The rapid rise of universal health coverage (UHC) to the top of the global health agenda reflects strong support for its core principles of providing equitable access to a broad set of services at affordable cost. Realizing the promise of this movement requires tools for analyzing and managing the complex political and economic forces that underpin the social contract between governments and their citizens. To date, however, the dominant analytic approaches for developing and implementing health policies have proven inadequate for facilitating systemic change.
