, which has been used with the Veterans Health Administration, primary care practices, and Integrated Care practices, among other health care sites and entities. Throughout her career, Dr. Pringle has secured over $140 million in grants from a variety of sources, and she has developed healthcare policy research and briefs that have been used to inform policy development at both the state and federal level.

Jonathan De Carlo

Jonathan is CEO of C4 Consulting, a subsidiary of C4 Recovery Foundation. In addition to his leadership position Jonathon is a Certified Addiction Specialist, with experience in addiction/recovery and mental health care since 1995. He is also an international consultant and trainer consultant and trainer. He is a co-owner and the Director of Operations of Recovery 360°, a group providing psychosocial rehabilitation, individual, group, marriage, and family therapy, and organizational development and consultation services. Jonathan currently serves as a board member and past president of the Colorado Association of Addiction Professionals (CAAP) and is on the board of directors for the Stout Street Foundation. Additionally, Jonathan is a certified Helping Men Recover Consultant & Trainer with Griffin Recovery Enterprises, specializing in Men's Integrated Treatment and Trauma Informed Care, and co-author of a forthcoming Men's group curriculum for treating trauma. He has extensive experience working with individuals, couples, families during early recovery from addiction and mental health issues, and seeks to help people find therapeutic solutions utilizing a wide array of modalities and approaches. Jonathan has developed care programs for hospital systems, multinational behavioral health organizations, as well as full continuums of care from inpatient programs through outpatient and individual practices. Jonathan's current passion is in assisting organizations develop sustainable growth and wellness through the principles of Values-Based Care, Trauma Informed Care, and Measurement-Based Care practices.

Michael Walsh

Michael Walsh is a Master's Level Certified Addiction Professional and Certified Intervention Professional with extensive knowledge, experience and understanding of the treatment industry from pre-admission/Intervention through the admissions process, case management, client services and continuing care coordination for patients and alumni. He has also worked extensively in the area of post discharge monitoring for licensed professionals and others. He holds a Master's Degree in Substance Abuse Counseling and is a Certified Intervention Professional. He has been involved with treatment for all ages - from adolescents to older adults. Collegiate Recovery has been a big part of his career and he has helped numerous young adults and their families navigate the process from Intervention and Treatment through early recovery and transition back to school. Michael has worked in various capacities for and with most of the premier facilities in the addiction treatment industry as an employee, consultant, and an independent contractor for over two decades. He is the former President/CEO of The National Association of Addiction Treatment Providers (NAATP). As the leader of NAATP he served as a liaison to the American Society of Addiction Medicine, IC and RC the Parity Implementation Coalition and work closely with the Joint Commission and CARF. He has presented at many national and international conferences, Colleges/Universities, High Schools and community functions as both a Treatment Professional and as a person in long term recovery. He lives in Scottsdale, Arizona and is currently the President/CEO of Duke Behavioral Health a consulting, intervention and coaching company with offices in Lake Worth, Fl and Scottsdale, AZ, and a current C4 Recovery Foundation and FARR (Florida Association of Recovery Residences) board member.

Rick Hubbard

Rick Hubbard worked in the commercial banking industry for over 20 years and served in several management roles for one of Texas' largest bank holding companies. In 1989, Rick co-founded Revere Mortgage Bankers, a retail and wholesale residential real estate finance and mortgage company that he operated until 1998. He began his career in behavioral healthcare in 2002 at a highly respected, Texas based residential addiction treatment facility. He worked in various aspects of addiction treatment administration, including admissions, utilization review, marketing, and business development. Rick moved to Florida and represented a local residential treatment facility in 2005 before returning to the Texas facility in 2006 as Director of Business Development. In 2012, Rick joined Origins Recovery Centers as a Community Relations Representative, became a Licensed Chemical Dependency Counselor Intern in 2013 and was promoted to Western Region Director of Business Development in 2014. In 2015, Rick assumed the role of Corporate Director of Business Development, and was named Vice President of Professional Relations in 2017. Rick has trained in several models of structured family intervention including the Johnson Model and the Arise Model, and has facilitated scores of interventions over the years. Rick serves on the Board of Directors of C4 Recovery Foundation, he is a member of The National Association of Alcohol and Drug Addiction Counselors, The Texas Association of Addiction Professionals and he also serves as co-chair of the DFW Behavioral Health Symposium.

