Born and raised in New Orleans, Carlos is a proud graduate of the New Orleans Public Schools, graduating from Eleanor McMain Secondary School in 1984. He went on to study History, Studio Art and Education at Tulane University where he earned a BA in History, a BFA in Glass Sculpture, as well as his Teacher Certification for Secondary Social Studies. Carlos also holds a Masters in History Teaching from the University of New Orleans. He and his wife Elizabeth (Ben Franklin '84) raised their six children in New Orleans, all of whom attended New Orleans Public Schools.
Out of a sense of loyalty to the system that gave him his education and a sense of urgency that the system must improve, Carlos joined the New Orleans Public Schools teaching core, including teaching social studies at Ben Franklin High School from 1993-2000. Having struggled with severe learning disabilities, Carlos is keenly aware of the need to meet each child's unique learning needs. While teaching at Ben Franklin, Carlos served as the Learning Disabilities Contact Teacher, giving students under his care the support he had never received. At Ben Franklin Carlos also helped create the new geography curriculum and won state approval for a new elective, History of the 20 th Century. Carlos also served as the Freshman Class Sponsor, helping the 9 th grade students adjust to life in high school.
In 2000 Carlos began working fulltime as a freelance glass sculptor. His work has shown nationally, has been featured in many publications, and has won numerous awards. Helping to rebuild the arts community post-Katrina, Carlos was a co-founder, then President and CEO of the New Orleans Creative Glass Institute (NOCGI) which built a state-of-the-art public-access glass studio in Mid-City. Opening in September of 2006, NOCGI was the first business to open in central Mid-City post Katrina. As President and CEO, Carlos helped oversee NOCGI's merger with YaYa, Inc. to create the YaYa Arts Center in Central City.
Rebuilding public schools after Hurricane Katrina, Carlos was elected to be the Founding Board Chair to reopen Audubon Montessori / L'Ecole Franco-Américaine as Audubon Charter. Working with the school community and the Orleans Parish School Board, Audubon rehired its faculty and reopened in January of 2006. Carlos later served on the board of Ben Franklin High School, servings as its President from 2018 to 2020. Carlos' other board service includes Founding Treasure/Secretary of New Orleans College Beyond, Secretary then Vice President of the Louisiana SPCA, and Board Member of the NOCCA Institute and the Ruby Bridges Foundation. While serving the LASPCA, Carlos was the founding Chair of the Government Affairs and Advocacy Committee which advocates for animal welfare legislation and helps negotiate the animal control contract between the LASPCA and the City of New Orleans.

Dr. Donaldo R. Batiste will continue as the District 4 Orleans Parish School Board member, as he was unopposed in the March 2023 election. A 47-year career educator, Dr. Batiste has served with distinction in public education as a classroom teacher, speech pathologist, elementary school assistant principal, an award-winning elementary and high school principal, having been named Louisiana Best High School Principal in 1998. It was that honor that catapulted his rise to central office administration, where he was among the first cabinet members to serve under the first non-traditional chief executive officer of the district as the executive director for curriculum, instruction and educational support programs for the New Orleans Public Schools, where he amassed 28 years of his 41-year K-12 career. Immediately following that assignment, Dr. Batiste moved to Illinois, where he served concomitantly as the associate superintendent for teaching and learning, and deputy superintendent of schools in Waukegan, Illinois. After a two-year stint in this role, he was named superintendent of schools, a position that he held with distinction for 10 years, and was named Lake County Superintendent of the Year in 2012. During his tenure in Illinois, Dr. Batiste was responsible for overseeing a $332,351,072 budget, winning annual awards for Distinguished Comprehensive Budget, Government Finance Award, and the Meritorious Budget award. The school district was also recognized for closing the achievement gaps for its English-Language Learners and Special Needs populations, while successfully developing and implementing the District-led transition to neighborhood schools; thereby reducing spending for transportation costs by $6 million annually since 2008. Today, Dr. Batiste serves as a full endowed professor of executive leadership at the University of Holy Cross, where he leads the Doctorate in Executive Leadership Program (DIELP). This program is responsible for training and grooming transformative leaders for this generation and beyond. A native of Terrebonne Parish, Dr. Batiste attended Vandebilt Catholic High School and was graduated from Terrebonne High School, having earned a Bachelor of Arts degree (Magna Cum Laude) from Nicholls State University, with a major in Speech, Language and Hearing Therapy, a five-year curriculum which he completed in three years. He was later graduated from Southeastern Louisiana University in Hammond, Louisiana, where he earned a Master of Education in Educational Administration and Supervision with a perfect 4.0 GPA. Concurrently with the master's degree in administration, he was able to earn 36 graduate hours in Speech Pathology at the Louisiana State University Medical Center School of Allied Health Professions. He earned the Doctor of Philosophy degree in Educational Leadership at the University of New Orleans, where he received the coveted recognition as the Outstanding Doctoral Student and Dissertation of the Year awards.

