James Marcello

James Marcello is a retired police lieutenant and serves as an Army Officer with over 13 years' global experience performing Security Vulnerability Assessments, Risk Assessments, Threat/Hazard Assessments, and Risk Mitigation for the Dept. of Defense, Federal, State, Local, and Private entities. Mr. Marcello's experience has been instrumental in the development and implementation of Army Critical Infrastructure Risk Management methodology. Security, Emergency Management, Infrastructure Resilience, Mission Assurance, and Business Continuity are areas of his subject matter expertise. As a decorated law enforcement officer and supervisor, service included Special Weapons and Tactics Unit, dedicated to the resolution of high-risk and critical incidents. Mr. Marcello participated in dignitary protection details for the President, First Lady, and Vice President of the United States, as well as sitting senators, foreign dignitaries, and other high-profile individuals. In addition, he performed operational planning and tactical response on numerous details specifically oriented to tracking and capture of violent felons, fugitives, and drug trafficking organizations, accomplished through the use of technological resources and coordination of multiple assets. From basic to advanced tactics and training involving the force continuum, firearms, operational planning, surveillance, and incident management, Mr. Marcello has developed curriculum and instructed local, state, federal, and private entities for over 25 years. He provides professional consultation and training programs to private corporations and government organizations, and has served on panel discussions specific to current security challenges and emerging threats, including development of assessing unmanned aerial, land, and water systems threats and countermeasures.

Kenneth Koonz

  • Operations Officer
Kenneth Koonz retired after 20 years of service from a metropolitan law enforcement agency. During his decorated career he served in Patrol, Narcotics, and the Public Information Office, and commanded the Special Weapons and Tactical Unit, where he was responsible for the planning, coordination, and execution of high-risk operations, as well as emergency response to critical incidents. His work as an investigator and a sworn member of the US Marshals Service NY/NJ Regional Fugitive Task Force lead to the arrest and prosecution of numerous homicide suspects, narcotic traffickers, and violent felons utilizing the latest technological assets available. As a primary liaison with local, state, federal, and private sector organizations, he developed contemporary strategies, policies and procedures, curriculum, and standards in accordance with applicable law and best practices, and was recognized as a subject matter expert for purposes of training and courtroom testimony. Topics included basic through advanced force continuum, firearms, operational planning, surveillance, incident management, and school, workplace, and institutional violence detection and prevention. As a community asset, he was a frequent guest lecturer at local school districts, the State University system, Albany Law School, and private colleges. His training programs incorporated the design, planning, and execution of full scale multi-agency exercises complete with debriefs and after action reviews. As Operations Officer at JCM, Mr. Koonz contributes his talents to numerous private security contracts where his leadership, organizational skills, and dedication to duty has ensured the safety of staff, maintenance of organizational reputation, and continuity of operations for all of our clients. Mr. Koonz holds the designation of Certified Protection Professional (CPP) from the Professional Certification Board of ASIS International. The CPP certification is globally recognized as the industry standard of excellence for security management professionals, and is obtained through a combination of several years of experience and successfully passing the board certification exam. In addition, Kenneth is recognized as an instructor in various disciplines by the NYS Dept. of Criminal Justice Services and the National Rifle Association.