Rick Ohrstrom - Chairman, Founder

A founding member of C4 Recovery Foundation, Rick has a long-term personal knowledge of recovery. His interest in the field started more than 20 years ago when his family purchased The Friary treatment facility located in Gulf Breeze, Florida. Mr. Ohrstrom actively participated in the management of The Friary until it was sold in 1990. Following the sale of The Friary, Mr. Ohrstrom established the Committee on Treatment Benefits (COB) in partnership with the nation's oldest addictions advocacy movement, the National Council on Alcoholism and Drug Dependence (NCADD).

Walter Hillabrant

Walter Hillabrant has 50 years of experience as a psychologist and statistician. He is the President and founder of Support Services, International, Inc. (SSI), a consulting firm in Washington DC. He is a board member of C4 Recovery Foundation, co-founder and managing director of Native American Capital, LLC (NAC), and is the past President, Treasurer, and current Secretary of the District of Columbia Psychological Association (DCPA). Walter has served as the Treasurer of the ethnic minority caucus of the Council of Representatives of the American Psychological Association (APA). Walter has been the principal investigator or senior consultant on more than 50 program evaluations, policy analyses, requirements analyses, needs assessments, and other studies for federal agencies and/or Indian tribes/organizations. He has served an expert witness in statistics and information management in federal courts and administrative hearings pertaining to minority health and education for the federal Departments of Education, Justice, and Health and Human Services. He is an enrolled member of the Citizen Potawatomi Tribe. Walter is a clinical psychologist, licensed in the District of Columbia; he works with individuals and families specializing in treatment, and recovery from addiction and trauma. He has a doctorate and master's degrees in psychology from the University of California (Riverside and a Berkeley respectively). His PostDoctoral Internship in Clinical Psychology (APA approved) was that the, Area C Community Mental Health Center, Washington, DC. Zina Rodriguez

Zina's mission is to create inviting, intentional and inclusive healing spaces for individuals to achieve mental wellness while creating pathways for success for individuals from underrepresented communities. She is passionate about bringing awareness to the vast disparity in mental health and substance use treatment services for BIPOC and LBGTQ+ communities and the need to address how racial and identity trauma impacts individuals and communities. Zina has over 20+ years of experience in marketing and operations. She has held senior leadership positions for national and global behavioral health care companies where she has served as Executive Director and in Senior Marketing and Business Development roles. Zina has successfully launched de novo facilities, leading multi-disciplinary teams with the development of clinical programming, policy, and procedures and successful obtainment of licensure and accreditation. In her business development roles, Zina has led admissions, outreach, and marketing teams in the development and execution of strategic marketing plans to achieve census goals. As a Certified Diversity Executive, Zina collaborates with treatment providers on the development of transformational DEI strategies that align with their mission and values. She provides organizations with tools and trainings to hardwire DEI within their organizational plans by developing sustainable, ongoing initiatives that holds them accountable to keeping systems, processes, and goals inclusive to employees, clients and communities. Zina has worked internationally which has allowed her to develop a specialty in multi-cultural program development and marketing. She is a global speaker on topics related to culture, diversity, equity, and inclusion in behavioral health care. Zina is also an ARISE trained interventionist and provides interventions and comprehensive continuing care for Spanish speaking families. She is currently training to become an ARISE trainer with the goal of expanding services to be representative of BIPOC communities. Zina has served as an adjunct professor at Rutgers University School of Social Work. She holds a MSW with a concentration in Administration from Fordham University, a BSW degree from Rutgers University, a Digital Marketing Certification from Columbia University and a Masters Level Addiction Professional Certification.