Dr. Kelli Jordan is the Chief School Support and Improvement Officer and oversees the School Support Team and the Office of Student Support and Attendance. She serves as the liaison for engagement and communication with our charter school leaders and leads the district's school support in a variety of areas such as system-wide programming, school improvement and school partnerships. Prior to joining NOLA Public schools, Dr. Jordan served in various capacities in school leadership and support roles for diverse learners. Dr. Jordan is published in peer-reviewed journals and presents on a variety of topics related to special education, trauma-informed practices and mental health at national conferences and local leadership training programs. Dr. Shayla Guidry Hilaire is the Chief Student and School Support Officer for NOLA Public Schools, and oversees programs that provide a range of supports for individuals with disabilities and their families and advises on statewide policy. Before joining NOLA Public Schools, Dr. Hilaire served as Chief of Innovation in St. Helena Parish, and a high school teacher. Dr. Hilaire obtained a BS in Secondary Education and a MS in Special Education from McNeese State University. She also received a specialist degree in Educational Technology and Leadership from Northwestern State University and a doctorate in Educational Leadership from Southeastern Louisiana University.

Ethan Ashley was born and raised in Compton, California. At the age of 16, he graduated from Woodrow Wilson High School, a law magnet high school in Los Angeles, California. After high school, he continued his education at Howard University in Washington, D.C., where he obtained a Bachelor of Science in Political Science and Juris Doctorate by the age of 22. While in D.C., Ethan worked for Congresswoman Maxine Waters, the Department of Justice Civil Rights Division, Criminal Section, and the Washington Lawyers Committee for Civil Rights and Urban Affairs.
During his studies at Howard and after the wake of Hurricane Katrina, Ethan dedicated over a week's worth of service each year since 2006 to the city of New Orleans. To continue his efforts of rebuilding New Orleans, Ethan, immediately after graduation from law school, moved to New Orleans to work as a first-year staff attorney and project director at the Juvenile Justice Project of Louisiana, where he was tasked with running their project to end juvenile life sentences in the state of Louisiana. In this position, Ethan worked in a legal, organizational, and policy-based capacity.
Ethan's passion to change the infamous school-to-prison-pipeline is what motivated his career change into the field of education. For almost two years, Ethan worked as the New Orleans Director for the Black Alliance for Educational Options, where he was tasked with organizing, fundraising, and developing programs focused on increasing high quality educational options for black youth who come from low income and working class families. In September of 2014, Ethan Ashley joined the Urban League of Greater New Orleans as the Director of Community Engagement. As Director of Community Engagement, Ethan leads the community and partnership based work in education, criminal justice, and civic engagement. Ethan created and leads an educational leadership community program called Urban Leaders for Equity and Diversity (ULEAD), a juvenile alternative to detention program called Community Coaching, and various civil engagement activities including the High School Civic Engagement Challenge. Currently, Ethan is the Director of Policy and Advocacy for the Louisiana Children's Research Center for Development and Learning, where he leads the community, organizing and partnership based work as well as the policy initiatives statewide and nationally.
With regard to service, Ethan has raised thousands of dollars for and as a board member of Youth Run NOLA, a local non-profit organization focused on empowering underserved youth through running. Ethan has served as immediate past community service chair for the Louis A. Martinent Legal Society, a voluntary bar association whose mission is to balance justice and effect change. Ethan was also the previous director of a voluntary literacy program at the Youth Study Center in New Orleans. He is a proud member and mentor for the Son of a Saint, a non-profit focused on enhancing the lives of fatherless young males. Ethan is an advisory board member for Bard Early College New Orleans, a rigorous, credit-bearing, tuition-free college course of student in the liberal arts and sciences available to junior and senior level students. Ethan is also a board member of the Boy Scouts of America Southeast Louisiana Council.
Ethan has conducted 4 graduation ceremonies, including most recently Joseph S. Clark Preparatory High School, and 3 college declaration ceremonies. He has presented at numerous conferences, including the National Charter School Conference, Teacher for America Leaders of Color Conference, PIE Conference, and the Black Alliance for Educational Options Conference. He has also conducted "Know Your Rights" trainings to over 1,000 youth in New Orleans.
Ethan is a member of Kappa Alpha Psi, Fraternity, Inc. Ethan is a 2014 fellow of the W.K. Kellogg Foundation's Community Leadership Network. During his fellowship, he created and still maintains a Black Male Leadership program called the New Orleans Black Male Achievement Network (NOBMAN). Ethan is the proud co-owner of JE Howard Ventures, an investment company that specializes in community development. Above all, Ethan is a member of Franklin Avenue Baptist Church and is a strong advocate for youth justice, civil rights, and servant leadership.

Baudouin served for more than three years as staff to two New Orleans City Councilmembers Stacy Head and Joe Giarrusso, where she drafted legislation, assisted on land use matters, worked on budget priorities, and ensured that public money was being spent wisely.

Kathy A. Moss serves as General Counsel for NOLA Public Schools. She advises the Superintendent and district staff in several areas of law, including contracts, compliance, charter school laws, board policy and procedure, ethics, legal strategy, policy development, and novel issues related to education, and she manages external legal services providers. Kathy has significant legal experience, possessing over 25 years of experience in various areas of legal practice, including over 15 years in education law practice. Kathy earned a Bachelor of Business Administration from Loyola University New Orleans and a Juris Doctor from Loyola University New Orleans College of Law. Prior to joining the district, Kathy was an Associate Attorney at Bryan & Jupiter, APLC, the district's former general counsel firm. Kathy is a member of the Louisiana State Bar Association, the National School Boards Association Council of School Attorneys, Louisiana Council of School Attorneys, and the Greater New Orleans Louis A. Martinet Legal Society.

Mrs. Eames was born and raised in New Orleans and is a product of the school system in New Orleans. She holds a Bachelor of Arts degree from Southern University in Baton Rouge with a Master's in Administration. She also earned certification in administration from Loyola University and the University of New Orleans. Mrs. Eames is a retiree of New Orleans Public Schools where she worked professionally for more than 33 years. She served as a 5 th grade teacher, Title 1 Resource Teacher, Title 1 Coordinator of Instruction, and Associate Superintendent of Federal Programs, where she managed a $50 million annual budget.
Even though she is retired, Mrs. Eames serves as a member of The Pontchartrain Links Chapter where she chairs programming and a commissioner on the Audubon Board. Mrs. Eames also served on two non-profit boards: Eastover Property Owners Association Board and the Non-Flood Protection Management Levee Board and the Lake Forest Charter School Board. In addition, she served as an educational national consultant providing support and assistance to school districts working with teachers, principals, and associate superintendents.
Mrs. Eames attends St. Maria Goretti Catholic Church, and this year she traveled to Ghana on a mission trip with her Links Chapter to help distribute food and supplies.
She is the mother of two children and the proud grandmother of five grandchildren. Mrs. Eames enjoys traveling, reading, playing bridge, playing golf, and shopping.

Mr. Marshall was elected to the Orleans Parish School Board in 2012 representing District 7. He has served on several local non-profit boards and has been a member and officer in many school and community organizations. He presently serves on the board of directors for the Bayou District Foundation, which has the responsibility for the redevelopment of the St. Bernard Housing Development area.
Nolan Marshall, Jr. is a native New Orleanian, educated at Macarty Elementary in the Lower Ninth Ward (now Martin Luther King Elementary), St. Augustine High School, Loyola University and the University of New Orleans. Known in the community mainly as a photographer, Nolan operated the business his father started in 1948, Marshall Studios, from 1972 to 2013. He is the father of two daughters and one son, five granddaughters and three grandsons. All have been educated in traditional public schools as well as private, parochial and/or charter schools.

Rafael Simmons, Chief Portfolio Innovation and Accountability Officer, is a life-long learner committed to supporting students and their teachers. Mr. Simmons is originally from Macon, GA. He began his teaching career as a math teacher at George Washington Carver High School in Columbus, GA. His educational career in West Georgia includes serving as a graduation coach, an assistant principal, and a curriculum coordinator at the district level.
After 15 years of serving students and educators in West Georgia, Mr. Simmons relocated to Alabama to become an 8 year member of the district leadership team for Selma City Schools in historic Selma, AL. As the Director of Federal Programs and Strategic Planning, he managed federal budgets and facilitated the implementation, monitoring, and evaluation of the district's strategic plan, A Framework for Excellence.
Mr. Simmons earned his B.S. in Education from Columbus State University and his M.S. in Education from Troy University. Of all his accomplishments, his pride and joy are his three daughters: Raven, Rihanna, and Rilee.

Stuart Gay is the Chief Financial Officer for NOLA Public School and is in charge of all finance and accounting functions district-wide serving all stakeholders. He is a graduate of NOLA Public Schools and pivoted from the private sector soon after Hurricane Katrina to serve as the CFO for Algiers Charter Schools. Stuart worked for Afton Partners as a Director consulting for charter schools, school districts, funders and supporters of public education with a focus on financial and operational sustainability, funding equity and transparency. Stuart received his BS in Finance from the University of New Orleans and a MBA from Louisiana State University Shreveport.
